2 What is The Customs Union On October 6, 2007 The Republic of Kazakhstan, Republic of Belarus and Russian Federation agreed to form a customs union. The goal of the union is to create a unified customs territory without customs taxes and other economic or regulatory restrictions A list of products that will subject to mandatory conformity assessment was adopted on 07/18/2010 On February 15, 2013 a number of Customs Union Technical Regulations were enforced (EMC, LVE, Machinery, Ex, Gas) Transitional period will end on March 15, 2015

3 Custom Union Benefits Common regulatory approval related documents are accepted throughout the customs union Additional benefits Reduced testing Reduced cost Reduced certification time

4 Products not included in the unified list Remain subject to the national approval process For example, medical equipment is not included in the unified list of products subject of mandatory conformity assessment in the framework of the Customs Union It's possible that Unified list will be extended according with National certification schemes Two methods to determine if product is subject to Customs Union certification scheme: By Product category from unified list By HS code

5 Low Voltage Equipment Technical Regulation Essential requirements: Low voltage equipment should be developed and manufactured to provide safety regarding: electrical shock, arcs or emissions, high temperatures, moving parts, noise, dangerous chemicals, insulation, stability to environmental influences, risks during connection and installation, risks during accidents (article 4) In-scope equipment: AC electrical equipment V DC electrical equipment V Out-of-scope equipment: Medical equipment Military equipment Ex-proof equipment elevator and lift components Vehicle parts Equipment for nuclear power plants

6 EMC Technical Regulation Essential requirements: Any equipment should be designed and manufactured for compliance with following general requirements - EM disturbances created by the equipment should not exceed the level provided by the operation of RF and other products according to their appointment; equipment should possess stability to EM disturbances (immunity) In-scope equipment: applicable to any equipment which is able to create EM disturbances and if operation quality depends on external EM influence Out-of-scope equipment: Components Passive items Cables, cords, plugs, sockets Batteries High voltage equipment Induction motors etc.

7 Machinery Technical Regulation In-scope equipment: Light industry equipment Food industry equipment Industrial fans and air conditioners Pumping equipment Mine equipment Autoloaders, tractor trailers Excavation equipment etc. Out-of-scope equipment: Telecom equipment Medical products Equipment for nuclear power industry Automotive, marine, railway, aerospace equipment Military equipment etc.

8 Marking and Language Requirements (LVE, EMC, Gas, Machinery) On the product: (English is acceptable) product name, brand name, EAC mark, manufacturer s name, rating label, country of origin date of manufacture (mm/yyyy)* rated heat output**, type and required gas pressure**, safety warnings** On the package: (English is acceptable) product name, brand name, EAC mark, manufacturer s name In the user manual: (Russian; Kazakh and Belarus is required for these countries respectively) product name, brand name, EAC mark, rating label, country of origin manufacturer s/local rep s name and address installation guidelines rules for safe use actions in case a device failure is detected information about safe storage, handling, use, servicing and recycling manufacturer s/local rep s address and phone number* date of manufacture (mm/yyyy)* EAC mark has to be min. 5 mm, monochrome (one-color) and contrasting with the surface color * Only for machinery or gas equipment TR ** Only for gas equipment TR

14 FSS (encryption) Notification Responsible State Body: Center for Licensing, Certification and Protection of State Secrets FSS On unified export/import regulation of the Customs Union (Belarus, Kazakhstan and Russia) issued by The EuroAsian economic community interstate council (the supreme body of the customs union) the Decision from November, 27th, Minsk. (2.19) In-scope equipment: 1. Products which use crypto algorithms: symmetric (key length <= 56bits) dissymmetric (key length <= 512bits) 2. Products with limited crypto features: authentication and access management electronic authorization systems (digital signature) 3. Crypto components (software) of operating systems, which can t be modified by users 4. Personal smartcards 5. Radio/TV broadcast receivers (without crypto features) 6. Equipment with crypto features, which is not available to users 7. Equipment with crypto features, especially developed for banks and other financial operation 8. Portable wireless devices intended for cellular communication and LAN (400m max) 9. Equipment for protection telecommunication systems

17 Telecom Approval in CU In accordance with Order of RF Government #532 25/06/2009 if Telecom products listed below are used: in the public communication network in technology networks (LAN) appended to a public communication network in networks of special-purpose (government) appended to a public communication network then subject to mandatory certification procedure. I. Base Switching systems II. Base digital transport systems III. Management and monitoring systems IV. Billing systems (soft & hard) V. Base RF systems VI. Legal interception systems (soft & hard) If Telecom products are not listed for mandatory certification procedure then they are subject to mandatory declaration procedure.
