1 Tunnelveiligheid Nu bouwen aan nieuwe buizen Straks rijden door moderne tunnels Update November 2018 / Kaagbaan Tunnel The refurbishment on the airside of the Kaagbaan Tunnel will start on Saturday the 1 st of December. The tunnel will remain open for use, however traffic through the tunnel will be subject to queues and delays until mid The contractor will be working on one lane, while traffic uses the other lane, alternating between directions. After completion, a modernized Kaagbaan Tunnel will offer a safe airside connection for years to come. The contractor will use one of two lanes as a construction site. In approximately seven months we ll be installing (amongst other things) a separate evacuation route, safety ventilation, CCTV camera surveillance, entrance barriers, information displays and all necessary equipment and cables. After completion the tunnel will be compliant with the new legal requirements for tunnel and fire safety which is necessary to keep the tunnel in operation after General impact of the works The phasing of the construction works and all temporary operational and safety measures have been devised in close deliberation with Schiphol Operations. 2 2 / 6 approach allows for the contractor to execute the refurbishment activities, while minimising hindrance to airside traffic as much as possible and guaranteeing the safety of traffic and construction personnel in the tunnel. However, a considerable impact on the operation and traffic delays on the routes through/adjacent to the tunnel are unavoidable. A full-fledged diversion route for all traffic types through the Kaagbaan Tunnel during construction is not feasible. That is why we ve phased the project in such a way that operational traffic (and emergency services) though the tunnel continues to be facilitated. One lane of 5 meters wide will remain operational at all times. The other lane is designated as a construction site. Which lane is operational changes over time. Phasing of the project Phase Calender period Traffic lane in operation Phase until West Intermezzo until Both (normal operation) Phase until end of March East Phase 3 April and May West Testing phase June 2019 Alternately West or East Alternating traffic directions Both traffic directions will make use of one alternating traffic lane for 24x7 until mid This alternating traffic flow will cause queues at tunnel entrances both on Centrum and Zuid-Oost and will lead to delays in the passage through the tunnel and on Centrum. Vehicles must wait until all oncoming traffic has cleared the tunnel before they are allowed to enter the tunnel. The open-air ramps leading into the tunnel are designated as queuing areas. Traffic flow will be managed by means of traffic lights as well as traffic assistants present on both sides of the tunnel. Traffic queues with delays up-to several minutes are unavoidable at both tunnel entrances. Moreover, traffic within Centrum passing through the traffic circle near Punt Pieter i.e. traffic from/to gate 90 or Romeo platform will also be subject to the delays because of the queue in front of the traffic circle (under the Quebec viaduct). Safety barrier in tunnel A concrete barrier has been placed between the operational lane and the construction site, covering the entire length of the tunnel. Ongoing traffic is therefore shielded from construction activities and a safe workplace is created for construction personnel. The contractor has taken the necessary safety measures to prevent passing traffic in the tunnel from being exposed to possible negative consequences related to specific construction activities. Safety assessment The past months a safety assessment has been deployed to determine how the respective construction activities can be executed safely in an operational environment. For this multilateral deliberations have taken place with the contractor, Operations, Security, handlers, fuel services and airlines. We have coordinated with the relevant government authority (Omgevingsdienst). This has led to a set of temporary (safety) measures and project restrictions aimed at securing tunnel safety during the works. In this assessment, we have established the possible safety risks (scenario s) between construction and operation. Measures have been devised to mitigate these risks. Furthermore, we have done several computer simulations and empirical tests. Firstly,

3 3 / 6 Operations has simulated traffic flow through the tunnel over one lane to determine queue lengths and delays and to establish whether this traffic management approach would allow for a manageable operational situation. Through an empirical test we have established that maximum loaded cargo trains can safely queue on the open-air ramps leading into the tunnel. A driving test was executed to establish how the longest kerosine fuel truck could safely navigate the road curves around the traffic circles and past the construction site. As a result the traffic circle near Punt Pieter (Centrum) will be flattened for the whole duration of the project. We have also simulated the road length needed for vehicle movements for the longest fuel truck and cargo trains to an adjacent lane to take into account that space on the Zuid-Oost tunnel ramp.

5 5 / 6 Vehicles wider than 4,20 meter not allowed in tunnel Important: vehicles wider than 4,20 m will not be allowed to pass through the tunnel for the whole duration of the project. The one available lane (width 5,0 meters) without the possibility of limited swaying (side motion) onto an adjacent lane doesn t allow for a sufficient safe tunnel passage without damage to the vehicle and safety barrier. These vehicles will be obligated to pass between Centrum and Zuid-Oost above ground, for instance via the route around the 06 end of the Kaagbaan runway or by crossing that runway. For these alternatives standard airside procedures apply. Temporary safety and operational measures Which temporary measures will be implemented during the project in and near the Kaagbaan Tunnel? These are summarized below. Traffic lights On both tunnel ends traffic lights will alternatingly allow traffic to flow in all directions. Designated queuing areas for traffic are the open-air ramps parallel to the tunnel as well as underneath the Quebec viaduct. On Zuid-Oost for the peak hours an additional queuing area has been designated on the Rinse Hofstraweg Zuid along the Sierra platform, near aircraft stand S72 (in front of the cargo station 8). Road markings prevent the blocking of handler traffic to/from S72 and fuel trucks passing behind Sierra. Traffic management logic and camera detection The traffic lights are continuously adjusted through camera detection onto the queuing areas: if a queue becomes too long the traffic light will display green a bit longer. If no traffic presents itself at a light the opposing direction will display green longer. In coordination with Operations we have set the preferential traffic direction from Zuid- Oost to Centrum (gate 54). This direction will have a green light the longest. Evidently we will evaluate with Operations after the first few days whether this needs any adjustments. Traffic assistants On both sides of the tunnel traffic assistants will be present to monitor traffic flow. They are also there to intervene in irregular of extraordinary situations. This could be necessary for instance for a controlled stopping of all traffic flow through the tunnel in case of cargo fallen off a vehicle or a broken down vehicle in the tunnel. They will also ensure that emergency services will have the required priority to pass through the tunnel at all times. Furthermore, they are point of contact for all drivers of operational vehicles and for the Port Authority (Havendienst). Maximum speed in tunnel The maximum speed in the tunnel will be reduced to 20 km/h (from 30 km/h) during the whole duration of the project (downwards on ramp remains 15 km/h). Restrictions for project logistics The project logistics of the contractor to/from the construction site in the tunnel are subject to restrictions to minimize operational hindrance and guarantee traffic safety. Emergency button for incidents In case of an incident in the tunnel during construction the standard incident procedures of the airport apply. As an additional safety precaution, an emergency button is present in the tunnel every 60 meters on the safety barrier. Pressing this button will set all traffic lights to red and prevent more vehicles from entering the tunnel.

6 6 / 6 Who is authorised to push the emergency button? All drivers and construction personnel are authorised to push the emergency button if they witness an obstacle to traffic flow or incident (big or small) in the tunnel. When they push the button they are obliged to call the Port Authority (Havendienst) on the telephone number displayed with each button. The Port Authority will decide if emergency services need to be informed. Traffic assistants will resume traffic flow after it has been established that the tunnel is safely available, if needed in coordination with Port Authority or emergency services. In which situations should the emergency button be used? The emergency button should to be used for instance for: a broken down vehicle in the tunnel; cargo lost from a vehicle onto the traffic lane; a unilateral accident or collision between vehicles; an incident on the adjacent construction site which is dangerous to traffic.
