Intrductin After 10 years f existence, the Agency cmpleted the fundatin f its regulatry system cvering its initial scpe and the s-called 1st and 2nd extensins. During this time the Agency needed t fcus dedicated resurces t the set-up f a unifrm regulatry framewrk within challenging timelines. This being nw in place, there is a shift in the Agency s pririties and it will face new challenges. Mre attentin needs t be paid t supprting Member States and Industry with implementatin and t maintaining the regulatry framewrk, als cnsidering the challenges faced by Member States themselves, in particular as cncerns versight capabilities. Furthermre, the bjective t cntinuusly imprve safety in ecnmically challenging times implies revising the way the Agency defines its strategic pririties: a mre cnsistent, data-centred, risk based apprach needs be implemented. Finally, the Agency s relatinship with the Cmmissin, Member States and Industry has always been pivtal t the establishment f a rbust and internatinally recgnised EU aviatin system. T further cnslidate this relatinship, clearer interfaces need t be established, by ensuring single pints f cntact fr dedicated dmains. The new rganisatin The Agency is rganised in five Directrates: The Executive Directrate (ED) that includes the Internal Audit & Quality, Legal, and Cmmunicatin Departments. A Strategy & Safety Management Directrate (SM) - which, by leveraging a risk-based data-driven apprach, is respnsible fr develping the Agency Strategy, Key Prgrammes, and Plans. It is als respnsible fr Internatinal Cperatin, Technical Training and Safety Prmtin activities. A Certificatin Directrate (CT) Organised in departments in charge f each categry f prducts and respnsible fr all activities related t the Airwrthiness f type design, Operatinal Suitability, and Design Organisatin Apprvals (DOA). It is als respnsible fr all certificatin and technical ancillary functins, apprvals, and rulemaking tasks. An Flight Standards Directrate (FS) Organised in departments in charge f each technical dmain and respnsible fr all activities related t the safe peratin f prducts, including Maintenance, Air Operatins, Air Crew, ATM and Aerdrmes. It is respnsible fr all related certificatin, rulemaking and standardisatin tasks. Rles and respnsibilities f the Directrates 3.1 Executive Directrate The Executive Directrate cnsists f a limited number f persns directly supprting the ED (Executive Directr s Office) and the fllwing Departments: Cmmunicatin, Internal Audit & Quality, Legal. 3.2 Strategy and Safety Management Directrate The new Strategy & Safety Management Directrate includes essential functins t strengthen the Agency s strategy, cnslidate its existing safety risk management capability, prmte a perfrmance based apprach t managing safety and fster internatinal cperatin. The Strategy and Safety Management Directrate will recncile the existing prgramming and planning functins f the Agency as well as the reprting functins. This will reinfrce the decisin-making prcess and prvide clear pririties frm the tp f the rganisatin. Additinally, the Directrate is respnsible fr a set f tasks aimed at imprving safety thrugh a partnership-like apprach. These are the current functins related t Safety Prmtin (in particular thrugh ESSI), Technical Training and Internatinal Cperatin. Finally, the Strategy and Safety Management Directrate incrprates a frecasting and research functin, with the bjective t lk ahead int emerging issues in rder t anticipate risks and pprtunities and infrm decisin making. It cnsists f the fllwing Departments: Safety Intelligence & Perfrmance Department, Strategy & Prgrammes Department, and an Internatinal Cperatin Department. In the new Strategy and Safety Management Directrate, a key rle in the prgramming and planning functins is played by the Strategy and Prgrammes Department, which is respnsible fr: a) driving the safety strategy f the EU aviatin system b) defining the strategy f the rganisatin c) translating the strategy int cncrete bjectives, prgrammes and plans d) establishing the Agency s SMS plicy e) mnitring prgress and reprting f) hrizntal crdinatin amng the varius Agency prgrammes g) taking an active rle in safety prmtin initiatives. Thse prgramming dcuments will include infrmatin which tday can be fund in: the Wrk Prgramme and Business Plan the EASP and EASp the Rulemaking Prgramme The ESSI (ECAST, AGAST, EHEST) pririties the Standardisatin Multi-Annual and Annual Prgrammes the IT prtfli While the advisry bdies f RAG and SSCC are interfacing in the new rganisatin with the Strategy & Safety Management Directrate, and mre specifically with the Strategy and Prgrammes Department, the TAGs and sub-sscc will cntinue t interface with the rulemaking peratinal sectins, which are nw part f the Flight Standards Directrate (Air Operatins, Air Crew & Medical, Cntinuing Airwrthiness, Air Traffic Management/Air Navigatins Services (ATM/ANS) &, Aerdrmes) and Certificatin Directrate (Initial Airwrthiness). The first fur Departments (Large Aerplanes Department, General Aviatin, Remtely Pilted Aircraft Systems (RPAS), Ballns and Airships Dept., Rtrcraft Dept. and the Prpulsin, Parts & Appliances Dep., called hereafter the Prduct Certificatin Departments) are respnsible fr the airwrthiness and envirnmental certificatin and related rulemaking deliverables (relevant Certificatin Specificatins). The General Aviatin & Remtely Pilted Aircraft and the Rtrcraft Heads f Departments are als the fcal pints fr all safety related activities f the respective prducts, bth internally and t the external stakehlders. The Envirnment Department is respnsible fr nise and emissin certificatin and the related rulemaking activities. The Design Organisatin Department is respnsible fr design rganisatin apprvals and versight as well as related Part 21 rulemaking activities, cvering als Prductin Organisatin Apprval (POA) and letter f acceptance. The Plicy and Safety Infrmatin Department is respnsible fr plicy making, rulemaking crdinatin and Airwrthiness Directives (AD)/Safety Infrmatin Bulletin (SIB) publicatin. 3.4 Flight Standards Directrate The new Flight Standards Directrate cvers the fllwing cre tasks: Oversight f apprved rganisatins (OA); Oversight f Member States (STD); Develpment f Regulatry Material (RM) except thse attributed t CT. The activity f the Flight Standards Directrate is multi-dimensinal: technical dmains (Air Operatins, Air Crew, & Medical, Maintenance & Prductin, etc.), business lines (Standardisatin, Regulatins, Organisatin Apprval, etc.) and cuntries (in term f standardisatin fllw-up and reprting). The Flight Standards Directrate is articulated arund the fllwing Departments: The Maintenance and Prductin Department, respnsible fr: STD f Member States in the Initial and Cntinuing Airwrthiness dmains; RM in the Cntinuing Airwrthiness dmain; Eurpean Aviatin Safety Agency. The Air Crew & Medical Department is respnsible fr: STD f Member States in the Aircrew, Medical and Flight Simulatin Training Devices (FSTD) dmains; RM in the Aircrew, Medical and FSTD dmains; Initial certificatin and versight f Apprved Training Organisatins (ATOs) and Aer-Medical Centres (AeMCs, where EASA is the cmpetent authrity); Qualificatin f FSTDs (where EASA is the cmpetent authrity) and develpment f related Operatinal Suitability Data (OSD); STD in relatin t Flight Crew. The ATM/ANS and Aerdrmes Department is respnsible fr: Supprting the implementatin f SES and SESAR; STD f Member States in the ATM/ANS and Aerdrmes dmains; Develpment f regulatry material RM in the ATM/ANS and Aerdrmes dmains; Initial certificatin and versight f Air Traffic Cntrller (ATCO) training rganisatins (where EASA is the cmpetent authrity), nn-eu ATM/ANS rganisatins prviding services within the EU, and pan-eurpean service prviders; In the future, certificatin f ATM/ANS and Aerdrmes equipment as applicable. An IT Department cvering the demand management, the delivery and the supprt functins. A Certificatin and Apprval Supprt Department supprting the management f the administrative prcess f all Fees & Charges activities. A Finance and Prcurement Department including an Accunting Sectin, Budget implementatin functins, an invicing functin and a prcurement functin. The Department is respnsible fr prper financial management and shuld further develp the cncept f centralisatin bringing mst f the prcurement activities (frm initiatin t tender management) in its wn perimeter.
