2 Overview map of NSR ports locations All together 17 Russian seaports located at the Arctic basin. Usage of existing port infrastructure in the Arctic basin by the 1st January 2014 Arctic Basin berth number nominal capacity ,1 mln t / year used capacity 35,4 mln t / year idle capacity 35,7 % Ports are mainly busy with transshipment of foreign-trade and cargos ( - 11,7%, data for 2014). Overall cargo turnover in mln. tons (5.6% of total turnover of all Russian ports

3 NSR ports and railway connections Varandey and Dudinka. These ports are servicing the needs of one specific company. Remaining 11 ports located in areas with no access to land transport system. Mainly servicing needs of local settlements Murmansk; Arkhangelsk Kandalaksha; Vitino These ports have railway connections and access to Russian transport system. 4 ports handle 83.8% of overall cargo transshipment in Russian Arctic.

14 Features of the Arctic ports All Russian ports of the Arctic basin (except Murmansk and Kirkenes in Norway) are covered by ice during 7-8 months approx. Due to low temperatures and ice conditions icebreakers required to ensure normal port operations.

17 Forecast of cargo transshipment According to the Russian Strategy of sea port infrastructure development by 2030 with the construction of new ports and reconstruction of old port facilities Arctic ports cargo handling capacity will increase from the current 58.2 million tons up to 97.4 million tons. New Port Sabetta, including the Arctic terminal at Mys Kamenniy will increase in 25.0 mln. tons by Capacity of the Murmansk port of will increase in 53 million tons. (construction of a coal terminal "Lavna" and liquid cargo terminal on the Western side of the Kola Bay) In other Arctic ports including Dickson, Dudinka, Igarka, Mezen, Naryan- Mar, Onega, Pevek, Provideniya, Tiksi, Khatanga, Amderma, Anadyr implementation of major investment projects is not expected. Capacity will remain at the level of million tones.

18 Forecast of cargo transshipment

19 Conclusions In the future Arctic ports will be mainly focused on the handling of fuel and energy resources (crude oil, oil products, coal and liquefied gas) also timber and mineral resources. Liquid cargos expected to increase up to mln. tons. by Arctic ports are not yet ready to support future growth of the transit traffic via the Northern Sea Route. There is a need to expand bunkering and supply capacity, emergency readiness, medical services, opportunities for crew change and others services related to potential international traffic. Construction of new ports in remote arctic areas requires much more investment than usual.
