The constructon woud ncude budngs, parkng, and a stormwater retenton area. The project woud mpact.5 acres of ow quaty forested wetands and acre of dtch. The appcant proposes to reocate the dtch to the north of the deveoped area. The appcant ntends to empoy eroson and sedment contro best management practces. The appcant has apped for certfcaton from the State of Aabama n accordance wth Secton 40(a) () ofthe Cean Water Act, and upon competon of the requred advertsng, a determnaton reatve to certfcaton w be made. A factors whch may be reevant to the proposa w be consdered, ncudng the cumuatve effects thereof; among those are conservaton, economcs, aesthetcs, genera envronmenta concerns, wetands, cutura vaues, fsh and wdfe vaues, food hazards, food pan vaues, and use, navgaton, shorene eroson and accreton, recreaton, water suppy and conservaton, water quaty, energy needs, safety, food producton, and n genera, the needs and wefare of the peope. The Corps s soctng comments from the pubc; Federa, State, and oca agences and offcas; ndan Trbes; and other nterested partes n order to consder and evauate the mpacts of ths proposed actvty. Any comments receved w be consdered by the Corps to determne whether to ssue, modfy, condton or deny a permt for ths proposa. To make ths decson, comments are used to assess mpacts on endangered speces, hstorc propertes, water quaty, genera envronmenta effects, and the other pubc nterest factors sted above. Comments are used n the preparaton of an Envronmenta Assessment andor an Envronmenta mpact Statement pursuant to the Natona Envronmenta Pocy Act. Comments are aso used to determne the need for a pubc hearng and to determne the overa pubc nterest of the proposed actvty. Any person may request, n wrtng, wthn the comment perod specfed n ths notce, that a pubc hearng be hed to consder ths appcaton. Requests for pubc hearngs sha state wth partcuarty, the reasons for hodng a pubc hearng. Evauaton of the probabe mpacts nvovng deposts of dredged or f matera nto waters of the Unted States w ncude the appcaton of gudenes estabshed by the Admnstrator of the U.S. Envronmenta Protecton Agency. n accordance wth Secton 06 of the Natona Hstorc Preservaton Act, and Appendx C of 3 3 CFR 325, the undertakng defned n ths notce s beng consdered for the potenta to effect cutura and hstorc propertes wthn the permt area. Athough the extent of federa contro and responsbty for these consderatons are confned to the mts of the permt area for ths partcuar project, the potenta ndrect effects that may occur to hstorc propertes as a resut of ths undertakng are aso beng consdered. We are seekng comment from the State Hstorc Preservaton Offcer, federay-recognzed Amercan ndan trbes, oca hstorca socetes, museums, unverstes, the Natona Park Servce, and concerned ctzens regardng the exstence or the potenta for exstence of sgnfcant cutura and hstorc propertes wthn the permt area.
