3 Initiatives Under Taken By Administration Signing of Memorandum of Understanding (MOU) between Ministry of Finance and the Tobacco Institute of Southern Africa TISA (2013) Implementation of National CUSTOMS ENFORCEMENT NETWOTK Data Base Acquiring of K9 Units as an additional Detection Aid to detect tobacco and tobacco products amongst others Applying different approach when implementing Customs procedures to promote cooperation and Information sharing between Customs and its Clients Promote close cooperation between national law enforcement agencies and 3 rd parties

4 Results and Achievements Good Communication between Customs and other Law Enforcement Continuous intervention exercises by Customs and TISA/Police Other Law Enforcement have a better understanding on the role of Customs and its responsibilities to combat tobacco smuggling and how it affects the economy. NCE acknowledges and strives to have effective interconnectivity among the Customs administrations (SACU + SADC)

5 Implementation of National CUSTOMS ENFORCEMENT NETWOTK Data Base To Facilitate regional integration and interconnectivity by the timely sharing of information with other neighboring Customs administrations Effectively combat smuggling (e.g. cigarettes) at the Walvis Bay port and the borders. To Enhance on Risk Management capabilities such that the risky consignments are effectively targeted and acted upon in a timely manner. Promote legitimate trade facilitation by reducing the clearance dwell time

6 Applying Different Approach Targeting conveyances and property whenever NCE can identify any contravention of its regulations as per the Customs Act. It allows for better cooperation from the affected parties.

7 Achievements 1 Successful interception and Seizure of 40ft Container with Kg of Cut Rag (Tobacco) Intelligence sharing amongst SARS and NCE More People identified in the process. We could establish with Assistance of Zimbabwean Authorities and SARS that consignee address is fictitious. Assistance from TISA Official resulted in the successful identification of Conveyance operating under fictitious registration 7

8 Achievements 2 A total of Sticks seized through joint enforcement cooperation.

9 Central Region 40ft Container with 13875Kg CUT Rag Sticks seized

10 Southern Region 6360 Sticks Seized Sticks smuggled through to ZA (intercepted by SARS) Driver and Company added to existing Data base. Profile build and is currently under the radar

11 Western Region (Port of Walvis Bay) Sticks seized (3 5 million Sticks declared as Fabric and Cloths in transit to Zimbabwe. Importer Chinese Company) Cigarette paper in Transit to Angola

12 Northern Region Sticks Seized (the Brands include Dunhill, Caspian, and other Chinese Brands. Relocation of Warehouses and total transformation of business activities was discovered 12

13 North Eastern Region sticks seized (believed that majority of illicit cigarettes are being funneled through this region and once through moved towards the inland) Ant smuggling (up to 10 Master cases per time over the river and through borders is a norm) Cigarette manufacturing machines (8truck loads) detected destination changed afterwards towards Angola 900 Master Cases of Pacific brand cigarettes under surveillance for more that 2 months at Katima Border in Zambia 13

15 Short Comings Overcoming border smuggling will never happen. However, based on many experiences, smugglers are using best time windows to bring in their goods. We, as Customs, should know our weaknesses and be able to identify that same time window smugglers are using. After identifying that we can either block that time window or catch some fishes! Time window is much bigger risk at land borders than air/sea traffic 15

16 Way Forward Sharing of Information a Timely manner Acting when receiving information Allocating resources to areas where needed And Providing Feedback WILL YIELD THE DESIRED RESULTS
