4 PRE-SUBMISSION NEIGHBOUR CONSULTATION Q7. Please detail how neighbours have been involved in the development of this plan. Please confirm you have contacted the Residents Association for the street (if there is one). Please identify whom you liaised with and where they reside. Local people understand the local context and can provide constructive and valuable advice on how best to carry out a development given the context. Any consultation responses submitted to the Council in respect of a Draft CTMP must be responded to in the Final CTMP. Details of the Borough s Residents Associations can be found here. Details of the plans were shared with local residents and groups (incl. Kensington Court Residents Association and Kensington Square Residents Association) across two public exhibitions. Residents were notified two weeks in advance of the events via a newsletter sent by Royal Mail. Information was displayed on A0 presentation boards alongside the proposals for the site. Further construction information was available to take away on A4 handouts at the second and third exhibitions, and was also made available on the dedicated project website. Nearest residents were invited, through a further letter, to attend a preview ahead of the second public exhibition to give them an dedicated opportunity to discuss demolition and construction works, as well as association traffic and movements. Public exhibition events on the 04 th and 7 th July Details of the construction/demolition plans and the CTMP were also presented at two briefing events with the Victoria Road Area Residents Association (VRARA). The presentations included details of the methodology, construction traffic routes and vehicle specifications/features. Briefing events presentation to VRARA on 16 th July 2018, and Members briefing on 17 th July The project team met with the Principal (Tobyn Thomas) of Thomas s Kensington on the 24 th July 2018 to discuss the outline of this plan. The Developer and the appointed Main Contractor will write to all neighbours, nearby residents, schools and the Residents Associations advising them of the proposed development timescales and the contractor will hold monthly neighbour liaison meetings to provide regular updates on the Works and a forum for neighbourly feedback. 3 P a g e ROUTING OF DEMOLITION, EXCAVATION AND CONSTRUCTION VEHICLES Q8. Please describe the construction traffic route to be used to and from the site, showing details of links to the strategic road network (A and B roads) and highlighting any nearby cycling facilities (including roads with contraflow cycling) that would be affected. Provide a plan (numbered and dated with a revision number if necessary) illustrating these details. Construction traffic on other routes is not permitted. The route described must be adhered to. The route should avoid residential side streets wherever possible and vehicles should, in most circumstances, approach the site from the left hand side of the road in two-way streets. It is useful to have a plan of the route to send to visitors and delivery companies. The route should be able to accommodate all vehicles visiting the site in terms of capacity, geometry and height. If necessary use Autotrack to demonstrate the suitability of the proposed route. Consider any sensitive sites or major trip generators (e.g. schools, offices, public buildings, museums, etc) on the route, and other planned developments and developments under construction - can they be avoided?

5 In developing a logistics vehicle access/egress strategy for the site during construction, within the guidance protocol of the RBKC Supplementary Planning Brief (May 2016), it is proposed that the construction vehicle traffic route, will be via Kensington High Street Victoria Road St.Albans Grove South End - Heythrop. The preferred routing option to and from the site is set out in SK01 Access Route to Site, on page 6. It also noted, that St Albans Grove forms part of RBKC s Quiet Streets Cycle Network as per the attached plan on page 7, and this will be considered as part of the strategy to maintain the flow of traffic across the construction programme ROUTING Vehicle Access to Site Vehicles access the site by travelling either East or West along A315 Kensington High Street / Kensington Road turn left/right into Victoria Road. Vehicles will travel South along Victoria Road to the junction with St Albans Grove where they will turn right into St Albans Grove and travel West. At the end of the road vehicles will turn right on South End Row and them immediately left into South End. Vehicles Leaving Site Vehicles once loaded/unloaded will carefully exit the site heading East along South End. Turn right into South End Row and left into St Albans Grove (Traffic marshals and banksmen will be in full time attendance ensuring the vehicles are driven safely and courteously). The vehicles will then travel East along St Albans Grove to the junction with Victoria Road. The vehicles will then turn left travelling North along Victoria Road to the end and turn either left or right onto A315 to onwards destination. TRAFFIC MANAGEMENT In addition, a management strategy is to be put in place in the form of a Pedestrian and Coordinated Traffic Management Plan and how the interfaces between the development activities, particularly construction vehicle access/egress and the operational pedestrian and traffic requirements of the local school campus are to be managed and mitigated, during peak morning and afternoon traffic. 4 P a g e

8 Q9. Please confirm that all contractors, sub-contractors, delivery companies and visitors will be advised of and required to adhere to the specified route and all the other terms of this plan. Please delete as appropriate Y PERMITTED CONSTRUCTION TRAFFIC HOURS Q10. Deliveries and collections must be restricted to between 9.30am and 4.30pm, Monday to Friday. Where there is a school on route, then deliveries must be restricted to between 9.30am and 3pm, Monday to Friday, during term time. Please confirm your acceptance of these requirements and describe how they will be enforced. Any exceptions must be specified here (for example where the delivery of abnormal loads is planned). Site deliveries and collections will be restricted to between 9.30am and 3pm Monday to Friday during school term time (outside school term times deliveries and collections will revert to between 9.30am and 4.30pm, Monday to Friday), and these will be controlled by 4 full time trained Traffic Marshals, in accordance with the agreed Pedestrian and Coordinated Traffic Management Plan. Along the agreed route, three marshals will be used only for the safe direction of school children during key School Campus times, e.g pupils entry to St.Albans Grove during gym, theatre and Canteen events during the day, pedestrians, vulnerable users and other road users passing along the vehicle routes. The fourth marshal will direct all vehicles visiting the site, and ensure that all vehicle movements, loading/unloading are carried out safely within the site boundary. All deliveries are to be booked in with the Main Contractors Logistics Manager up to 24 hours before their planned arrival and all delivery drivers are to ring site 30 minutes prior to arriving on site to confirm the loading area is clear, this information will be part of the agreed order issued to the supplier. No construction deliveries will be undertaken on Saturdays, Sundays, bank holidays and public holidays without prior agreement with RBKC. At this stage and based on initial swept path analysis, we do not believe that we will require a road closure. However, if required permission for the road closure will be applied for by the Demolition/Deck Overbuild Contractors and detailed within the Final DTMP. The contractor will comply with the requirements of the Construction Logistics and Cyclist Safety (CLOCS) standards and TFL s Work Related Road Risk (WRRR). Additionally, the contractor will be a member of the Fleet Operator Recognition Scheme (FORS) a voluntary accreditation scheme that promotes best practice for commercial vehicle operators. The contractor and his suppliers will abide by the CLOCS and FORS requirements and procedures. All delivery drivers will be issued with Cycle Safety Pocket Cards. 7 P a g e

9 SITE ACCESS Q11. Please supply an accurate (to scale) numbered and dated site plan annotated with dimensions showing; all points of site access (vehicular and pedestrian); where materials, skips and plant will be stored; position of hoarding; position of nearby trees; where construction vehicles would wait to load/unload; surrounding properties and their accesses; parking bay suspensions; a minimum of 1.2m clear footway width to be retained at all times and; a minimum of 3m clear carriageway width to ensure that development activity does not block the road. Please provide the relevant drawing number (s). The placing of skips, plant and material should be on the site itself. Their placement on the highway in front of adjoining properties will be unacceptable.sk The placing of skips, plant or material on the highway in a position that would hinder access to surrounding properties will be unacceptable. A minimum of 1.2m clear footway width is required to allow wheelchair users and push chairs to pass. A minimum of 3m clear roadway width must be maintained to prevent the road becoming blocked. We will require the use of narrow body construction vehicles where 3m clear width cannot be achieved with larger construction vehicles. In circumstances where 3m clear roadway width could be achieved by parking suspensions or the use of narrow body vehicles, we will require the latter. Where the maintenance of 3m clear roadway width is impossible, temporary blockages will only be permitted subject to stringent controls (cf. Q16). A migration strategy to safely maintain pedestrian and cycle passage along the agreed route during the construction phase will be developed, e.g a Pedestrian and Coordinated Traffic Management Plan. This will be agreed with RBKC by the principal contractor and detailed within the Final DTMP. Any interventions along the agreed route, may include suspensions of parking bays to provide passing places and protected pedestrian/cycle routes. This will be applied for by the principal contractor and detailed within the Final DTMP. In addition, the following street furniture will be required to be removed/installed and protected along the proposed traffic route, to permit manoeuvres for larger vehicle types, i.e. 300 Te mobile crane. Relocation (proposed) - existing street lighting column at the corner of Victoria Road and St. Alban s Grove; - existing cycle stand at the corner of St. Alban s Grove and South End. Install (proposed) - protection around the base of the sewer vent pipe; - installation of pavement bollards, at the corner of St. Alban s Grove and South End. Vehicles accessing Heythrop from South End will be guided onto the site using qualified traffic marshals or banksmen to ensure that safe pedestrian passage is maintained. No footway or roadway closures are envisaged during construction. Where there might be temporary infringement onto the pavement during some larger vehicle manoeuvres, these will be managed/controlled by the designated Traffic Marshals on 8 P a g e

13 The drawings below (on pages 13 and 14) reference ATR028 & ATR029: Swept Path Analysis for a Large Tipper Vehicle along the proposed route, illustrates our initial strategy for possible parking bay suspensions along the construction vehicle route during the construction programme of works. To provide improved timings of deliveries during this phase of the works it is proposed to suspend the pay on street parking along Victoria Road, adjacent to One Kensington Gardens, to provide a temporary holding area for up to two large construction vehicles accessing the site. It is proposed Victoria Road in this location will be temporarily reconfigured to be one way southbound with Prince of Wales Terrace being configured to be one way northbound to enable exit for local and construction traffic. Once in the holding area vehicles will be stored for a short period until an unopposed access to the site is possible. Vehicles will be held until vehicles exiting the site have cleared the route along Victoria Road. Drawings HA-SK01; SK02 and SK03 (on pages 15, 16 and 17 and Appendix B) indicates how the proposed layout and signing that will be implemented and proposed tracking plan. Impacts to existing parking bays and suspensions (along the proposed route) required for all anticipated vehicle types during these planned phases of the redevelopment, are illustrated within Appendix A of this Draft DTMP. 19 Q12. Will vehicles enter and leave the site (Yes/ No)? If yes, please detail how vehicles will enter and leave the site? If vehicular access is provided vehicles should be able to turn within the site and exit in a forward direction. Alternatively, vehicles may reverse in and drive out in forward gear. Suitably (LANTRA or similar) qualified banksmen MUST be provided at all times when vehicles are manoeuvring. The swept path of the chosen manoeuvre must be shown on the site plan. Trained site staff must assist when delivery vehicles are accessing the site, or parking on the highway adjacent to the site. Banksmen must ensure the safe passage of pedestrians and vehicular traffic in the street when vehicles are being loaded or unloaded. Yes. During all phases of the planned redevelopment works, all vehicles will enter and leave the site via the agreed route via Kensington High Street Victoria Road St. Albans Grove South End to the site. All vehicles will enter and leave the site in forward gear and during the vehicle manoeuvres (contained within the site), qualified traffic marshals will be available to stop and direct traffic when necessary and ensure safety of site personnel at all times. A wheel wash facility will be employed for vehicles departing the site, keeping mud and debris on the site and removing a source of dust. Additional manual and automatic road sweeping measures will be employed as necessary to minimise the release of dust and debris into the environment. Please refer to Appendix A for swept path analysis drawings for entry and exit strategy. Q13. What is your proposed method of spoil removal (wait & load, conveyor, grab, skip swap, etc.)? We will not agree to the placing of skips on streets that experience saturated parking conditions overnight (90% occupancy on residents parking bays) and where alternative methods of spoil removal could reasonably be carried out. We will only agree to a methodology that maintains 3m of clear roadway width. Where the maintenance of 3m clear roadway width is impossible, temporary blockages will only be permitted subject to stringent controls (cf. Q16). The use of the wait and load methodology means that the kerbside is available for parking at times when any parking suspensions do not apply. The chosen method of spoil removal must avoid damaging any nearby trees. Demolition waste and spoil will be removed from within the site boundary by the wait and load method undertaken from within the site. 10m tipper vehicles will be loaded with the use of mechanical excavators, the tipper vehicles will transport the demolition waste and spoil off site. A wheel wash facility will be employed for vehicles departing the site keeping mud and debris on the site and removing a source of dust. The main spoil removal will be undertaken using large tipper lorries from within the site, accessed from South End. These types of vehicles will be onsite over the course of the day during the delivery hours; the timing of these vehicles will be managed by the contractor to ensure multiple vehicles are not present at the same time. 18 P a g e

20 Q14. How will concrete be supplied to the site, where will the delivery lorries be located and for how long? Where will concrete pumps be positioned? How will concrete be transferred across the footway? Please illustrate with a numbered and dated drawing annotated with dimensions. We will only agree to the use of concrete wagons where a minimum of 3m of clear roadway width can be maintained. Otherwise concrete must be hand mixed on site. At all times safe pedestrian passage across the front of the site must be maintained. Concrete will be supplied by Ready Mixed Concrete trucks to the site, with delivery vehicles gaining access from the agreed route. Concrete lorries will remain on site during the delivery hours only. A pumping appliance will also be required on the site and accessed via South End Road. No concrete is proposed to be transferred across the sites adjacent footways. There will be dedicated delivery slots for the concrete deliveries, drivers will contact the contractor in case they cannot make the required delivery slot because of traffic etc, in order for the contractor to rearrange the deliveries if possible. Q15. How will scaffolding be supplied to the site, where will the delivery lorries be located and for how long? If this question is not applicable please explain why. Please illustrate with a numbered and dated drawing annotated with dimensions. We will only agree to arrangements where a minimum of 3m of clear roadway width can be maintained during scaffolding deliveries. If necessary parking bays must be suspended to achieve this. Where the maintenance of 3m clear roadway width is impossible, temporary blockages will only be permitted subject to stringent controls (cf. Q16). Scaffolding will be supplied to the Site by rigid flatbed trucks and low loader vehicles. The delivery vehicle will service the Site via the agreed route, and will load/unload from designated areas within the site. Scaffolding delivery vehicles will be on site during the sites delivery times only. Q16. On narrow streets, where there is no alternative to the street becoming blocked during scheduled deliveries, please detail the management measures to be followed to ensure: Pedestrian passage is maintained at all times. Vehicular access to adjacent properties is maintained at all times. Emergency Access is maintained at all times. Motorists are adequately forewarned of the blockage. Trees do not become damaged. We will only agree to road closures in exceptional circumstances. In most cases good traffic management should ensure that the frequency and duration of blockages is managed so that vehicular traffic can pass the site. We will only agree to blockages occurring between 9.30am and 3pm. The driver must stay with the vehicle at all times and be ready to move on request if vehicular access to a neighbouring property is required and no alternative is available or in the event of an emergency. Banksmen must be positioned on all approaches to the site to forewarn highway users and advise of alternative routes. N/A there are no plans or circumstances that require any of the surrounding streets / highways to become blocked at any time. 19 P a g e

21 Q17. Please confirm that appropriate measures will be taken to protect the public highway from damage arising from construction related activity and to prevent concrete and other detritus from being washed into the public highway drainage system. In addition, please confirm that the Council will be informed promptly should any such damage to the highway occur and will be duly reimbursed for the cost of the repairs. The Council will require reimbursement for any damage caused to the highway or drainage system. Under no circumstances should concrete residue or other detritus be washed into the drainage system. Consideration must also be given to protecting the road and pavement surfaces from HGV movements, skips, outriggers and other related plant, materials and equipment etc. Please delete as appropriate Y Q18. Please confirm you accept the below requirements: The depositing of mud/detritus on the highway originating from the site or from any construction vehicle associated with the development is unacceptable. A wheel wash facility shall be provided at all vehicular access gates to the development site to ensure that mud/detritus originating from the site is not deposited on the public highway. Where the deposition of some dirt on the highway is unavoidable, any mud/detritus shall be expeditiously cleared using street cleansing vehicles or similar. No development dirt shall be evident on the highway at the end of any working day Please delete as appropriate Y 20 P a g e

22 SCHEDULING Q19. In order to devise a robust scheduling strategy, the approximate number of construction vehicle movements necessary to complete the proposed development must be established. Please provide a breakdown of the number, type, capacity and dimensions of the construction vehicles that would service the site. Estimate the average daily or weekly number of vehicles per vehicle type during each major phase of the work. Please specify the maximum dwell time for each construction vehicle type. The Council understands the exact number of construction vehicle movement cannot be known from the outset however the scheduling strategy must be sufficiently robust to satisfactorily deal with the construction traffic volumes that do arise. Accordingly maximum vehicle sizes and maximum dwell times for each construction vehicle type must be set to ensure conflicting deliveries never arise and to maintain highway operation. The Demolition/Refurbishment and DOB works are anticipated to commence Qtr based on the current design proposals, and anticipated to last approximately 20 months, completing in Qtr (inclusive of some early piling works for the DOB support structure). Average Vehicle movements during the various stages of the works, are outlined below see also Appendix C: 1. Deck Over Build Works (structural): average vehicle count, based on current feasibility study and concept deck design proposals are between 8 Nr/per day/one way (peaking at 11 Nr Qtr ): 2. Demolition & Piling Works: average vehicle count, based on estimated quants are c. 14 Nr/per day/one way (peaking at between Nr between Qtr 03 Qtr ) (Note : There is a cross over between the Deck Works and the Construction Main Works during the period from substructure works, ie. secant piling to south, part of the foundation structure for the deck. The estimated traffic flow rate above, illustrates and includes for the cumulative impact of this cross over period.) 21 P a g e

23 The following list provides detail of the type of vehicles that will need to gain access to the site during the demolition and deck overbuild phases of the project. The vehicles proposed have been checked to ensure that they are of a size that can be accommodated on the highway network: Large Tipper Vehicle/waste removal lorry: 10.2m (L), 2.5m (W), 2.9m (H); these types of vehicles will access the site directly from south end and will be on site over the course of the day; Articulated low loader, Steel/beam delivery etc: 16.6m (L), 2.5m (W), 3.4m (H) - 40 Tonne, GVW; these vehicles will be required during construction of the deck and superstructure frame; Large Mobile Crane: 12.3 (L), 2.4 (W), 3.4 (H); these types of vehicles will be required during the construction of the deck and during the erection/dismantling of the site tower cranes; Concrete Mixer Delivery Vehicle: 8.4m (L), 2.4m (W) 4.0m (H) - 4-axle, 30 Tonne, GVW; these will be required over the construction period. Concrete mixers will be onsite during the delivery hours only; General Building Materials Flat Bed m (L), 2.5m (W), 2.9m (H); 4-axle, 30 Tonne, GVW. The dwell times of these vehicles will vary based on the type of delivery, many vehicles will unload within a few hours within the site boundary; and, The exact type and quantity of vehicles will be confirmed once a main contractor has been appointed post application via a Final DTMP. Reference Appendix A for anticipated vehicle types during each major phase of work. Q20. Please confirm that no more than a single delivery vehicle associated with the development will be positioned on the highway in the vicinity of the site at any given time. For basement extensions to residential properties we will not agree to there being more than a single vehicle on the highway servicing the site at any given time (save for when a concrete pump is being used in conjunction with a concrete wagon). Please delete as appropriate Y 22 P a g e For some large development schemes, and solely at the discretion of the Council, it might be appropriate for more than a single construction vehicle to be on the highway in the vicinity of the site at a given time. The maximum number of such vehicles simultaneously on the highway in the vicinity of the site must be specified and justified here. The Project Team are currently investigating options for reducing construction vehicle impact, including the possibility of a local holding area and consolidation centre, in addition to applying a vehicle booking system to minimise vehicle arrival conflicts. To provide co-ordination of construction vehicle travelling to and from the site, a vehicle holding area is proposed at the northern extent of Victoria Road. The proposed layout of the holding is set out in drawing SK001 (Rev I1) for use during Demolition and Deck works. The holding area involves the suspension of length of pay by phone parking bays along Victoria Road from the junction on Kensington High Street to the junction with Princes of Wales Terrae (6 Nr in total). This would allow for the storage for one vehicle close to the junction with Prince of Edward Terrace and one vehicle to the north of the entry only access to One Kensington Gardens. Access to One Kensington Gardens will be maintained at all times whilst the holding area is in place. It is intended that vehicles would queue along the eastern extent on Victoria Road and wait to be called to site by site control. The use of the holding area will ensure that vehicles will not travel towards the site whilst vehicles are leaving

24 the site along St Albans Grove and Victoria Road removing the instances of vehicular conflict along the residential streets. To ensure through traffic will not be significantly affected by the holding area, it is also proposed to restrict the northern section of Victoria Road to one way southbound. For vehicles wishing to reach Kensington High Street in a north bound direction it is proposed to sign vehicles via Prince of Wales Terrace. This route would also be the exit route for returning construction vehicles from the site, this manoeuvre is indicated on drawings SK002 (Rev I1) and SK003 (Rev I1). Appropriate signage to warn and manage access arrangements will be agreed with RKBC. Vehicles held in the holding area will be required at all times to turn their engine off compliance with the Road Vehicle Regulations (1986). Drawings HA-SK01; SK02 and SK03 (reference Appendix B) indicates how the proposed layout and signing that will be implemented and proposed tracking plan. However, this will be confirmed once a contractor has been appointed post application via a Final DTMP. VEHICLE CALL UP PROCEDURE Q21. Please confirm you accept the below requirements. All deliveries shall be pre booked and allocated set arrival times. Delivery instructions shall be sent to all suppliers and contractors including the maximum dwell times specified above. Suppliers shall call the site a minimum of 20mins before their vehicle arrives at site to confirm that the loading area is available. If the loading area is unavailable construction vehicles shall not proceed to the site. Vehicles shall not wait or stack on any road within the Royal Borough. The loading/collection area shall be clear of vehicles and materials before the next lorry arrives. Contractors vehicles shall not park in any suspended parking bays or on suspended waiting and loading restrictions. The engines of contractors vehicles shall not be kept idling. Please delete as appropriate N (see response to Q20 above and Appendix B with regards to the provision of a local holding area) 23 P a g e

25 IMPACT ON OTHER HIGHWAY USERS Q22. How will you protect pedestrians from the construction works, particularly vulnerable users? Vulnerable footway users include wheelchair users, the elderly, people with walking difficulties, young children, people with prams, blind and partially sighted people, etc. A secure hoarding will be required to the site boundary with a lockable access. Any work above ground floor level may require a covered walkway adjacent to the site. A licence must be obtained for scaffolding and gantries. The adjoining public highway must be kept clean and free from obstructions. Lighting and signage must be used on temporary structures/ skips/ hoardings, etc. Appropriate ramping must be used if cables, hoses, etc. are run across the footway. A banksman must be in position on the footway during the transfer of materials across the footway to ensure that safe pedestrian passage in maintained. Vehicles entering and exiting the site along South End, will be supervised by traffic marshals, or banksmen as appropriate. Special provision will be made for vulnerable users using the footways and carriageways near or adjacent to our project,i.e pupils from the Thomas s Kensington School Campus, and we will ensure that wheel chair users, the elderly, people with walking difficulties, young children, people with prams, blind and partially sighted people can make their way passed our site without any obstructions, plant or construction vehicles causing them difficulties or distress. This will be controlled by full time Traffic Marshals. TRAFFIC MANAGEMENT In addition, a management strategy is to be put in place in the form of a Pedestrian and Coordinated Traffic Management Plan and how the interfaces between the development activities, particularly construction vehicle access/egress and the operational pedestrian and traffic requirements of the local school campus Thomas s Kensington School - are to be managed and mitigated. Note: Thomas s Kensington School Campus is extended over three main local areas near the Heythrop College planned redevelopment works Prep School at Cottesmore Gardens, W8 5PR; Lower Day School at Victoria Road, W8 5RJ; and, Gym, Theatre and Prep School Music and School Canteen at 21 St.Albans Grove, W8 5BP The existing points to the west and east of the school campus are operational and in daily use, particularly on week days. It should be noted that there is potential for out of school activities after the end of the school day and at weekends. It is envisaged that as a minimum such a plan would consider: Ways to reduce the volume / numbers of delivery and waste vehicles. A coordinated approach to the use of the available traffic routes around the locality of the site and school. A well-managed delivery booking system coordinated with the school s delivery requirements. There will be a stringent pre-booking system to support the construction traffic management for the site, such that no construction vehicles will be permitted to access and site without having first being confirmed with an arrival slot. No materials, plant or equipment will be stored off-site at any time during the construction period. Use of offsite vehicle holding areas. Training and vetting of delivery drivers. 24 P a g e

26 Training and vetting of delivery drivers. A vehicle delivery plan which complies with the Fleet Operator Recognition Scheme (FORS) relating to Cycle Safety. A strategy for maintaining the schools related movements, ie. during peak morning and afternoon traffic; movement between campus buildings. There will be traffic marshals/ banksmen located at the site access gates and at key locations on the immediate approaches and exit routes during each period when a vehicle is either arriving at or departing from site and during key School Campus times, e.g pupils entry to St.Albans Grove during gym, theatre and Canteen events during the day, ensuring that vehicles follow an appropriate path and not mount the footways. This staff group will assist with the movement of pedestrians and vehicles around the accesses as well as to and from the key local neighbours. The outline of this plan (as set out above) has been discussed with the Principal (Tobyn Thomas) of Thomas s Kensington and accepted as a workable and coordinated working arrangement that meets the operational, pedestrian and traffic requirements of the local school campus. A secure hoarding will be provided around the entire site which will have lockable access and protect pedestrians from the construction works. The external site perimeter will be regularly patrolled to ensure that any debris is kept clear of pavements and from the road to ensure that there are no obstacles for pedestrians or cyclists. All drivers will be fully trained, and will be made fully aware of routes to use to access the site. Letters will be delivered to the neighbours and nearby residents with site contact details and a 24-hour contact number. 25 P a g e

Confirm that you have assessed the risks to cyclists and pedestrians of the proposed construction traffic arrangements and accept the requirements related to safety bars, additional mirrors and advisory signage set out in London Council s and Transport for London s Consultation for a Safer Lorry Scheme. Drivers must have undertaken cyclist safety awareness courses and construction vehicles must be provided with safety aids such as side Information on how to implement these measures is included within the Transport and Streets SPD. The contractor will comply with the requirements of the Construction Logistics and Cyclist Safety (CLOCS) standards and TFL s Work Related Road Risk (WRRR). In addition, a management strategy is to be put in place in the form of a Pedestrian and Coordinated Traffic Management Plan and how the interfaces between the development activities, particularly construction vehicle access/egress and the operational pedestrian and traffic requirements are to be managed and mitigated see outline of plan in response to Q22 above. Additionally, the contractor will be a member of the Fleet Operator Recognition Scheme (FORS) an accreditation scheme that aims to improve fleet activity in London and throughout the UK and beyond. Within 90 days of an awarded contract, all contractors will be required to have registered and gained FORS Bronze accreditation as a minimum standard. Becoming FORS Bronze accredited means a contractor or subcontractor operating HGVs and/or fleets of vans has reached a set standard in the following areas: Drivers and driver management Vehicle maintenance and fleet management Transport operations Supporting policies and procedures The contractor and his suppliers will abide by the CLOCS and FORS requirements and procedures. All delivery drivers will be issued with Cycle Safety Pocket Cards. PARKING SUSPENSIONS AND HIGHWAYS LICENCES Q24. The number of parking bay suspensions and the duration and frequency of those suspensions shall be the minimum necessary to carry out the development while maintaining at least 3m of clear roadway for vehicular passage. Please specify any waiting/loading restrictions or parking bays that you will apply to have suspended and identify them on the site access plan. Please specify the frequency and duration of the suspensions and identify what they are for e.g. loading, access, storage. Please provide justification for all intended parking bay suspensions. Consider existing waiting, loading and parking arrangements in the street. Parking bay suspensions are normally only permitted outside the property being redeveloped. Parking bay suspensions do not apply outside hours of parking control, except where an associated skip or hoarding licence has been issued. Once the CTMP is agreed you will need to apply to the Council s Parking Section to implement the waiting and loading restriction suspensions outlined in the CTMP. Interventions may be required and this will include suspensions of parking bays to provide passing places and protected pedestrian/cycle routes Final details will be confirmed when the final DTMP is issued. These interventions will be required during deliveries by low loaders and large mobile cranes over the demolition and DOB works programme. 26 P a g e

28 We anticipate that the peak period will be Qtr to Qtr , where on average we may have a 1-week block suspension of up to 5 to 6 parking bays, on a 4-week rotation during this period. (note: these suspensions will be returned at the end of a working day, i.e. 4.30pm). 31 Q25. Do you intend to apply for a licence to use the public highway for construction activity or for the storage of materials and will this include the diversion of an existing footpath? Use of highway for storage or welfare facilities is at the discretion of the Council and is generally not permitted. If you propose such use you must supply full justification, setting out why it is impossible to allocate space on-site. We prefer not to close footways but if this is unavoidable, you should submit a scaled plan of the proposed diversion route showing key dimensions. Please provide details of all safety signage, barriers and accessibility measures such as ramps and lighting etc. No. All materials and plant are to be stored within the site boundary or on sections of completed DOB in accordance with the agreed work package plans/method statements with Tfl/NWR. Q26. Do you propose to install a traffic diversion during the construction period? If so, you should submit detailed dated and numbered plans showing the impact on the surrounding highway network including the extent of the closure; the proposed diversion route for vehicular traffic and pedestrians; traffic management; the affected waiting/loading restrictions; affected parking facilities; emergency services access; public transport; refuse collection; deliveries; local businesses; etc. Temporary Traffic Management Orders and consultation will require an 8-week lead-in time. Road closures will require Councillor involvement and may need public consultation. To provide improved timings of deliveries it is proposed to suspend the pay on street parking along Victoria Road, adjacent to One Kensington Gardens, to provide a temporary holding area for up to two large construction vehicles accessing the site. It is proposed Victoria Road in this location will be temporarily reconfigured to be one way southbound with Prince of Wales Terrace being configured to be one way northbound to enable exit for local and construction traffic. Once in the holding area vehicles will be stored for a short period until an unopposed access to the site is possible. Vehicles will be held until vehicles exiting the site have cleared the route along Victoria Road. Drawings HA-SK01; SK02 and SK03 (reference Appendix B) indicates how the proposed layout and signing that will be implemented and proposed tracking plan. Q27. Please confirm whether a temporary crossover licence is required to enable construction vehicles to enter the site? The Borough s footways are not engineered to take heavy loading from construction vehicles. A temporary crossover licence must be obtained where either a new crossover is required for a temporary period for construction access or where construction vehicles are to cross the footway using an existing crossover. Under such a licence a suitable crossover can be provided for a temporary period after which the footway will be reinstated in traditional paving material by the Council at the expense of the licence holder. No temporary crossover licences are required during the development works. Q28. Do you intend to erect scaffolding on, over or adjacent to the public highway? If so we will require full details and you will need to apply for a licence if it is on or over the public highway. All obstructions and diversions on the public highway must be provided with temporary signage complying with Chapter 8 of the Traffic Signs Manual and/or the Code of Practice for Safety at Streetworks and Roadworks. Signage must be regularly inspected and maintained. TfL issues scaffold licences for developments adjacent to the TLRN. 30 P a g e

32 No. All scaffolding and plant are to be stored within the site boundary, including all planned works on the deck overbuild, or site hoarded compounds trackside, in accordance with the agreed work package plans/ method statements with Tfl/NWR. GENERAL MANAGEMENT ISSUES Q29. Please confirm that you will make all reasonable efforts and always when specifically directed by the Council to coordinate the scheduling of construction traffic movement with other nearby developments and those on the construction traffic routes specified above. Please identify relevant development sites with which you will coordinate. When more than one development is occurring on a narrow street or on cul de sacs where access is constrained, deliveries to development sites must be coordinated so as to maintain access at all times and minimise disruption. We confirm that all reasonable efforts will be made and always when specifically directed by the Council, to coordinate the scheduling of construction traffic movement with other nearby developments and those on the construction traffic routes specified within the draft DTMP. The Main Works contractor will ensure wheel cleaning equipment as necessary to be utilised on this project, with this equipment stored on site and the use of which will be controlled by the gate operative and / or by the Site Logistics Manager (or equivalent). Additionally, contractors will use road sweeping vehicles to carry out cleaning along the defined access routes no less than twice daily, the frequency being reflective of the vehicle numbers, to ensure that material originating from the site is not deposited and let on the highway. The construction arrangements propose to use South End for access, but other users would be able to use the route (there being no proposals to permanently block or close it off for such users). There is one other planned development in the vicinity of Heythrop, this being: 19 South End (Current status: not started). Construction works at Young Street are anticipated to be complete by the start of the redevelopment at Heythrop. The project team met with the owner of 19 South End and have discussed the construction logistics proposals for Heythrop. It is understood that their main works are currently programmed to be completed by the time we start on site, but we will liaise with them closely, to integrate construction logistics at 19 South End, with Heythrop over this period. 31 P a g e

36 Guidance notes A Draft Construction Traffic Management Plan (CTMP) must be submitted with all planning applications for subterranean development or other developments, including major schemes, likely to generate significant volumes of construction traffic. The Council s Planning Advice Service can be used to inform the preparation of a Draft CTMP. Details of the service are available here. Liaison with neighbours is also vital when developing a Draft CTMP in order to address potential traffic and access issues at an early stage. The Draft CTMP will be subject to public scrutiny through the planning application process. All comments received in respect of the Draft CTMP must be duly considered and addressed within the text of the Full CTMP to be prepared by the lead contractor pursuant to a planning condition prior to implementation. To implement the planning permission without discharging this condition could result in enforcement action being taken by the Council. The application form to discharge the condition can be found here. The application is made to the Department of Planning and Borough Development who consult the Council s Transport team. The condition will need to be formally discharged by the Department of Planning and Borough Development before any licences for temporary structures on the highway and parking suspensions will be granted. You should be aware that developments that are on or adjacent to the Transport for London Road Network (red route) will require additional liaison with Transport for London (TfL) and some licences (such as scaffold licences) will be issued through TfL.
