Education andtraining in Nuclear Decommissioning Seminar organised jointly by the European Commission Joint Research Centre and the University of Birmingham Birmingham, 16th-17th April

One of the largest NPP Decommissioning Projects worldwide on the Greifswald site - Nuclear Decommissioning Training Needs - Axel Bäcker EWN GmbH Germany axeugen@web.de

Content 1 EWN Introduction 2 Initial situation in Germany 3 Objectives and results of decommissioning training 3

Introduction Basis of the decommissioning training in EWN Experience obtained during the decommissioning of six power reactors of the Greifswald NPP and Rheinsberg NPP over the last twenty years 4

Introduction NPP Greifswald (KGR) Project Facts Task Objective: 6 WWER units green field (brown field) Duration: NPP Rheinsberg (KKR) Budget: 4.2 bn Overall inventory: Spent Fuel: 1.8 Mio Mg (565,000 Mg) 5,037 FE Expected final waste amount: ~16,000 Mg 5

Initial Situation in Germany End of Operation in Germany In 2001 limits for electricity generation for each NPP were introduced into the Atomic Energy Act. After the Fukushima accident in 2011, time-limits for the operation of the NPPs were inserted into the Atomic Act. Eight NPPs had to stop operation immediately. The last NPP will stop operating in the year What does End of Operation mean? The plant stops generating electricity, all regulations concerning the generation of power no longer apply, in all other aspects the operation licence is still valid. Decommissioning and dismantling are usually not covered by the operational licence. 6

Objectives and results of decommissioning training Objective of the decommissioning training is to learn basic issues for Project management, Licensing procedures, Project planning, Waste management and Social aspects for site development. in accordance with the main issues for a decommissioning project 9

Objectives and results of decommissioning training The Tasks: Task 1: Project Management Task 2: Licensing procedures Task 3: Project planning and dismantling Task 4: Material (Waste) management incl. decontamination Task 5: Social aspects for site development Lifting of an RPV - Greifswald site The Objectives: Task 1: Transfer of knowledge for implementation, handling and controlling of a decommissioning project Task 2: Transfer of knowledge for the realisation of a time optimised licensing process Task 3: Transfer of basic knowledge to get a sound basis for planning and dismantling actions Task 4: Transfer of knowledge necessary to organise an optimal material (waste) management Task 5: Transfer of experience in developing strategies for site reuse 10
