1 Page 1 of 8 CERTIFICATE OF APPROVAL OF PACKAGE DESIGN FOR THE CARRIAGE OF RADIOACTIVE MATERIAL This is to certify that for the purposes of the Regulations of the International Atomic Energy Agency The Competent Authority of Great Britain in respect of inland surface transport, being the Office for Nuclear Regulation; The Competent Authority of the United Kingdom of Great Britain and Northern Ireland in respect of sea transport, being the Secretary of State for Transport; The Competent Authority of the United Kingdom of Great Britain and Northern Ireland in respect of air transport, being the Civil Aviation Authority; and The Competent Authority of Northern Ireland in respect of road transport, being the Department of Agriculture, Environment and Rural Affairs - Northern Ireland approve the package design specified in Section 1 of this certificate, as submitted for approval by International Nuclear Services Ltd. (see Section 5) as: Type AF by: road, rail and sea. Packaging identification: Thick-walled Blue Transport Flask Design Number 1648C Packages manufactured to this design meet the requirements of the regulations and codes on page 2, relevant to the mode of transport, subject to the following general condition and to the conditions in the succeeding pages of this certificate. In the event of any alteration in the composition of the package, the package design, the management system(s) associated with the package or in any of the facts stated in the application for approval, this certificate will cease to have effect unless the Competent Authority is notified of the alteration and the Competent Authority confirms the certificate notwithstanding the alteration. Expiry Date: This certificate cancels all previous revisions and is valid until the end of November 2022 (see Section 5). 3 Page 3 of 8 1. DESIGN SPECIFICATION Package Design 1.1 The package design specification shall be in accordance with International Nuclear Services Ltd. Design Safety Report in Support of Application for the HELIOS Neutron Booster Target Transport Package Design No. GB/1648CB/AF-96 in accordance with SSR-6: 2012 Edition, TRANSPORT REPORT No. 172 Issue 01, dated 22 August 2017, and modifications to the package design approved by the authority named on page 1 of this certificate under the established modifications procedure. Design Drawings 1.2 The design is specified in the following drawing list, specification list and drawings. The packaging lid is sealed against the body by two concentric O-ring seals with a testable interspace seal. An aluminium shock absorber is bolted to the top of the packaging by 6 M20 stainless steel bolts prior to transporting. See Appendix 1 for package illustration. The HELIOS components are carried in a HELIOS over-pack bespoke to the individual HELIOS component it is designed to carry. Each of the HELIOS over-pack variants are identical in principle, the only variations being in the internal dimensions for accommodating the geometry of each HELIOS component. The HELIOS over-pack sits inside the 1648CB cavity and provides confinement of the fissile contents by minimising the void space in the 1648CB cavity. Package Dimension and Weights 1.4 Nominal Dimensions: 765 mm diameter (971 mm over the trunnions) and 1306 mm high (see Appendix 1 for package illustration). 1.5 Maximum authorised gross weight: 4000 kg. Authorised Contents 1.6 The package has been designed to accommodate one HELIOS component per package as specified in Part 1 Section 3 of the design safety report referenced in paragraph 1.1 of this certificate.

4 Page 4 of The radioactive material that comprises the HELIOS components is in metallic form. 1.8 The cladding that encases the radioactive material is made of Stainless Steel grade The maximum mass of radioactive material, excluding natural uranium, in each of the HELIOS components referenced in paragraph 1.6 is as follows: a. Inner 8265 g b. Inter g c. Outer g 1.10 The natural uranium content of the HELIOS components is as specified in Part 1 Section 3 of the design safety report referenced in paragraph 1.1 of this certificate The HELIOS components will be accommodated in one of the bespoke HELIOS over-packs referenced in paragraph 1.2 of this certificate. Restriction on Contents 1.12 Fissile material restrictions in paragraphs 1.16 to 1.25 of this certificate apply The maximum activity in any individual GB/1648CB/AF package shall not exceed 5.26x10 10 Bq The maximum heat load in any individual GB/1648CB/AF package shall not exceed 0.01 W. Containment System 1.15 The items of the package forming the containment system are as follows: a. Flask body b. Flask lid c. Inner fluoroelastomer O-ring d. Stainless steel lid bolts Fissile Material Restrictions 1.16 Unless the contents of the package and/or consignment meet the provision of paragraphs 417, 674 or 675 of IAEA SSR Edition, the packages shall comply with the following fissile material approval Fissile Materials: 1.18 Conditions: a. One HELIOS component (as described in paragraph 1.6 to 1.11 of this certificate) per package. a. Contents other than that specified in paragraphs 1.6 to 1.11 shall not be carried The confinement system is defined as: a. The 1648C flask. This includes the main body, the lid and parts of the design which contribute to the flask remaining leaktight following Accident Conditions of Transport (ACT). b. The aluminium HELIOS over-pack (main body and plug and specific to each individual HELIOS component) Criticality Safety Index (CSI) = 0 (zero).

5 Page 5 of The criticality safety submission comprises: a. Appendix F of TRANSPORT REPORT No. 172 Issue 01, dated 22 August 2017 b. CDSA/DESM/1017/2329, dated 31 October 2017 c. CDSA/DESM/1017/2330, dated 7 November This package has been shown to be sub-critical following water ingress as required by paragraphs 680 and 681 of IAEA SSR Edition. Special features to exclude water are not therefore required The criticality safety case (see paragraph 1.21 above) assumes that the fissile material is unirradiated in order to maximise neutron multiplication (the plutonium content was justified as being negligible) In accordance with IAEA SSR Edition, the use of the package is restricted to an ambient temperature range in routine and normal transport conditions of -10 C to +31 C averaged over a 24 hour period Any fissile materials not specified in paragraph 1.17 are permitted to be present in only trace quantities, that is to say up to either a total of 1 g per package, or a concentration of 0.1 % by mass of the total fissile nuclides present. 2. USE OF PACKAGE Information Provided in Safety Report on Use of Packaging 2.1 The packaging shall be operated and maintained in accordance with Appendix D of International Nuclear Services Ltd. Design Safety Report in Support of Application for the HELIOS Neutron Booster Target Transport Package Design No. GB/1648CB/AF-96 In accordance with SSR-6: 2012 Edition, TRANSPORT REPORT No. 172 Issue 01, dated 22 August Supplementary Operational Controls 2.2 The use of the package is restricted to movements where the ambient conditions are as specified in paragraph 1.24 of this certificate. Actions Prior to Shipment 2.3 Prior to each shipment using the 1648CB package, the lid seal Interspace Test Point shall be pneumatically pressure tested in accordance with 1648CB Outline Operation and Maintenance Manual, ENG R Rev 0, dated 15 August Administrative controls shall ensure that the contents are in accordance with Section 1 of this certificate, and that the consignor and consignee hold a copy of the instructions on the use of the packaging. 2.5 The handling procedures shall be in accordance with: a. International Nuclear Services Ltd. HELIOS Over-pack Operations and Maintenance Manual, INS ENG R Rev 0, dated 22 December 2016, for contents loading, and b. International Nuclear Services Ltd. 1648CB Outline Operation and Maintenance Manual, ENG R Rev 0, dated 15 August 2017, for package handling. Emergency Arrangements 2.6 Before shipment takes place, suitable emergency plans will have been drawn up, copies of which shall be supplied to the GB Competent Authority on demand. 2.7 Within Great Britain, if the consignor s own, or other approved emergency plans, cannot be initiated for any reason, then the police shall be informed immediately and requested to call NAIR (National Arrangements for Incidents involving Radioactivity).

MANAGEMENT SYSTEMS 3.1 The management system(s) assessed as adequate in relation to this design by the authorities named on page 1 of this certificate, at the date of issue, are as specified in: International Nuclear Services Ltd. and Pacific Nuclear Transport Ltd. Management System Manual PROM 000 M01 Sellafield Ltd Management System Manual SLM Sellafield Ltd Transport Logistics Manual SLM Direct Rail Services Management Systems Manual M003 Dounreay Site Restoration Limited Quality Assurance Arrangements, Management System Manual Man No alteration may be made to any management system confirmed as adequate in relation to this design, unless: a. the authorities named on page 1 of this certificate have confirmed the amended management system is adequate prior to implementation or use; or b. the alteration falls within the agreed change control procedures set out in the management system(s). 3.3 Other management systems for design, testing, manufacture, documentation, use, maintenance, inspection, transport and in-transit storage operations may be used providing they comply with international, national or other standards for management systems agreed as acceptable by the authorities named on page 1 of this certificate. 4. ADMINISTRATIVE INFORMATION Packaging Serial Numbers 4.1 This design approval applies only to packaging serial numbers 1648CB/1B, 1648CB/3B, 1648CB/4B, 1648CB/5B and1648cb/6b.
