1 To: Mayor & City Council From: Michael Kovacs, City Manager Raju Anthony, Director of Finance Date: August 30, 2018 Agenda Item & Caption: Solid Waste Collection Procurement Action Requested: N/A Prior Action: N/A Financial Considerations: N/A Overview and Background: The City of Fate entered into an exclusive franchise agreement with Progressive Waste Solutions of TX, Inc. for the collection, hauling, and disposal, or recycling of municipal solid waste and recyclable materials in the City of Fate, Texas on May 18, The current contract will expire May 31, The contract with Progressive Waste Solutions of TX, is up for renewal. So, the staff decided to go out in the market and request bids from major solid waste collection companies in the Dallas Fort Worth area. In order to assist the City in the procurement process, City of Fate entered into a consultant contract with NewGen Strategies and Solutions. NewGen Strategies and Solutions has a division specializing solid waste procurement process. NewGen Strategies and Solutions will provide assistance throughout the procurement process in various stages such as development of big documents, review bid documents, contract negotiation, contract award, and transition planning. A solid waste company procurement process will take approximately 4 to 5 months from the development of bid process to award the contract. Once the contract is awarded, it may take another 4 to 6 months before the company can take over the service from the existing provider. So, we are trying to move as quick as possible through the process to get to a service transition by May 31, So, we are asking the City Council to provide guidance and other level of service suggestions for the staff.
