3 GOODMAYES STATION 7 Route Window NE6 Goodmayes station Baseline conditions 7.7 This route window is in the London Borough of Redbridge. Goodmayes station is a local commuter station in Travelcard zone 4. The station entrance is shown in fig The station lies in a densely built-up urban area intersected by the railway. The area immediately surrounding the station is a mixture of commercial and residential developments. South of the station, residential properties back on to the station boundary. There is an extensive retail park adjacent to platform 4, including a Tesco supermarket, a petrol station and a large car park. There are other shops to the west and east of the station. Introduction 7.1 The construction activities in this route window are associated with minor refurbishment works and platform extensions at Goodmayes station, and the provision of a new freight loop. The new freight loop, which will be known as the Chadwell Heath freight loop, will be between Goodmayes station and Chadwell Heath station and will replace the loop at Manor Park. 7.2 The Crossrail project will enhance public transport capacity between Goodmayes and Stratford, the City and West End. New and faster direct travel opportunities will be available from the City, West End, and points west to Maidenhead and Heathrow. Table 7.1 gives typical journey time improvements. 7.3 There will be two worksites in this route window: Goodmayes Station Worksite, which is on the north side of the Great Eastern Main Line about 500 m east of Goodmayes station and is associated with the station works; Chadwell Heath Loop Worksite West, which is on the south side of the Great Eastern Main Line about 600 m east of Goodmayes station and is a secondary worksite for the new freight loop. 7.4 The worksites are shown on Map NE6 (iv). The main construction worksite for the new freight loop is located near Chadwell Heath station. (See Route Window NE7.) 7.5 The construction programmes for the station works and the track works for the new freight loop are each expected to take five months, with a partial overlap of the two. Rail passengers using the station will not be affected by the works. 7.6 The drawings provided at the end of this chapter present the main features of the route window, construction lorry routes assessed, existing facilities in the vicinity of Goodmayes station and transport linkages. Figure 7.1 Station entrance, Goodmayes Road 7.8 Goodmayes station is on B177 Goodmayes Road, just south of its junction with A118 High Road, and has limited vehicular access. The station is situated on the railway bridge on Goodmayes Road; all vehicular access to the station is therefore via Goodmayes Road, which has a constant flow of traffic during the inter-peak hours and becomes heavily congested during the peak periods. Goodmayes Road forms part of a bus route and has stops on both sides of the road. 7.9 Goodmayes station lies on the Liverpool Street to Shenfield Line (the Great Eastern Main Line). Currently, there are about seven trains per hour to Liverpool Street in the morning peak period. They take between 18 and 21 minutes There are currently five bus routes in the vicinity of the station providing a frequency of 28 buses per hour in both directions in the morning peak period There is no formal taxi rank or drop-off area outside the station, but a lay-by with single yellow lines directly outside the station provides an informal drop-off area for private cars and taxis; it has a capacity of around seven vehicles. It was seen to be in use throughout the morning peak period, particularly by private cars Parking on Goodmayes Road is restricted. Single yellow lines on the roadway indicate that waiting is prohibited between 0800 and 1830 hours, Monday to Saturday. NE6 page 3

4 ROUTE WINDOW NE The station has no dedicated off-street parking facilities, but there is a pay-and-display car park provided by the London Borough of Redbridge south of the station. It has capacity for 75 cars and levies a charge between 0730 and 1730 hours, Monday to Saturday Although no cycle parking is provided at or close to the station, there was little evidence of cycles being parked informally (eg attached to railings) A zebra crossing close to the station allows pedestrians easy access to the station There is no mobility impaired passenger access at Goodmayes station. The permanent works Goodmayes station 7.17 Crossrail will use platforms 3 and 4. To accommodate 10-car Crossrail trains, platform 4 and platform face 3 of the island platform 2/3 will be extended Additional lighting will be provided, to extend along the whole length of the extended platforms. The platform furniture will be upgraded, with new seats and/or waiting shelters, as appropriate, and upgraded platform signs and CCTV coverage. Demolition will not be necessary Works at the Goodmayes station worksite will be carried out from within the existing fenced boundary of the railway on platforms 2/3 and 4. The main construction plant to be used will include cranes, excavators, mini piling rigs and mechanical breakers During the peak period of construction of approximately one month, the number of two-way lorry movements generated by the worksite will be about four per day The construction works at Goodmayes station will take around five months to complete. Worksite assessment (group 1) Goodmayes Station worksite 7.26 The worksite for the station works is an area of redundant railway land northeast of the station next to platform 1, about 500 m east of the station building. It will be used mainly as a loading, unloading and storage area for plant and materials Large items of plant and materials for the construction works will be delivered and removed by rail. Other materials, including excavated materials, will be removed by road Vehicular access into the worksite is off the A118 High Road about 350 m east of the junction with B177 Barley Lane, and from there via the Goodmayes Retail Park service road, which leads on to the Tesco supermarket car park and petrol station. The worksite is on the bend of the service road, beyond the crash barrier and fence opposite the petrol station. (See fig. 7.2). Chadwell Heath freight loop 7.22 The construction works for the loop will fall within this route window and Route Window NE The disused Goodmayes to Chadwell Heath freight loop will be reinstated to replace the goods loop at Manor Park. New track will be installed, including a new turnout at the eastern end of the track and a new trailing crossover at the western end. Overhead line equipment and signalling will then be installed. A new drainage system and a walkway will be installed adjacent to the tracks The track work will be carried out from within the existing fenced boundary of the railway to the south of the existing track. Materials and large items of plant will be delivered by road. Excavated materials will be removed by road. During the peak period of construction, there will be two lorry movements a day The construction of the Chadwell Health freight loop will partially overlap the station works and will occur over a four-month period. Figure 7.2 Goodmayes Retail Park service road, station worksite beyond the fence Lorry routes assessment 7.29 The lorry route proposed runs along the TLRN A12 Eastern Avenue, B177 Barley Lane, A118 High Road, and the Goodmayes retail park and Tesco supermarket access roads The total number of lorry movements associated with works for Goodmayes station will be about 100. It is predicted there will be around four two-way lorry movements a day during the estimated one month peak construction period The use of this access route by construction traffic is not predicted not to give rise to any significant impacts on road users, pedestrians or cyclists. 5 GOODMAYES STATION Worksite assessment (group 2) Chadwell Heath Loop Worksite West 7.32 This worksite is for fitting out the new freight loop between Goodmayes and Chadwell Heath. It is at the end of Express Drive beyond a private car parking area belonging to the adjacent block of residential flats (see fig. 7.3). Access to the worksite will be from Express Drive, via Kinfauns Road off Goodmayes Road. Kinfauns Road and Express Drive Road are quiet residential roads; they are two-way roads with a single lane in both directions. There are no parking restrictions on Kinfauns Road. On-street parking is permitted on both sides of these roads except along certain sections of Express Drive, where parking is permitted on one side only. Figure 7.3 Chadwell Heath Loop Worksite West, Express Drive 7.33 This site will be used mainly as a storage compound for materials and plant. It will also have office buildings and a car parking area for 10 cars. It is assumed, however, that most of the materials and plant will be brought by rail from the main freight loop worksite in Chadwell Heath. (See Route Window NE7.) 7.34 Access to the worksite will remove about ten private parking spaces from the block of flats on Express Drive and this will result in a significant temporary impact for the four months that the car park is required To the east of the worksite there is a pedestrian walkway separating the worksite from a school playing field, and linked to an existing footbridge over the Great Eastern Main Line just northeast of the worksite. Neither the walkway nor the footbridge will be affected by the works. Lorry routes assessment 7.36 The lorry route proposed runs along the TLRN A12 Eastern Avenue, B177 Barley Lane, Goodmayes Road, Kinfauns Road and Express Drive The total number of HGV movements associated with works for the new Goodmayes freight loop is approximately 100. It is predicted there will be approximately four lorry movements a day for the estimated one month peak construction period. At other times there will be about two lorry movements per day The use of this access route by construction traffic is predicted not to give rise to any significant impacts on road users, pedestrians or cyclists. Mitigation and temporary impacts 7.39 The mitigation relating to the construction traffic impact in this route window is tabulated in Table 7.2. Mitigation and permanent impacts 7.40 The significant operational impacts and mitigation measures are indicated in Table There is one significant impact to note at Goodmayes relating to public transport Passenger numbers with Crossrail are expected to increase by about 800 passengers entering and 150 passengers leaving the station in the morning peak period (a 39 per cent increase two-way on the without Crossrail scenario). The 2016 with Crossrail flows predicted at the station are about 3400 two-way between 0700 and 1000 hours. The existing station building will have sufficient capacity for the forecast passengers. There may however be impacts on the local transport infrastructure in the vicinity of the station There are measures that can be carried out for the benefit of road users and pedestrians that will mitigate these impacts; however, these will require further consents to be obtained before they can be implemented. In line with the approach set out in Volume 8a, an assessment of the impact of Crossrail has been carried out that assumes that such measures are in place Significant impacts on rail users at Goodmayes station are forecast. Rail passengers are forecast to experience significant journey time benefits. These are discussed below. Impact on rail journey times 7.45 Table 7.1 sets out representative journey time savings between Goodmayes and selected stations during the morning peak period. They are typical of the journey time benefits to many of the stations on Crossrail. NE6 page 5
