OBJECTIVE 1.1 This document (Technical Requirements for HOMOLOGATION and PRE- HOMOLOGATION of protective relays - RTHP) intends to complement the specification PA/EA-1 and establish specific requirements on protective relays to be met by the supplier for pre-homologation and homologation as defined in item 1.2 of the specification PA/EA In case of divergence in the requirements of this document and the specification PA/ EA-1, consider this document. 2. GENERAL CONDITIONS 2.1 In addition to the requirements set out herein the supplier must meet the conditions of the PA/EA Papers to be presented for the beginning of pre-approval and approval process: according to item 7 and 11 of this document. 2.3 For approval purposes, the validation type of test reports and/or special is allowed: X NO, must be carried out all special and/or type reports. DEFINITIONS In addition to the definitions of the PA/EA-1, consider for the Protective Relays the definitions bellow for Pre-homologated Supplier and homologated Supplier. 4.1 SUPPLIER WITH PRE-HOMOLOGATED MATERIAL It is the supplier: Registered at CEMIG; Approved the technical capability of the desired material; Equipment with type tests reports qualified technically, according to item 3 of the technical specification ED/AT-7, and special test reports qualified technically, as item 4.4 of the same TE. That meets the additional requirements of this document. 4.2 SUPPLIER WITH HOMOLOGATED MATERIAL It is the supplier: Registered at CEMIG; Approved the technical capability of the desired material; Equipment with type tests reports validated technically, according to item 4 of the technical specification No ED / AT-7, and with special test reports validated technically, according to item 4.4 of the same TE. That meets the additional requirements of this document. 4

6 5. GENERAL REQUIREMENTS 5.1. PRE HOMOLOGATION AND HOMOLOGATION APPLICATION The Pre-homologation and homologation is for the product to be provided and the manufacturer's capacity to provide technical service support, technical assistance, during delivery and after sales, during the warranty period and term of the Pre-homologation and homologation. Thus, the manufacturer to apply for Pre-homologation and homologation should evaluate their ability to implement and maintain its technical support structure in Brazil, during delivery and after sales. The manufacturer must have also qualified structure in Brazil, own or subcontracted formally, for the assemblying supervision services of product candidates to PRE-HOMOLOGATION AND HOMOLOGATION HOMOLOGATED and PRE-HOMOLOGATED PRODUCT APPLICATION The products (PRE-HOMOLOGATED or HOMOLOGATED) will be invested in expansion, maintenance and renewing works of CEMIG. They can also be provided for works of independent producers (PART market). The criteria for PRE-HOMOLOGATION AND HOMOLOGATION Status Maintenance are the same regardless of the application destination Condition for future proposals for HOMOLOGATED products a) a) In the acquisition directly by CEMIG there is no need to submit drawings, test report, etc...; b) Costs related to the type and special tests cited in the specific material document will not be considered in the evaluation of the final cost of the proposal; c) The manufacturer is qualified to provide material for independent producers or supply for integrators Condition for future proposals for PRE-HOMOLOGATED products a) a) In the acquisition directly by CEMIG there is no need to submit drawings, test report, etc...; b) Costs related to the type and special tests cited in the specific document for each material "and that have not been validated by reports or in progress" (or 5

7 have not been carried out according to the technical criteria of CEMIG) will be considered in the evaluation of final cost of proposal.the special tests should be made mandatory with accompanying representatives of CEMIG, and the costs will be as per item 11 of the document PA/EA-1. After carrying out all type tests and special pending successfully, the supplier of the material will pass the homologated condition. In case of failure in any type or special test, the supplier will become a condition of "supplier not approved material"; c) the manufacturer is qualified to provide material for independent producers works or supply for integrators, where the manufacturer carries out, with satisfactory results, the type tests and special pending in PRE- HOMOLOGATION AND HOMOLOGATION process (not validated test reports). 5.3 CHARACTERIZATION OF THE HOMOLOGATED AND PRE-HOMOLOGATED STATUS HOMOLOGATED status The type and special tests listed for each ITEM should have their validated reports as item 4 of the technical specification ED/AT-7 or be achieved and approved to obtain HOMOLOGATED status. The other specification requirements of the document PA/EA-1 and this document must be met PREHOMOLOGATED STATUS The equipments should be technically qualified with presenting of all type test reports, according to item 3 of the technical specification ED/AT-7, the fulfillment of the criteria listed in item 4.4 of this document for special testing and and fulfillment to others requirements of the document PA/EA-1, to obtain the PRE- HOMOLOGATED status CRITERIA FOR QUALIFYING SPECIAL TEST REPORTS Functional compliance test reports shall be submitted as defined in PE/LS-5283 document. Performance test reports to be submitted for qualification by CEMIG must contain the tests listed in the document PE/LS-5275 and be executed according to requirements defined in PE/LS-5650 document, containing the following information for test with RTDS: i. Diagram single line with the circuits / systems that were simulated. ii. Schematic of the protection system that has been tested. iii. Settings of the relays that were used in the line/circuit protection scheme tested. iv. Faults that were applied in relays to the circuit/system and conditions for application of these faults aiming at the analysis of the protection system, as defined in item 4 of the PE/LS-5650 document. 6

REQUIREMENTS AND PROCEDURES TO MATERIAL HOMOLOGATION AND PREHOMOLOGATION: For PREHOMOLOGATION AND HOMOLOGATION proposals only products with type and special tests carried out will be accepted in view of the technical requirements to product development and in accordance with the document ED/AT Proposal documentation The provision of the proposed documentation aims to PRE-HOMOLOGATION AND HOMOLOGATION with getting validation and accepted by CEMIG for the supply. Once validated, the project, the technical documentation and the firmware of the equipment can not be changed without knowledge of CEMIG.Should be clearly identified the model and the respective firmware; Special tests may be performed for more than one relay firmware of the same model, if the proponent interests. If the firmwares proposed changed, the relays must be submitted to the "new" PRE- HOMOLOGATION AND HOMOLOGATION. Until the opinion CEMIG, as the new Pre-homologation and homologation process, should be maintained in the supplies, the project PRE-HOMOLOGATED or HOMOLOGATED, under penalty of refusal of products and "suspension" of the Pre-homologation and homologation process Development History and supplying of the proposed project It is the premise PREHOMOLOGATION AND HOMOLOGATION that the HOMOLOGATED Registration exist only products already supplied and developed with a history of carrying out type and special tests, according to relevant standards. DOCUMENTATION TO BE SENT WITH THE PROPOSAL: 7

9 NOTES: a) CEMIG reserves the right to request additional documentation to better understanding of the proposal, and endeavor by the manufacturer, his subcontractors or customers indicated in supplying history. b) If special tests reports are not submitted, or that they are incomplete, CEMIG will ask the manufacturer to establish a timetable for carrying out the tests in agreement with CEMIG, and CEMIG will follow the tests in its totality Proposed protective relays list It must be sent with the proposal a Proposed protective relays list for Prehomologation and homologation Technical documentation of Project and manufacturing to sending by the proposal Must be sent with the proposal the technical documentation following, for each desired code for PRE-HOMOLOGATION and HOMOLOGATION. The documentation must show in detail the proposed equipment design in order to allow checking its identity in relation to the design used in type tests and special and to allow its use in application project PROTECTIVE RELAYS a) General specification of protective relays; b) maintenance relay Catalogs containing functional designs and circuit diagrams of all possible relay configurations as well as physical arrangement of the relay modules; c)manual instructions; d) List of complete models of the relays with the respective firmware; e) Technical Data Sheet Guaranteed, as specified in PE/LS-5494; f) Catalogs containing evidence of the specifications of the equipment described for the codes of the relays; g) Dimensional Drawings; h) List of any technical deviations, if referencing items by the applicable specification or standard Type and special tests reports Copies that should be sent by the proposal To demonstrate that type and special tests were carried out at the proposed products, should be sent annex A of the document ED/AT-7, Table for qualification/validation type tests and special reports. The annex A should be fulfilled to each protective relay and should have test reports list following. Should be sent copies of the test reports listed in Annex A to document ED / AT-7. The test reports must show the detailed design of the test equipment in order to allow checking its identity in relation to the proposed project for homologation. 8

10 In order to optimize the preparation of proposals and analyzes are requested to send only one set of routine test reports for each equipment PROTECTIVE RELAYS I. Type tests a) Impulse voltage (5kV,0.5J) - IEC b) Reply to vibration (class 1) - IEC c) Response to continuous vibration (durability - Class 1) - IEC d) electrical high frequency disturbances (class III) - IEC e) Interference from electrostatic discharge (Class 3) - IEC f) Interference from radiated electromagnetic field (class III) - IEC g) Interference from fast transients: pulse trains and conducted susceptibility (Class IV)-IEC h) Immunity to conducted radio frequency (class III) - IEC NOTE: Items d, e, f, g and h must meet the revision of IEC replacing these items by the instruction IEC protective equipment and measuring relays- Part 26: Electromagnetic compatibility requirements; already the item a must meet to review that replace this item by instruction( measurement instruction relays and protection equipment Part 27): product safety requirements II. SPECIAL TESTS Special tests (functional compliance and performance), containing what is defined in the document special tests list, routine (functional), updating and periodicals, in the document functional compliance Tests in protective Relay and the document PE/LS listed in item Routine tests reports Routine tests copies of reports must be submitted (including functional tests), containing what is defined in the special tests list, routine (functional), updating and 9

11 periodicals(document PE/LS-5275), for each protective relay this PRE- HOMOLOGATION AND HOMOLOGATION. The manufacturer or subcontractor can at this case, present the functional compliance of test reports. The tests must be carried out in the proposed models and firmwares indicated in the proposal. In order to optimize the preparation of proposals and analyzes are requested to send only a set of routine test reports for protective relay/model to PRE-HOMOLOGATION and HOMOLOGATION Supplying history (Previous supplies reference, identifying the supplied equipment, technical contacts and commercial clients) The proposal should contain supplies previous references by Supply History List using table indicated in item 12, in order to allow expediting of CEMIG Complaint service quality index, Fault History and MTBF (Mean Time Between Failures) and MTTR (Mean Time To Repair) It is requirement that the manufacturer inform about the complaint quality control service, the performance history of the product candidate to PREHOMOLOGATION AND HOMOLOGATION and their quality control indexes, including the phases of manufacturing and testing, assembly, and operation. For demonstration meeting this requirement and allow diligence by CEMIG, fill the Quality Control indexes List and Customer Complaint and Fault History, using table indicated in item technical support contacts after sales It requirement even if the manufacturer has service contacts in Brazil for clarification on the application of the product. The goal is that in case of necessity be possible personal contact within 48 hours, to any failure and exist registers by and / or fax to drive record.the manufacturer must have resources to contact hot line (or within 24 hours) to clarify technical questions by CEMIG team; for demonstration meeting these requirements and allow diligence by CEMIG, must be filled the list of Contacts after sales support technicians,. It should also be provided formal evidence of the contract between the companies in the case of subcontracting technical qualification support in Brazil The qualification of technical assistance in Brazil must be shown in the proposal for training certificates, supervision reports assemblies held or other services rendered reports, using table indicated in item 12, as trained professionals list reported in the proposal for PRE- HOMOLOGATION and HOMOLOGATION. Maintenance reports already carried out in similar products can be sent with the proposal to demonstrate compliance with this requirement. 7.9 Questionnaire of Technical capability for protective relay manufacturer Enabling the factory and laboratories consists of analysis of production capacity and carrying out routine, special and receiving tests, as CEMIG standards and specifications. For this analysis will be considered the Technical Qualification Questionnaire, using table indicated in item 12 Manufacturers must submit the proposal by the Technical Qualification Questionnaire filled to the factory and laboratories of Protective Relays and its main components. The completed 10

12 document will be used by the representative of Cemig when visiting the factories and laboratories for Technical capability manufacturing units list to technical capability The manufacturer must inform the desired factories for the manufacture, carrying out routine, special and receiving tests, and provision for CEMIG Protection Relays and their main components, using table indicated in item 12. These units will go through Technical capability spare parts list recommended On the proposal should be sent to recommended Spare parts list for the warranty period, using table indicated in item 12. It is a reference of spare parts more likely to use in the warranty period to minimize the downtime of the equipment. 8 ACHIEVEMENT OF THE TECHNICAL CAPABILITY BY CEMIG This should include the Technical Qualification during the analyzes of proposals for factories of Protection Relays and its main components. The achievement period must be agreed between CEMIG and manufacturer. For economic viability of the process effect, it is expected to occur after examining the proposal documentation and carrying out of explanations. Factories not specified in the proposal may not provide to CEMIG, unless it pass the Technical capability, but the realization of this capability is at the discretion of CEMIG, as available. After review of all the proposal documentation and in accordance with historical supply of the factory indicated, CEMIG can not execute the Technical capability. Cemig can perform Expediting to check the compliance with homologation requirements at any time during delivery, warranty, or while staying valid the homologation. 8.1 National or nationalized supplying Requirements to be demonstrated to national supply, factories in Brazil or nationalized delivery, routine, special and receiving tests in Brazil: a) In the technical capability evaluation the manufacturer must demonstrate the ability to carry out routine and special tests contained in CEMIG specifications and standards for the protective relays in its unit in Brazil candidate to HOMOLOGATION. b) If the manufacturer of protective relays do not have capacity to carry out routine and special tests in its manufacturing unit, should be demonstrated the ability of his subcontractors to carry out such tests, but in manufacturer units in Brazil. c) Availability in Brazil of technical support in Portuguese language through to the manufacturer or subcontractor, and skilled professional list informed the proposal. d) Availability manufacturing unit in Brazil, during the warranty period, the recommended spare parts for the warranty period, using table indicated in item

13 e) The manufacturer must demonstrate that performs repairs, calibration and modules replacement of protective relay at its facilities in Brazil. f) Availability in Brazil, technical support team of the formal manufacturer or contractor with experience in HOMOLOGATED model, proven by certificates of training or reporting services that demonstrate the participation of professional, as trained professionals list reported in the proposed model to HOMOLOGATION, using table indicated in item 12. Repair reports already made in similar products can be sent with the proposal to demonstrate compliance with this requirement. CEMIG may hold the expediting to verify compliance with this requirement at any time during delivery and warranty. g) Availability of the team manufacturer support, formal or subcontractor to ensure visits field in CEMIG and diagnosis of failure to a maximum of 10 calendar days during the warranty period, after its formal drive. The diagnosis must be drawn up Fault Diagnostic Report emitted by the manufacturer. Case there is necessity to replace any card or module protection relay during the warranty period, the manufacturer shall ensure the supply of the relay firmware in the original version. If it is not possible maintain the same original relay firmware, the supplier shall make the necessary compatibility of other cards or modules for the protection relay to operate satisfactorily, and should happen, in this case, a new process of prequalification the new protection relay at no cost to CEMIG. h) For achieving the above diagnostic periods is desirable that the manufacturer research start as soon as possible in order not to impact the overall diagnosis period. i) For the solutions diagnosed for the failures of the letter "f" above the manufacturer must restore the operating conditions within 10 calendar days after diagnosis. 8.2 foreign supplying Requirements to be demonstrated to foreign supply, factories out of Brazil to manufacturing and achievement of routine, special and receiving tests: a)in the Technical capability Evaluation the manufacturer must demonstrate the ability to carry out routine and special tests contained in CEMIG specifications and standards for the protective relays in its manufacturing unit foreign candidate to PREHOMOLOGATION AND HOMOLOGATION. note: If the manufacturer of protective relays do not have capacity for achievement of routine and special tests in protective relays in your manufacturing unit, must be demonstrated the ability of his subcontractors to carry out such tests. b) Availability of industrial plant to technical support in Brazil, during the warranty period for corrective and preventive failures. c) Availability in Brazil of technical support in Portuguese language through to the manufacturer or subcontractor, and skilled professional list informed the proposal. d) Availability in Brazil, during the warranty period, the recommended spare parts for the warranty period, annex

14 e) Do apply the same requirements of the letters "d" to "i" of item 8.1 for foreign manufacturers. 9 SUPPLYING TECHNICAL DOCUMENTATION Due to the particularity of each installation in the application of protective relays, is expected to technical documentation relating to the supply arrangement set, to verification by CEMIG, just in case of contracting. But for PRE-HOMOLOGATION and HOMOLOGATION should be provided the technical data, characteristics Guaranteed and instruction manuals of protective relays, according to items 2.5 and 9.1 of the specification PE/LS-5494, in order to demonstrate the proposed project for the PREHOMOLOGATION AND HOMOLOGATION. 10 WARRANTY TO HOMOLOGATED OR PRE-HOMOLOGATED ITEMS The following requirements must be met in the contractual warranty periods or after the end of the period for maintenance of the status HOMOLOGATED AND PRE- HOMOLOGATED: 10.2 Warranty period a) Availability of spare parts recommended by the manufacturer in Brazil during the warranty period. b) The availability of technical support team of the manufacturer, or formal subcontractor, in Brazil and supported in portuguese language 10.3 After warranty period a) The availability of technical support team of the manufacturer, or formal subcontractor, in Brazil and supported in portuguese language 11. MAINTENANCE STATUS REQUIREMENTS OF HOMOLOGATED AND PRE- HOMOLOGATED Loss or suspension of the manufacturer status for any Protective Relay code for which the manufacturer have obtained the PRE-homologation or HOMOLOGATION also mean the loss or suspension for the MERCHANDISE Group (GM) Protective Relay. The assessment as to whether the supplier of the need to restart the process of prehomologationl and homologation will be evaluated by Cemig, and CEMIG may dispense with the review process. The manufacturer will have the registration of their Merchandise Group (GM) suspended until non-conformities are corrected and products are reset to CEMIG. While suspended the manufacturer can not participate in bidding or submit proposals for works of independent producers or supply for works by integrators for the 13

15 Commodity Group (GM) which it was suspended, regardless of manufacturing origin of the product that wish provide. 12.
