PORT CHARGES Vessels calling at port in municipalities falling within Port of Bergen's scope of authority are obliged to pay port charges to Port of Bergen, cf. 25 of the Act relating to Harbours and Fairways (the Harbour Act). The port charges shall cover costs incurred by Port of Bergen by virtue of its exercise of public authority pursuant to the Harbour Act and regulations relating thereto, as well as costs incurred by ensuring the safety and accessibility of the municipal fairways, in accordance with the port charges regulation 1, cf. 25 of the Harbour Act. For further information, please refer to the regulation relating to port charges for Port of Bergen at BASIS FOR THE CALCULATION OF PORT CHARGES Port charges are calculated based on the vessel's gross tonnage (GT) as specified in its International Tonnage Certificate issued in accordance with the International Convention on Tonnage Measurement of Ships 1969, and are levied at the following rates per call: For GT up to and incl For GT over NOK 0.13 per gross tonnage NOK 0.26 per gross tonnage Liners/vessels in scheduled service belonging to the same shipping company/operator, and with at least 1 call per week on an annual basis, are granted a 75% discount. Cruise ships calling at port three times during the same season, will be granted a 20% discount on the third call. From the fourth call onwards, the charge will be reduced by 30%. ENVIRONMENTAL DISCOUNT ON PORT CHARGES Vessels registered with the Environmental Ship Index (ESI), introduced by the World Ports Climate Initiative, are granted a port-charge discount of 20% for an ESI score over 30 and 50% for an ESI score over 50. The discount is calculated based on charges payable after the deduction of any liner reductions. Valid ESI certificate and advance notice of the ESI registration are required for the discount to apply. Seaplanes are charged NOK 250 per landing. However, the provisions specified for liners/vessels in scheduled service will also apply to seaplanes. Minimum port charge is NOK 250 per call. WHARFAGE DUES Vessels using public quays will be charged wharfage dues at the following rates per 24-hour period or part thereof, based on the vessel's gross tonnage determined in accordance with the International Convention on Tonnage Measurement of Ships 1969: For GT up to and incl For GT over ; during the period 01/10 31/03 For GT over ; during the period 01/04 30/09 NOK 0.52 per gross tonnage NOK 0.62 per gross tonnage NOK 0.88 per gross tonnage Liners/vessels in scheduled service belonging to the same shipping company/operator, and with at least 1 call per week, are granted a 40% discount on the above rates. For such liners/vessels in scheduled service, wharfage dues will be levied on maximum 31 occasions per month. Commercial barges used for events or similar will be charged wharfage dues subject to agreement. Bunkering vessels/barges etc. moored on the outside of the vessels to which they are providing services, are not subject to wharfage dues. During large events in the Vågen/Skolten/Bontelabo areas, special wharfage dues may be introduced. For vessels staying alongside for periods exceeding 3 weeks: Price on request ENVIRONMENTAL DISCOUNT ON WHARFAGE DUES Vessels compliant with the International Standard IEC/PAS for onshore power supply, or are using LNG as fuel, qualify for a 20% discount on the wharfage dues. Vessels compliant with other standards for onshore power supply, will also be granted 20% discount on the wharfage dues. The discount is calculated based on charges payable after the deduction of any liner reductions. Advance notification is required in order to claim the discount. Minimum wharfage charge is NOK 300 per 24-hour period or part thereof. HERITAGE/PRESERVED VESSELS Special Terms & Conditions of Business apply. YACHTS For GT up to and incl. 50 For GT over 50 NOK 8 per gross tonnage NOK 4 per gross tonnage Minimum charge is NOK 400 per 24-hour period or part thereof. 3

5 PLEASURE CRAFTS When using payment machines Non-commercial pleasure crafts are charged harbour dues as follows: For the period 1 April 30 September: NOK 200 per 24-hour period for vessels under 15 metres in length NOK 300 (incl. VAT) per 24-hour period for vessels over 15 metres in length For the period 1 October 31 March: NOK 150 per 24-hour period for vessels under 15 metres in length NOK 250 (incl. VAT) per 24-hour period for vessels over 15 metres in length Electricity is charged at NOK 100 (incl. VAT) per 24-hour period for all pleasure crafts. Vessels using the quay facilities without valid proof of payment, will be charged NOK 500 per 24-hour period. Where invoicing is required, harbour dues as for yachts will be charged. Port of Bergen reserves the right to move pleasure crafts on short notice. During large events in the Vågen area, special charges for pleasure crafts may be introduced. 3. VEHICLE DUES NON-SEA CARRIAGE Vehicle dues are payment for the use of quay facilities and premises for transport of goods not subject to cargo dues (non-sea carriage). Port of Bergen charges its tenants for estimated traffic in accordance with the table below: NOK 60 for truck NOK 100 for truck with trailer (semi-trailer) For regular use of the premises, an agreement must be in place. 4. CARGO DUES Cargo dues are payment for the use of public quay and harbour facilities in connection with sea transport. Terms of calculation Cargo dues are levied on all goods, regardless of country of origin. All goods carried by ship to or from the harbour, and that are transported or loaded using public quays and areas, are subject to cargo dues based on gross weight / gross dimensions. The basis of calculation is the weight of the goods in metric tonnes. Bulk cargo, where 1m 3 is minimum 4

6 333 kg, is converted to a unit of weight. For transit goods arriving at and leaving the port with a vessel, cargo dues are only paid on the inbound shipment. For transit goods due to be sent abroad, cargo dues are paid on the outbound shipment. Goods transferred from one vessel to another without coming into contact with the quay, may be subject to cargo dues if one of the vessels are berthed. If this applies, maximum a third of the rate specified for goods transported using the quay facilities can be charged. Sea transport The cargo dues cover storage of goods in areas used for this purpose for up to 48 hours after completed discharging of a vessel or before loading of a vessel commences. Cargo that arrives on a Friday and is collected on a Monday is covered by the cargo dues. 5

PASSENGER DUES For passenger vessels/ferry services, a charge of NOK 9 will be levied on each passenger using the terminal facilities at Port of Bergen. This passenger fee is charged at both embarkation and disembarkation. Disembarking and embarking cruise passengers are charged NOK 47 per person in passenger dues. Cruise passengers in transit are charged NOK 4.50 per person. 6

8 6. STORAGE CHARGES Storage charges are payment for goods held in port and for other use of public harbour areas for commercial purposes. Where goods, incl. cargo in containers and/or various equipment, are brought onto Port of Bergen's premises, by sea or by land, and are left for longer than 48 hours after completion of unloading/loading, a fee will be charged at the following rates per 24-hour period or part thereof: Open storage area: NOK 10 per m 2 Where the area dimensions are unknown, the fee is calculated based on gross weight at the following rates: Open storage area: NOK 10 per tonne, per 24-hour period Goods arriving Friday can be collected Monday without storage charges being levied. NB! After 4 days, double rates will apply. Containers stacked higher than permitted by regulations in force, will incur a fee of NOK per container, per 24-hour period or part thereof. Charges for storage on Port of Bergen's premises/quays and failure to report: 1. The rate charged for cars and other rolling units or material that are left on Port of Bergen's premises for a period exceeding the time required for loading/unloading, or that are parked on the premises awaiting a ferry departure, is NOK 500 per 24-hour period. 2. Containers, trailers and road trains left in non-leased harbour areas: Containers Trailers and road trains NOK 500 per TEU, per 24-hour period NOK 500 per unit, per 24-hour period Charges for storage and parking will invoiced to the carrier/agent. 7. ACCESS RAMP FEES The access ramp fee is payment for the use of Port of Bergen's access ramps. Rates charged for use of such equipment are: A. Passenger cars and other vehicles (excluding bicycles and mopeds) per unit: NOK 25 B. Buses and cars w/ caravan per unit: NOK 50 C. Trucks and road trains, including trailers and semi-trailers per unit: NOK 50 7

9 8. TARIFFS FOR USE OF PORT OF BERGEN S MOBILE PORT CRANE 1. Regular working hours (07:00 15:00) Hire of crane with operator per hour or part thereof NOK Additional charge for lifts over 40 tonnes: NOK 300 per hour For transit goods arriving at the port and are lifted using the mobile port crane, cargo dues are only charged on the inbound shipment. Rates for project cargo are available on request. 2. An overtime premium will be charged outside regular working hours A. Weekdays 15:00 21:00, overtime suppl. per hour or part thereof NOK 335 B. Weekdays 21:00 07:00 per hour or part thereof NOK 670 Saturdays, Sundays and public holidays overtime suppl. per hour or part thereof NOK Other regulations: A. For work on weekdays, a minimum of 2 working hours will be charged. For work on Saturdays, Sundays and public holidays, a minimum of 3 working hours will be charged. B. Waiting time. Rates for loading/discharging of containers: Regular working hours are weekdays from 07:00 to 15:00 Preparation and start-up: NOK Discharging/loading of full/empty containers NOK 160 per container 2. Moving containers on board the vessel NOK 160 per container Outside of regular working hours, the following rates apply: A: Weekdays, 15:00 21:00: NOK 200 per container B: Weekdays, 21:00 07:00: NOK 240 per container C: Saturdays, Sundays and public holidays: NOK 240 per container Liners/vessels in scheduled service belonging to the same shipping company/operator and with at least 1 crane assignment per week, are granted a 25% discount on the above rates. The per-container rates will apply if work efficiency is 12 or more container lifts per hour. For fewer than 12 lifts per hour, standard hourly tariffs for crane use will apply. Maximum lifting weight per unit is 40 tonnes. Lifts over 40 tonnes are subject to agreement. Minimum charge per assignment (weekday) NOK Minimum charge per assignment (weekend/public holiday) NOK For delayed vessels and waiting time during loading/discharging of vessels (over 15 min.), a fee of NOK 335 per ½ hour (or part thereof) will apply. 9. USE OF OTHER CRANES Port of Bergen s mobile crane is the preferred equipment for all crane activities at the port facilities. Use of other cranes at the premises is subject to permission from the Port of Bergen. It is the responsibility of the crane company/operator to ensure that reporting procedures are adhered to. For permits / reporting, contact Bergen Port Control on tel / havnevakt@bergenhavn.no. When work is completed, report of number of hours used is submitted to: havnerapport@bergenhavn.no Charges will be invoiced to the crane company/operator at the following rates: Use of premises for such purposes is charged at NOK 300 per hour, with a maximum of NOK per 24-hour period. Failure to obtain permission/ adhere to reporting procedures will incur a fee of NOK per 24- hour period. Hire of Port of Bergen s crane truck, please see pt

11 10. CHARGES FOR SUPPLY OF FRESH WATER 1. The fresh-water filling service is available between the hours of 07:00 to 15:00 NOK 23 per tonne/m 3 2. Minimum charge for supply of up to 15 tonnes/m³ NOK Passenger vessels in scheduled service and other vessels using own crew to tank up: A. Express boats etc. in scheduled service to which fresh water is supplied regularly are charged NOK per month. This rate is based on 4 tank-ups monthly at NOK 250 each. Maximum 15 tonnes/m³ per tank-up. 4. Additional charges outside regular working hours: A. Weekdays 15:00 21:00 per hour NOK 335 B. Weekdays 21:00 07:00 per hour NOK 670 C. Saturday, Sunday and public holidays per hour NOK 670 If fresh-water supply services are cancelled after personnel have been called out, a fee of 2 working hours at NOK 670 per hour will be charged. For 24/7 water supply, a supervision fee 4 hours per 24 hour period will be charged. The disconnecting and connecting of hoses shall ONLY be performed by Port of Bergen s personnel. Any violation will result in compensation liability for equipment and cleaning. Hosing down the tank will incur a connection and disconnection fee of NOK in addition to the standard charges. 1 0

12 11. CHARGES FOR SUPPLY OF ELECTRICITY 1. Supply of electricity to vessels is charged per 24-hour period or part thereof in accordance with the table below (min. NOK 80 per 24-hour period), and must be booked in advance Monday to Friday between the hours of 07:00 and 15:00. For services outside regular working hours, overtime will be charged based on the time spent and in accordance with the current statutory rates. 2. Weekdays between the hours of 15:00 21:00 per hour NOK 335 D. Weekdays between the hours of 21:00 07:00, plus Saturdays, Sundays and public holidays per hour NOK 670 E. For hire of trailer-mounted transformer, NOK per 24-hour period or part thereof will be charged in addition to the above rates above. Long-term hire available, subject to agreement. ONSHORE POWER SUPPLY FOR OFFSHORE AND CONTAINER VESSELS Onshore power is supplied at NOK 1 per kilowatt-hour (kwh). The rate may change subject to price fluctuations in the energy market. 1 1

INTERNATIONAL SHIP AND PORT FACILITY SECURITY (ISPS) CHARGES For access to and use of the ISPS approved port terminals at Skolten and Dokken, the following rates apply: ISPS charge of NOK 3 per passenger for combined ferry services/passenger vessels. ISPS charge of NOK 16 per passenger for cruise ships. The charge is calculated based on number of passengers on arrival, and number of passengers embarking. 1. All vessels under 499 GT, excl. combined ferry services/passenger vessels and cruise ships, are subject to a charge of NOK 200 per 24-hour period or part thereof. 2. All vessels from 500 GT up to and including GT, excl. combined ferry services/passenger vessels and cruise ships, are subject to a charge of NOK 500 per 24-hour period or part thereof. 3. All vessels from GT and upwards, excl. combined ferry services/passenger vessels and cruise ships, are subject to a charge of NOK 900 per 24-hour period or part thereof. 4. If a vessel, due to a heightened alert level on board, requires additional security measures whilst in port, the extra costs of such additional measures will be charged to the shipping company. 5. If a cruise ship notifies the Port of Bergen of a change in its time of arrival or departure less than 24 hours prior to arrival or departure, and this results in a need for extended security measures at the terminal, the actual costs of such extended security will be charged to the shipping company. 6. For the first ISPS terminal access card issued to a cardholder, the cardholder or his/her employer is charged 400 per card. Replacement cards are charged at NOK 400 per card. Annual renewal of access to the terminals is NOK 150. Visitor cards are issued free of charge. 7. TRANSPORT SECURITY AGREEMENT Carriers, suppliers, users and other leaseholders requiring regular access to ISPS terminals can enter into a transport security agreement with the Port of Bergen and thus be granted exemption from the 5% search and screening requirement for all inbound traffic to the terminals. Following the Port of Bergen's annual audit of the carrier with a transport security agreement in place, a charge of NOK will apply. 8. VEHICLE ACCESS PERMIT (ANNUAL PERMIT) For vehicle access permits for regular carriers (see pt. 8 above), the owner of the vehicle or his/her employer will be charged 700 per vehicle per year. Service companies are charged NOK 500. Vehicles replaced with a vehicle that has already been issued an access permit will incur a fee of NOK 150. New vehicles registered prior to 01/10 every year will be charged at the annual rate. 9. Temporary vehicle access permits (day permits) for visitors to cargo terminals are available at NOK 50 per 24-hour period when paid for at the gate. For invoicing, an additional fee of NOK 100 will apply. The fee also applies to coaches transporting cruise passengers, and will be invoiced in arrears. Entering into a fixed agreement is recommended (ref. pt. 8). Private customers able to produce valid 12

14 documentation for collection of goods will NOT be charged. An example is collection note in SMS format. Issuing private customers with such documentation is the responsibility of the freight forwarder. 10. Port of Bergen offers its own ISPS training courses. Two options are available: a. E-learning course NOK 400 per person. b. Face-to-face ISPS training with Port of Bergen instructors NOK 400 per person Please contact us for offers on face-to-face training courses for groups of 20 people or more. 14. WASTE DISPOSAL CHARGES The fees for waste disposal are set in accordance with Chap. 20 of the Norwegian Pollution Control Act concerning the collection and disposal of waste products from ships. ALL VESSELS EXCEPT CRUISE SHIPS Per crew member and passenger NOK 8 (minimum NOK 350) Express boats in scheduled service are charged a monthly fee of NOK This is based on waste disposal 4 times per month at NOK 350 each. Number of crew members and passengers are calculated based on the maximum number of people the vessel is permitted to carry. The fee for "Other vessels" covers delivery of up to 2 m 3 waste to waste disposal sites for the first 24 hours, and then up to 1 m 3 per 24-hour period. Vessels exceeding this level will have to book a separate waste container from, and are invoiced directly by, a waste disposal company approved by the Port of Bergen. CRUISE SHIPS Cruise ship, per call NOK 350 Cruise ships are responsible for their own waste disposal arrangements. The fee covers registration and administration only. Waste containers shall be collected immediately after the ship's departure. Containers not collected will incur a fee of NOK per unit, per day. 13

An administrative fee will not be levied on appeals.
