4 SECTION 1 Asbests Inspectin Reprt Marshall Curt Rf th Street Newprt News Virginia Backgrund and Purpse INTRODUCTION There has been a grwing public awareness f the link between the inhalatin f asbests fibers and varius diseases such as asbestsis, mesthelima, lung, and ther cancers. As a result, the Asbests Hazard Emergency Respnse Act (AHERA 40 CFR Part 763) fr schls grades K thrugh 12 was established by EPA. The necessary cmpnents f an AHERA inspectin require the accredited inspectr t visually inspect and assess the cnditin f all knwn r assumed friable asbests cntaining building materials (ACBM); t visually inspect nn - friable ACBM and tuch it t determine friability, and t identify hmgeneus areas f friable materials. EPA s Natinal Emissin Standards fr Hazardus Air Pllutants (NESHAPS) require thrugh inspectins fr asbests in structures befre the renvatin r demlitin f thse structures. Virginia law requires that if the initial building permit was issued prir t January 1, 1985, an asbests inspectin must be perfrmed prir t the lcal authrities issuing a building permit. In rder t cmply with NESHAPS, buildings t be renvated r demlished must be thrughly inspected fr asbests cntaining building materials. Marine Chemist Service, Inc. fllws the AHERA sampling prtcl fr interir surveys and the Virginia standard fr rf surveys. The purpse f this survey was t prvide infrmatin fr this prperty cncerning the lcatin and type f accessible and/r visible asbests cntaining materials prir t renvatin. In cmpliance with Virginia Regulatins, Marine Chemist Service Inc. perfrmed an asbests survey f Marshall Curt Rf lcated at th Street Newprt News Virginia April , Page 4 f 34 May 6, 2013

5 General Infrmatin Marine Chemist Service, Inc. was hired by Patrick Deverenx f Newprt News Husing & Redevelpment Authrity t cnduct an asbests inspectin and bulk sampling fr suspect asbests-cntaining building materials f the Rf at Marshall Curt th Street fr Newprt News Husing & Redevelpment Authrity lcated in Newprt News, Virginia. Authrizatin Authrizatin t perfrm this testing was prvided in the frm f an ntice t prceed by Patrick Deverenx f Newprt News Husing & Redevelpment Authrity lcated in Newprt News, Virginia n April 30, Patrick Deverenx prvided access t the rf. The building was ccupied at the time f the inspectin. Warranty This visual inspectin and labratry reprt has been prepared in accrdance with AHERA and Virginia requirements and current accepted prfessinal practices. A minimum number f bulk asbests samples were cllected t determine the presence r absence f asbests. This inspectin has been perfrmed t prvide the client with infrmatin cncerning the presence f accessible and/r expsed suspect asbests cntaining building materials. In cmpliance with the wner s wishes, destructive testing was nt perfrmed. This inspectin dcuments cnditins at the time f the inspectin nly. N ther warranties are implied r expressed. Inspectin Methds SURVEY METHODS The asbests survey was perfrmed by Virginia licensed asbests inspectrs. An initial visual walk thrugh inspectin was perfrmed t identify suspect asbests cntaining materials and hmgeneus areas. Sampling Methds The Virginia licensed asbests inspectr sampled the identified suspect materials within the hmgeneus areas fllwing the visual inspectin. Sampling was nt perfrmed n any inaccessible materials and did nt invlve destructive testing f building cmpnents. Sample lcatins were selected randmly but als taken at less visible lcatins t minimize visible damage. Analysis Methds LABORATORY METHODS The bulk sample was first visually bserved and described. The sample was munted nt a slide, cvered with dispersin staining il and a cver slip, and bserved under a plarized light micrscpe. The asbests and nn-asbests materials in the sample are identified by this methd. The PLM micrscpist estimates the amunts f asbests and nn-asbests cmpnents by determining visually the relative vlume f each t the ttal vlume f the sample. Page 5 f 34 May 6, 2013

6 Dcument Review and On-Site Survey ASBESTOS INSPECTION Blueprints were nt prvided fr the inspectin; hwever, a sketch was made f the rf t indicate sample/asbests material lcatins. Identificatin f Suspect Asbests Cntaining Materials A visual inspectin was perfrmed n the suspect asbests cntaining material fund in the survey areas. The suspect asbests cntaining materials are as fllws: Rf membrane Parapet wall flashing Rf drain martial Vent pipe material Rf caulking material Curb flashing material Rf shingle material Bulk Sampling Bulk sampling was perfrmed n all suspect asbests-cntaining materials fund in the areas and the minimum number f samples was taken as required in the AHERA Standards. Bulk samples were taken penetrating all layers f the material. The samples were at least l cubic centimeter and were placed in a sealed cntainer at the time f cllectin. All precautins were taken t prevent expsure t thse present in r arund the facility during the cllectin f samples. All sampling lcatins were patched with an encapsulant after the sampling was cmplete. Three samples were taken fr each distinct type f suspect asbests material. Samples listed belw are gruped int hmgeneus areas. Hmgeneus areas are areas, which are unifrm by clr, texture, cnstructin/applicatin date, and general appearance. Sme sample results in the % asbests clumn may be displayed in this reprt with a slash between tw numbers, (#/#). The first number represents the first material listed under the material lcatin/descriptin and the secnd number represents the secnd material listed. When N/A is placed in the friable categry it means the sample tested negative - (0) r less than ne percent - (<1%) fr asbests and the friable descriptin des nt apply. Samples were analyzed utilizing Plarized Light Micrscpy (PLM) with dispersin staining by a NVLAP accredited labratry (Marine Chemist Service, Inc. NVLAP Lab Cde ).
