2 The role of the Joliet Arsenal Development Authority (JADA) is the adaptive reuse and transformation of 3,000 acres of land formerly known as the Joliet Army Ammunition Plant. By facilitating land development relationships, we are creating quality job opportunities and fostering economic development in the Will County area. Our Past When the Joliet Arsenal was developed by the U.S. Army in the early 1940 s as a manufacturing plant for munitions, the 26,500-acre site located 40 miles southwest of Chicago, was selected because it was ideally situated adjacent to a major railroad line and within commuting distance for a large pool of skilled and semi-skilled labor. In the following decades, the Arsenal became one of metropolitan Chicago s largest employers, with more than 12,000 Illinois residents on its payroll during peak production years. The Arsenal provided munitions critical throughout World War II as well as the Korean and Vietnam conflicts. In 1976 the Arsenal was decommissioned, leaving offices and factories as mute reminders of a once productive military installation. The U.S. Army declared the Joliet Arsenal excess property in As part of the Illinois Land Conservation Act of 1995, Public Law , the transition began on the vast majority of the JOAAP facility. This includes 19,000 acres transferred to U.S. Forest Service and 1,000 acres to the Department of Veterans Affairs, where two public facilities of national significance are recognized - the Midewin National Tallgrass Prairie and the Abraham Lincoln National Cemetery. The first step toward redevelopment was taken by the State of Illinois in July of 1995, which, through Public Act 70 ILCS 508/1, established the Joliet Arsenal Development Authority (JADA) for the purposes of transforming the property into a source of peacetime employment for the region, just as it was a source of jobs during periods of conflict.

3 JADA / STUDIES Entrusted with the mission of creating economic development opportunities, JADA started with a strategic planning process. This was the first step in an active approach to development and its potential to transform the former Joliet Arsenal from a brownfield site to a national model of base redevelopment. Many other studies followed to aid in the transformation of the former Arsenal. The Strategic Plan The purpose of the strategic plan was to guide the transformation and coordination with local, state and federal entities, and to prioritize and organize resources that would facilitate expedient and orderly development to convert the former Joliet Arsenal into economic opportunities for the region. Market Feasibility Study Identified potential uses along with developing a conceptual land use plan. This report entailed market trends for a variety of non-residential land uses, assessing the existing supply of space, growth trends that affect future demand, and to determine the competitive position of the property. Transportation Study Developed to identify, evaluate and recommend the transportation strategies required to serve the existing and planned development in the area, and to recommend an implementation plan for these strategies. The study also identified an institutional option to integrate the Arsenal redevelopment and other future projects into the local and sub regional land use and transportation planning processes. Specific projects and actions had timeframes of 5-7 years, 8-15 years, and years. Market Assessments These assessments contained the analysis of the pros/cons of the specific parcels, and analysis of supply and demand with summaries of competing developments. These also provided JADA the land pricing in the greater market area, the conclusions of acreage pricing attainable for improved industrial sites, and the absorption time frame expected. Southwest Will TMA Study This study updates the 2004 Transportation Study with respect to the transportation infrastructure and transit services required for the area in and around the former Joliet Arsenal; and to evaluate the creation of a Transportation Management Association (TMA). JADA is working with Will County, the Will County Governmental League, the Center for Economic Development, and other agencies on this evaluation.

4 Developments JADA continues to successfully transform the former Joliet Arsenal into an economic engine that has brought leading developers and nationally known business tenants. CenterPoint Intermodal Center - Elwood, IL The intermodal center encompasses 2,500 acres with up to 12 million square feet of building space. Tenants of the CIC include: Wal-Mart Stores, Inc., DSC Logistics, Georgia Pacific, Potlatch, Bissell, and Sanyo Logistics. As of 2010, there has been a total investment of $1 billion to this project, along with the creation of more than 1,800 construction jobs that total an approximate $150 million in wages and over 2,000 permanent jobs. At full buildout, the project is expected to increase annual property tax revenue by as much as $27 million. BNSF Logistics Park Chicago - Elwood, IL This 770-acre state-of-the-art intermodal yard offers several modes of transportation direct rail, truck, transload & intermodal. This park is the logistics center for the Midwestern United States, and the largest BNSF Hub in the Chicago region. Over 800 jobs have been created through this facility alone.

5 ProLogis Park Arsenal - Wilmington, IL This 184-acre project is designed to accommodate approximately 3 million square feet of distribution space. It is targeted to users of distribution space who will be attracted by the transportation infrastructure. ProLogis is the largest industrial developer in the world, and is a leading provider of distribution facilities and services throughout North America, Europe, and Asia. International Union of Operating Engineers - Wilmington, IL Local 150 Apprenticeship & Skill Improvement Training Center Located on 308 acres, this approximate 342,000 square foot training facility is home to nearly 23,000 members. This state-of-the-art facility helps working men and women within the Iowa, Illinois, and Indiana areas to upgrade current skills and learn new ones while providing much-needed economic development in the region. South Arsenal Logistics Center - Wilmington, IL This 593 acre industrial park can accommodate 6.7 million sq.ft. This park is located at the epicenter of the Chicago Regional Logistics Network. Located 5 miles from the BNSF Logistics Park and 9 miles from the Union Pacific Intermodal, the park is a low cost alternative for companies wanting to keep their drayage costs low.

6 Regional Benefits The Arsenal redevelopment is a national model for the redevelopment of former military installations throughout the country. JADA brought together federal, state, and local governments, along with more than a dozen public agencies, communities, and private industry to benefit the region under a common plan. JADA s redevelopment has spurred additional economic development activity in the region. Over 4,000 acres of industrial/transportation development is being built with an additional $2 billion being invested. This will generate more that 14,000 additional jobs for the region.
