3 NEA Transport Research & Training Independent, international research and consultancy firm in the field of transport, traffic, infrastructure and logistics. NEA has been part of Panteia, a broader group of research and consultancy companies, since Size of NEA: 70 staff members, consisting of transport engineers, economists, lawyers, etc. 3

7 Waterway management IWT within the European Union is governed at four levels: Individual European national governments; Multi-national River Commissions established by International Conventions: the two most important are for the Rhine River and its tributaries (1868) and the Danube River and its tributaries (1948); The European Union (EU) through the European Commission United Nations Economic Commission for Europe (UNECE), which is not an administrative body, (it has no powers of implementation) but which seeks harmonization of IWT navigation and environmental standards across the whole of Europe (including EU and non-eu countries). 7

8 Waterway management In the Netherlands: The Ministry of Transport, Public Works and Water Management is responsible for construction and maintenance of waterways Three Directorate-Generals develop policies and another, the Directorate-General for Public Works and Water Management ensures that the policy is carried out. Inspectorate for Transport, Public Works and Water Management monitors companies and private parties to ensure that they comply with the legal regulations. A large part of the activities, such as dredging, are out-sourced through public tenders 8

9 Industry associations and sector promotion Examples of IWT promotion and representation: European and national industry associations National IWT promotion bureaus Activities: Providing information about IWT services to cargo owners Production and distribution of marketing materials Organizing marketing events Promoting the interests of the sector to the government Advisory services for IWT companies 9

10 Industry associations and sector promotion European Barge Union (EBU): aim of the association is to represent the interests of inland navigation on European level and to deal with all questions, arising out of the future development of the inland navigation industry and inland waterway transport. 12 EU Marco Polo program Instruments / actions used: 1. Modal shift: Use alternatives to road such as short sea shipping, railways and inland waterways 2. Catalyst action: Support innovations that help overcome technical barriers to intermodal transport (e.g. innovative vessel design, high speed freight train) 3. Motorways of the sea: Use motorways of the sea in combination with other modes of transport 4. Traffic Avoidance: Reduce the need for transporting goods by road via improved logistics 5. Common learning: Address training and other soft factors within the transport business 12

13 NAIADES and PLATINA The NAIADES Action Plan is a European Commission initative to enhance the use of inland navigation as part of intermodal freight solutions. This objective was embraced by the inland navigation sector, who, together with the Commission have created the PLATINA project, in order to accelerate the achievement of the NAIADES aims. 13

14 NAIADES and PLATINA PLATINA is a consortium of 22 players who all work together to promote inland waterway transport in Europe and includes the active participation of: Waterway management and administrations Representatives of the inland navigation and fleet operators Promotion and development organisations Inland navigation educational institutions Experienced consultants and research institutes International river protection commissions 14

18 NAIADES and PLATINA: WP1 Work Package 1: Markets The strategic objective: to further establish inland waterway transport in higher-value transport markets. Actions: 1. Creation and operation of European IWT information services: Setting up a European Information Portal ( Providing detailed information on funds and subsidies available for inland navigation across Europe 2. Monitoring administrative barriers: Establishing a European Monitoring Group on administrative barriers in Inland Waterway Transport Publishing an annual monitoring report on achieved milestones and the work in progress 3. Benchmarks and good practices: Collecting good practices Publishing good practice manuals and an online good practice handbook 18

19 NAIADES and PLATINA: WP2 Work Package 2: Fleet & innovation The strategic objective: to improve the logistics efficiency as well as the economic, environmental and safety performance of IWT, thus enhancing competitiveness. Actions: 1. Constitute an innovation expert group of specialists from all over Europe 2. Implement an Innovation Database 3. Create and disseminate tools for entrepreneurs 4. Support the development of the interoperable hull databases 19

20 NAIADES and PLATINA: WP3 Work Package 3: Jobs and skills The strategic objective: to ensure the availability of qualified personnel. Targets: Raise awareness of and improve career opportunities in the inland navigation sector Foster mutual recognition of qualifications Support the implementation of harmonised training curricula Strengthen the cooperation among major education and training institutions Actions: Set-up of a European IWT educational network A life-long learning initiative Set-up of a European IWT recruitment campaign 20

21 NAIADES and PLATINA: WP4 WP4: Communication, perception and image The strategic objective: to solve the following problems: Communication reach is limited to inner IWT circle No clear message across communication initiatives Actions: Develop a communication strategy for external target groups Carry out reputation survey and define desired image, brand and characteristics, set up communication strategy and plan 21

23 NAIADES and PLATINA: WP 5 Work Package 5: Infrastructure The strategic objective: to enhance the physical and virtual infrastructural opportunities. Current problems: The EU waterways lack a common European IWT infrastructure development plan River Information Services (RIS) implementation on the various European waterways is not yet completed The interaction and involvement of various stakeholders and their interests in waterway planning and management is unbalanced Actions: Knowledge base on physical IWT infrastructure issues Assisting the development of integrated River Information Services (including Developing Guidelines on integrated waterway planning 23
