2 Item 2: Presentation Port of Albany Infrastructure Improvements (Tony Vasil, Business Development and Marketing Manager, Port of Albany) Tony Vasil (Port of Albany) gave a presentation on current and future operations at the Port of Albany. Tony gave an overview of the current capabilities and infrastructure at the Port, and a rundown of the current businesses using space at the Port. Tony highlighted large shipments of wood pulp that run thought the Port, and their project cargo capabilities. Special project cargo, such as wind turbines and large power generation equipment, are an integral part of the port s operations. Tony also gave an overview of several upcoming capital improvement projects, including construction of a roll-on/roll-off dock funded by a USDOT TIGER grant. They are also planning to construct a 45,000 SF climate-controlled warehouse facility, and an upgraded heavy lift highway access through the site. Future plans also include reconstruction of the south wharf, and purchase of additional property to the south. For more information on Tony s presentation, please see attached slides. Item 3: Discussion Future CDTC Freight Planning Study (Chris Bauer, CDTC) Chris Bauer gave a summary of potential future freight planning studies to be conducted by CDTC. Chris said CDTC currently has funding available to conduct a freight planning study programmed in the Unified Planning Work Program (UPWP). The study ideas were generated from the CDTC Regional Freight Plan (2016) and past CDTC Linkage Program applications. The study would be conducted in calendar year 2017 and/or Chris emphasized that a project would only be undertaken with full participation of necessary stakeholders, and will be dependent upon available funding. He presented a table showing the potential studies, and the initial results of a survey to rank them. For more information on Chris s presentation, please see attached slides. The committee discussed the I-787 Rail Relocation Feasibility Study, and felt it would be difficult to get participation from the primary stakeholders, and cause too much a disruption to regional freight service to pursue at this time. The committee was very supportive of purpose and need for the Tandem Trailer Lots Relocation Study, but felt the CDTC region was too small of a scale to conduct a study. The committee felt the study should be done at the statewide/system level. Chris Bauer said he would share their comments with others across the state. The committee agreed the most viable projects were B - Port Truck Parking Expansion E - Local Delivery Optimization, and F - I-88/NY 7/Thruway Exit 25A Study. The group expressed strong support for adding an additional project identified in the CDTC Freight Plan, to develop model local ordinances that address freight-related concerns for potential use by CDTC s member governments. 3 Chris mentioned that the study would be administered following the CDTC Linkage Study process, where CDTC would manage the project and consultant contracting. The committee agreed to table the discussion for now, and discuss at a future meeting. Chris Bauer stated he would research the model ordinance development idea, and reach out to potential project stakeholders to begin to build establish consensus on project goals and objectives. Item 4: Update - NY State Freight Plan Update (David Rosenberg, NYSDOT) David Rosenberg (NYSDOT) gave an update on the status of the development of the NY State Freight Plan, and said the plan s development is progressing. Dave stated the project team is currently in the process of developing draft projects and recommendations, and that the committee should continue to be actively involved in the development of the State s Freight Plan. Albany Albany Port of Albany, City of Albany, NYSDOT Key Stakeholders Mode(s) On FPN? Justification NYSTA, NYSDOT, Highway Yes The locations of existing tandem trailer lots will jeopardize the safe and efficient of barrier-free Port of Albany tolling at Thruway interchanges. These lots will need to be relocated and/or redesigned as the Thruway transitions to new technologies that allow high-speed passage through toll plazas. Among the options that could be considered is relocating the current Exit 23 lot to the nearby Port of Albany via I-787, as suggested in the 2002 CDTC Linkage Study of Albany County Commercial Transportation Access. Highway / Water Yes Multiple stakeholders state that the Port's truck parking is unsafe and insufficient. The Plaza 23 Truck Stop specifically has a poor reputation among truck drivers. Security improvements at this station could help increase parking demand. All Various NYSDOT Highway Yes Serious truck-involved crashes have occurred on unlighted FPN roadways. The FHWA Lighting Handbook suggests a Crash Modification Factor of greater than 25% reduction when lighting is installed, especially to achieve uniform conditions. The Handbook also indicates the importance of an engineering study. Albany Albany, Mechanicville, Watervliet, Cohoes, Bethlehem NYSDOT, CP Rail, Port of Albany, City of Albany Rail Yes Explore the feasibility of removing CP Rail tracks from Mechanicville to the Port of Albany by rerouting trains to the existing tracks or building a second track from Mechanicville to Schenectady to the CSXT Selkirk Yard to the Port of Albany. Coordinate with CDTC I-787 study recommendations. At minimum the goal of this strategy would be to remove railroad tracks from Downtown Albany to improve both safety and access to the waterfront. All Various TBD Highway Some Past CDTC Linkage Studies have identified goods movement, especially local package and goods deliveries, as a growing challenge in congested urban areas of the Capital Region. This issue will become more challenging as the region s urban centers attract more infill and mixed-use development and people. This project would develop a toolkit of policy, programmatic and capital improvement options municipalities can employ to help better harmonize urban goods movement with overall traffic, pedestrian and bike activity, and general quality of life needs. Schenectady Princetown, Rotterdam Source: CDTC Freight Plan, Table 31, p. 116, removed Policies and Programs and previous CDTC Linkage Study Applications NYSTA, NYSDOT, Town of Princetown, Town of Rotterdam, Golub Corp., Pilot/Flying J Highway Some The study area will include NY 7 between Guilderland Ave. (NY 158) in Town of Rotterdam and Pangburn Road (County Route 103) in the Town of Princetown. This area is at the intersection of I-90 and I-88 and includes Exit 25A of the New York State Thruway (I-90). Both I-90 and I-88 are heavily traveled by commercial trucks which exit at Exit 25A for the Rotterdam Industrial Park, Federal Express Freight, Golub Corporation Distribution Center, CSX/CP Rail Terminal, Northeast Industrial Park, Pilot Travel Center, and many other smaller destinations. The study will also determine the feasibility, potential benefits, and impacts of allowing tandem trailers to travel between the NYS Thruway and the Golub Distribution Center.
