1 GUIDELINES FOR REGISTRATION OF CITRUS PRODUCTION UNIT (PUC), PACKING HOUSE (PHC) AND INSPECTION POINTS DURING 2008/9 SEASON 1. Steps to follow when registering for export s of citrus fruit to China, EU, Iran, Japan, South Korea and USA 1.1. Only Production Unit(s) and Packhouse (s) registered with the Department of Agriculture (DoA) Directorate Food Safety and Quality Assurance with approved codes (PUC and PHC) are allowed to register for a special markets PUC and PHC can be verified at the following website: Regulatory and Other Services, Quality Assurance and Food Safety, Food Business Operator Codes (FBO s) - FBO codes (PUC). If the code is approved, the next step can be taken and completed 1.3. Download the special market registration documents at the following website: Regulatory and Other Services, National Plant Protection Organization, Plant Health, Import/Export Programmes, Citrus Registration The Production Unit registration document must be couriered (not faxed or mailed) to the Department of Agriculture before 31 October After the closing date, DoA.Plant Health will verify and monitor the couriered registration documents DoA [(Directorate Agricultural Products Inspection Services (APIS)] will evaluate and inspect the production unit(s) for compliance After evaluation, only approved or complying PUC will be updated on the website accordingly and a word TRUE will appear. For rejected or unregistered PUC, a word FALSE will be indicated Incomplete, incorrect, illegible and rejected registration documents will not be processed No notice will be given to applicants. It is the responsibility of the producers & relevant role player(s) to ensure that the information displayed in the 2008/9 database is correct.

2 1.10 The tariff is R annually per facility (PUC, PHC or Inspection Point). Packhouses that are located within the farm must pay R400 separately from the payment of PUC. (Please indicate PUC or PHC or Inspection Point ) 2. The following information and documentation applicable to the 2008/9 export season are attached for your attention and relevant action: New applicants must complete the whole document 2007/8 approved PUCs/PHCs is placed on DoA website for producers/packers/ role players to verify the information and provide changes to DoA NB: China and South Korea-: producers to verify the information (orchard numbers and varieties) and provide changes

3 If the information on DoA website is correct, only confirmation will be forwarded The completed registration documents must be couriered (not mailed or faxed) to the following address: Room 458/457/459, Harvest House, Department of Agriculture, 30 Hamilton Street, Arcadia, 0002 for the attention of Mr. Patrick Tshikhudo or Mr Ndivhuwo Tshisudzungwane *** Closing Dates for citrus fruit registration: 31 October 2008 Please make sure that you: Pay the tariffs and clearly state the PUC or PHC or Inspection Point on the proof of payment Keep a copy of the whole registration document and records of the Courier Service used to send the documentation Clearly indicate the PUC and PHC on the application forms 3. REGISTRATION OF PRODUCTION UNITS APPLICATION FORM FOR PUC REGISTRATION 3.1 Export agents forwarding their producers' registration documentation must provide a cover letter in which all the producers' information (producers name and farm name) and Production Unit Codes (PUCs) are listed. 3.2 The following points on the registration document are of the utmost importance: Registration of a production unit will NOT be considered if: a). The PUC is not allocated yet (PUC that is not appearing in the current FBO database) DoA website: b). The registration document is illegible (information to be typed or completed in clear block letters) c). Information is insufficient or incorrect d). Documentation is received after the closing date e). When documentation is faxed f). There is no proof of tariffs payment

4 3.3 All pages are to be signed at the appropriate places, and initialized at the bottom of each page 3.4 The Directorate Plant Health and APIS shall not be held responsible for any financial or other losses as a result of non-compliance by the producer or the exporter for providing incorrect, insufficient and/or illegible information. The updated 2008/9 databases will be on the website once registration and confirmation have been finalized and can be viewed as follows: Regulatory and Other Services, National Plant Protection Organization, Plant Health, Import/Export Programmes, Citrus Database (Citrus PUCs, Citrus PHCs, Citrus to China, Citrus to Korea). 4. The following appendixes must be completed and the record must be kept in the farm (s). If this information is requested at any time, Producers or farm(s) managers must provide it. a. APPENDIX A: to be completed by all producers applying to participate in the EU citrus programme. b. APPENDIX B: to be completed by all producers applying to participate in the SOUTH KOREA citrus programme. 5. REGISTRATION OF PACK HOUSES APPLICATION FORM FOR PHC REGISTRATION The application form for citrus registration must be faxed to General guidelines for Packing House Criteria are provided. 6.
