19 Why our strong focus on West and Central Africa? International Historical Leadership : the Port of Antwerp is by far the number 1 port in Europe for African cargo (general cargo, ro ro, containers, forest products, fruit) Southbound Northbound trade : 13 % of total Antwerp volume, and still growing every year Large port cluster in Antwerp with Africa expertise and interest : shipping lines, port operators, forwarders, shippers, African community (i.e. our Club Afric ) => mutual cargo interests and PPP potential APEC Port Training Network 28

25 Impressive seaside port development since the year 2000, but : - Current road transport infrastructure on the African continent is still poor - Rail concessions limited and low performance - Inland navigation/barges for cargo transport very limited - High Cross Border Compliance Costs - In average a productivity loss of 40% in West-African economies due to bad infrastructure (World Bank, 2014) - Weak inland economic penetration, increasing pressure on coastline - Population growth in port cities

26 Africa s port landscape : the way forward International SOME CHALLENGES / QUESTIONS Containers yes, but conventional cargo terminals left behind? Imbalance between impressive waterside development and land side transport corridors? Port versus cities : no harmony in development? And what about relationship public port authorities private terminal operators? Is there enough competition on the container terminal operators market to create lower tariffs? And what about intra-port competition in the market? Port development and job creation is it sufficient? Handling cargo, but logistics and industry? 35
