18 U.S. Route 30 OHIO ENERGY CORRIDOR U.S. Route ODOT TRAC Application Intermodal Connectivity U.S. Route 30, locally referred to as the OHIO ENERGY CORRIDOR, is supported by numerous intermodal hubs, both public and private. The CORRIDOR is anchored east and west by two state-of-the-art facilities; Wellsville Intermodal Facility to the east, and NEOMODAL Facility to the West. Both facilities were funded in part by the Ohio Department of Transportation. Neomodal, Stark County's ultramodern state-of-the-art facility, was designed to move products to domestic and international markets more efficiently and consistently than current methods. Located on the regional Wheeling & Lake Erie Railway, Neomodal also offers access to Canadian National Railway, the only transcontinental railroad in North America. CN has a network spanning Canada and mid-america from the Atlantic and Pacific oceans to the Gulf of Mexico and serves the ports of Vancouver, Montreal, Halifax, New Orleans and Mobile, Alabama. CN also serves the cities of Toronto, Calgary, Winnipeg, Buffalo, Detroit, Memphis and St. Louis. The regional Wheeling & Lake Erie Railway railroad operates the facility for the Stark Development Board, the owner. Utica Shale development has envigorated Neomodal, three different companies are currently working with the Wheeling & Lake Erie Railway Co. to transfer materials between railcars and trucks. Two of the companies are located there because of ready access to the Utica Shale, where companies are drilling for natural gas and oil. Space can be found on the 28-acre site to accommodate other companies in the near future. Both the railroad and Stark Development have been talking with different companies exploring the Utica Shale to see if they can use the rail transfer center. Recently two companies in the oil industry - Unimin Corp., based in New Canaan, Conn., and Centennial Energy, a division of Denver-based High Sierra Energy - began using the facility to transfer material. Unimin supplies sand that is used in hydraulic fracturing. Centennial is shipping liquids pulled from Utica wells. Unimin and Centennial have increased truck traffic at Neomodal. Roughly 40 to 50 trucks per day transfering material loads at the facility. Also, Peoples Services, Inc., located adjacent to the NEOMDAL facility in Navarre, is a network of companies dedicated to providing third party logistics services, operating over 5 million square feet of public and contract warehouse space throughout six states. Peoples Services, Inc specialize in a variety of commodities from chemicals and plastics to consumer goods. Peoples Services, Inc owns a fleet of trucks and offer on-site transportation logistics and management services to ensure the flow of your product. Short-term and long-term storage services are available. Transloading products from rail to truck or rail to package offers the benefits of increasing your market presence and significantly reducing supply chain costs. Page 1

19 U.S. Route 30 OHIO ENERGY CORRIDOR Peoples Services, Inc transloading services are located in 3 facilities in Ohio. These are railserviced facilities from the Akron/Barberton Cluster and the Wheeling Lake Erie Railroad. Interchange service with the CSXT, NS and CN allows customers to source through a variety of rail options and affordable international service. The goal of the Wheeling & Lake Erie Railway Company (W&LE) at NEOMODAL is to provide customers cost savings by utilizing the long haul economics of rail combined with the flexibility of local truck delivery. W&LE now handles over 110,000 carloads per year and operates in Ohio, Pennsylvania, West Virginia, and Maryland. W&LE interchanges in numerous locations with three major Class I Railroads (Canadian National, CSX Transportation, and Norfolk Southern), as well as 14 regionals and shortlines. Class I Connections o W&LE offers customers cost competitiveness o Multiple Direct Connections with CN NS CSXT Class II and III Connections o W&LE interchanges with 14 other regional and shortline connections As far West as Chicago, IL As far East as Buffalo, NY Designed for fast and direct entry, the trans-loading facilities and intermodal connections are ideally located within a 500-mile radius of nearly half of the U.S and Canadian manufacturing base. A network of interstate highways allows for same-day or next-day delivery. NEOMODAL is an anchor intermodal facility located approximately 2 miles south of U.S. Route 30, on the west end of the OHIO ENERGY CORRIDOR. Intermodal connectivity moving east is evident by the numerous rail/highway interchange points serving private business. At the east end of the U.S. Route 30 OHIO ENERGY CORRIDOR, there is a state-of-the art rail, highway, riverport interchange terminal at Wellsville in Columbiana County. There are 20 trucking companies that have operating depots in Columbiana County (Exhibit A). Overall, there are 13 river/rail/truck terminals and 17 rail/truck terminals in the County (Exhibit B). An estimated 2,000 people in Columbiana County are directly employed by these companies. Page 2

20 U.S. Route 30 OHIO ENERGY CORRIDOR Based on discussions, all of these entities tell their drivers to avoid Route 30 to Canton because of the dangerous nature of the highway and due to lost time and fuel inefficiency experienced. In summary, growth in the Shale Energy Industry along the corridor is driving the need for safe and efficient road infrastructure. Improvements to U.S. Route 30 would increase the productivity and efficiency of the intermodal connections mentioned above. An investment in road improvements today would stimulate investment and much needed jobs along the OHIO ENERGY CORRIDOR for decades to come. (Exhibits A & B Attached) Page 3
