5 P DIOMIS phase II Project Governance Contact: gehenot@uic.org Freight Forum Ended Project Manager: S. Géhénot (UIC) DIOMIS aimed to identify possible ways and means of contributing to the decongestion of the infrastructure network and of terminals and promoting modal shift towards rail. DIOMIS was to give an answer to how to achieve the expected growth in combined transport in a context of congested and shared infrastructure. The first phase of the project was concluded in December 2007.The second phase began in January 2008 and ended in October The aims of DIOMIS 2 were threefold: a) Raise awareness with regard to the findings of DIOMIS 1. b) Enlarge the knowledge and data base on combined transport and focus on combined transport in Central and Eastern European countries. c) Investigate the wagon problematic which is the third parameter which can hinder capacity and constrain growth after terminals and rail infrastructure. A specific report was drafted for each of the above mentioned aspects. Fazik (UIC) This budget serves to finance the running costs of the Exchange of railway vehicles Bureau, which is responsible for: - the timely conception, publication and distribution of documents and amendments relative to the exchange of passengers or freight vehicles, - organisation of working party meetings, - examination of disputes between members, - drafting of documents for UIC; - evolution of the system for exchange of RW vehicles (freight and passengers vehicles). The pallets WG (occupied of the palletization has finalised new text and has published the leaflets 435-2, 435-3, and The Bureau has to prepare for a publication of changes of the RIC related with the evolution in the area of the passenger railways vehicles. 4

Schmitt (UIC) Contact: b.schmitt@uic.org The main objectives of this activity are : - Manage and maintain the HERMES applications which are currently the only ones to provide interoperability between Railway Undertakings and Infrastructure Managers. - Implement the UIC Leaflets (404-1, 404-2, 404-3, 404-4, 434, 475, 481 and 482) essential to the operational running of international traffic. This activity must go hand in hand with modifications to interoperability standards to prepare for the transition between the current situation (UIC leaflets) and the future (TSI on Freight Telematics, new CIM consignment note, for example). Other changes to the rules for wagon management, their numbering or any other alteration of the rules within the trade at international level have a direct impact on the workload involved in this activity. The larger part of the work is carried out within each RU, but the role of the UIC activity is crucial in a number of ways : application of the standards defined or adopted by UIC, expertise necessary for the production of the associated technical documents that serve as specifications for development work, support the RUs' own teams in the implementation process, overall coherency and interoperability of the systems developed by each RU, offering access to this expertise in the form of specific support missions. This activity can therefore only be effective if there is a central working party at UIC level, allowing a standard of expertise and reactivity commensurate with the critical operational nature of the HERMES applications in most frequent use (H30, H38,.) Fikar (RCA) Contact: gehenot@uic.org The purpose of this project is to reduce time for border checks by standardisation and rationalization. A consequence will be an economic benefit for the railways. On the basis of a study carried out by RCA, a dissemination of best practices was launched through seminars and conferences. The purpose was to : - show how to shorten or even eliminate present processes thus smoothen the running of international trains - show how to implement improvement measures - propose on site training Staff on site training was offered up upon request to improve the situation at specific border stations. Close cooperation with IMs on the development of catalogues of interoperable procedures was the focus of the work in was more targeted at giving expert support to the CREAM Project. Seminars planned to meet local staff and implement measures. Results Deliverables - Close collaboration with the IM led to the publication of a Catalogue of harmonised operational procedures for freight operations on the Rotterdam-Genova corridor. - Further work on the Catalogue of harmonised operational procedures for freight operations has taken place. The catalogue is also broadened to new corridors. In the project experts also contributed to on site assessment of border processes in the context of UIC s involvement in the FP7 CREAM project 7

10 P Standards of loading rules Ongoing Project Governance Freight Forum Project Manager: A.Raubach (RAilion) Contact: fazik@uic.org ACCOUNTING REPORT This project has the purpose of answering the demand of CEN on defining a uniform European norm for : - the protection of freight goods on rail vehicles, with a correct way of loading, - to ensure a common safety standard. It is one of the aspects of the operating unlimited interoperability by defining standards. The main work is to migrate existing documents to a European CEN Norm, with the updating or adapting work of RU experts. The 2009 financial period closed with a book shortfall of (5 178 ). Wilke (DB Schenker) Contact: b.schmitt@uic.org The SEDP given by each RU to implement the TAF TSI needs a common approach which will be coordinated by the TAFT TSI CLUSTER. TAFT TSI Cluster started in February and the members decided to collaborate for implementing TAF TSI. To ensure an effective and practicable approach to implement TAF TSI the Cluster set up working groups (WG) for each functional part of the TAF TSI. The coordination between IM s and RU s is assured by common working groups for functional areas of TAF TSI that affect both ( WG 1-5+Wg 10). 12 P Rail Freight Portal (former Changing perception of freight Rws) Ongoing Project Governance Contact: manding@uic.org Freight Forum Project Manager: G. Manding (UIC) The purpose of the project is to improve the perception of freight railways. The project was initiated in 2008 and throughout 2009 has an Internet portal, the Rail Freight Portal, been developed which aims to address the general public, the press and potential customers, demonstrating that rail freight is performing much better than the common perception of our industry in the public. In total, 21 railways throughout Europe are supporting the project focusing on Central European railways. Schmitt (UIC) In the first phase of erail Freight, RAILDATA has developed the tools for an electronic exchange of the needed data, regarding the legal et functional specifications issued by CIT. The technical specifications have been published for the CIM consignment note. The first pilots and implementation between project members are planed. A subset of the ECN linking the RU and his customer has been settled and published. Manding (UIC) Contact: manding@uic.org ACCOUNTING REPORT The faster offer process project aims to speed up the railway undertakings respond time process. The respond time process means the time between the customers is asking for a transport request until he receives an answer. The methodology is to leverage results from the Xrail project where 6 railways have standardized the process for exchange of rail freight rates of Single wagon load - SWL business. Schmitt (UIC) Contact: b.schmitt@uic.org Since few years a lot of initiatives have been taken in domestic and international traffics linked with a new intermodal link AIR RAIL. Different tests have been undertaken involving freight forwarders, RUs, integrators mixing even freight trains and passenger trains, with uneven results. This project aims to support the definition of the needed standards for this new intermodal link AIR RAIL ACCOUNTING REPORT The 2009 financial period closed with a book surplus of The overall balance at 31/12/09 amounts to The balance is carried over to 2010, account P Because of the economical crisis, the initiatives of the airlines, forwarders airport managers called CAREX (mostly in France) and REX ( in Germany) slowed down. The project has maintained its contact with REX project. 13

Schmitt (UIC) Contact: b.schmitt@uic.org The General Contract of Use (GCU ) responds to market liberalisation and to COTIF 99, requiring an equal treatment of all wagons, private wagons as well as railwayowned wagons. It defines rights and duties of wagon keepers and railway undertakings for the use of wagons. However, equal treatment also calls for separate billing of the empty run of wagons, not only for private wagons. The CMU (Commercial Model for Use of Wagons) addresses exactly this point and adds elements to improve the management of your wagon fleets by agreeing bilaterally on target times for the wagon run and re-loading quotas.
