Intended source (vendor, contractor): Teledyne Advanced Pollution Instrumentation Estimated Dollar Amount: $146, Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): The Division of Air Resource Management (DARM/OAM) is requesting authority to purchase three Model 602 BetaPlus Particle Measurement Systems with the required USEPA PM2.5/PM10/PM Federal Equivalent Method (FEM) designation acceptable for use in the state s air monitoring network. The Model 602 BetaPlus instruments provide simultaneous PM10, PM2.5, and PM results every hour, eliminating the need for multiple instruments. The purchase of this newer technology is a part of the division's continuous efforts to improve data quality, improve efficiencies and reduce operational costs, as older, obsolete field instruments require replacement. Lab analysis costs, filter shipping costs, site visits and time needed to perform operational and maintenance work at the site will all be reduced greatly with the addition of Model 602 to our air-monitoring network. Data collected by these new continuous monitors can also be used to determine compliance with the PM2.5 National Ambient Air Quality Standards (NAAQS), which will provide the Department greater regulatory certainty by eliminating the manpower intensive and strict EPA compliance guidelines of the older Federal Reference Method (FRM) samplers. DARM/OAM staff completed a comparison test of the Model hour PM2.5 concentrations with the USEPA Federal Reference Method (FRM) 24-hour integrated sampler and the 1-hour PM2.5 concentrations with the TEOM PM2.5 monitor and found that the Model 602 BetaPlus monitor has the least bias and best correlation of any other continuous monitor compared to the FRM PM2.5 sampler. The monitor performance with respect to flow rate and temperature stability exceeded expectations with ease of operations and flawless performance during the 3-month evaluation. This monitor has specific operating parameters unique from any other continuous PM monitors resulting in improved PM measurement. These parameters include: PUR7776 (11/04) 60A-1.010, F.A.C.
