3 Polytechnic of Rijeka, Specialist Graduate Professional Study of Transport, Program of Study, INTRODUCTION Since the academic year 2001/2002 three-year professional studies of Road Transport, Rail Transport and Postal Services have been carried out at the Traffic Department of the Polytechnic of Rijeka. Both economic entities and students all over the County of Primorje and Gorski Kotar, the County of Lika and Senj, the County of Istria and the other counties, have shown a great interest in the above mentioned professional studies. After the evaluation procedure, the programmes of these studies obtained assessment to be founded and performed. In the course of evaluation of the Polytechnic of Rijeka by the Accrediting Commission of the Ministry of Science, a required quality and efficiency of teaching, scientific and professional work was established. On the basis of this evaluation, the Ministry of Science, Education and Sports issued Accreditation confirming that the Professional Studies of Road Transport, Rail Transport and Services were at the required level. Bearing in mind the basic tasks and flexibility of two/three year professional studies as well as the need for continuous raising of the qualification level of the young experts in the field of transport, the need is being strongly felt to introduce the Specialist Graduate Professional Study of Road Transport, Rail Transport and Postal Services at the Polytechnic of Rijeka, within the Transport Department. The need for personnel specialized in road transport, rail transport and postal services derives from the necessity to introduce modern transport technologies and apply them successfully. It also derives from the strategic orientation of the Republic of Croatia: functioning and development of transport and transportation logistics should be based on the corresponding world level, which is indispensable for the Republic of Croatia in order to become a part of international course of events and integrations. Such specialists are also indispensable if the Republic of Croatia wants to exploit the comparative advantages of its geo-transport position. If to the transport development courses in the Republic of Croatia we add the economy and transport development plans in the County of Primorje and Gorski Kotar, the County of Istria and the County of Lika and Senj, the need for highly educated people and specialists in the particular branches of transport is substantial and entirely proper, since the existing personnel graduated from secondary schools of transport and four-year transport colleges does not entirely meet the needs of modern transport systems and processes successful functioning.

4 Polytechnic of Rijeka, Specialist Graduate Professional Study of Transport, Program of Study, Both present and future need for and interest in transport specialists, particularly road transport, rail transport and postal services specialists, result from the present status quo of needs for the transport personnel as well as from the transport development strategy of the Republic of Croatia. The modern transport technologies and transport logistics present the basics of successful functioning of transport system and deserve to be paid special attention and continuous studying. Constant changes and development of new transport technologies as well as transport safety require highly qualified personnel capable to follow efficiently the functioning and development of transport systems and processes which are based on the scientific facts and skills based upon these facts. The implementation of the Specialist Graduate Professional Studies of Transport is a logical superstructure of the existing three-year undergraduate professional programmes of studies performed at the Polytechnics of Rijeka. The proposed programme of the Specialist Graduate Professional Study with the courses of Road Transport, Rail Transport and Postal Services follows the requirements of the transport economy and the development of similar studies at the foreign institutions of higher education throughout the European Union. The Programme of Study is comparable and equivalent to the following curricula: 1. Techniche Universitat Dresden study of transport technology 2. Technische Fachhochschule Wildau, University of Applied Sciences, Wildau Various enterprises and have shown interest in the Specialist Graduate Professional Study of Transport so the Polytecnic of Rijeka has signed the agreements on long-term cooperation with them: - Rijeka promet d.o.o., Rijeka - Lučka uprava Rijeka - Luka Rijeka d.d. - HŽ Hrvatske željeznice d.o.o., Zagreb - Hrvatska pošta d.d., Središte pošta Rijeka - Ceste Rijeka d.o.o. - KD Autotrolej d.o.o., Rijeka - Autotrans d.d., Rijeka In accordance with the Bologna Process, the programme of the study is open and adapted to the students mobility, to their free movement, to easy approach to facilities indispensable for studying and learning. The teachers and researchers mobility is free as well. The programmes of study are comparable to the similar foreign ones and they are

A solution to very complex transport problems, particularly road transport, rail transport and postal services problems deserves to be paid a considerable attention, and it is not possible to find it without the adequate education of specialists in the field of transport. Recently, the transport personnel has been the major resource of providing transport services i.e. the most important factor in running a business and in development of transport enterprises alike. Transport experts and transport specialist are of fundamental importance in all the stages of providing of the transport services because they both directly and indirectly influence the level of completion of all the transport affairs. It is exactly the Specialist Graduate Professional Studies of Transport with the courses of Road Transport, Rail Transport and Postal Services those that in the transport system have the principal aim to train professionally, educate theoretically and develop potentials in a certain number of specialists educated for running the transport economy, in order to achieve optimal technical-technological and economic effects taking care of a high-grade environment protection. The modern transport technologies and the organization of transport represent a very complex field and as such they call for permanent professional and specialist training of transport experts. The basic principles of transport and logistics, such as: speed, safety, economy, right time and right place, demand that institutions of higher education offer new programmes in the field of transport in order to create professionals and specialists capable to cope with the requirements of time and new transport technologies. The principal aim of the professional graduate study is to train professionally and educate theoretically the engineers-specialists. Therefore, during the course of studies, the students should master the most important elements of transport system, particularly the phases of road, rail and postal processes.

6 Polytechnic of Rijeka, Specialist Graduate Professional Study of Transport, Program of Study, GENERAL INFORMATION 2.1 Full Name of the Course of Study The title of the study is: Specialist Graduate Professional Study of Transport with the following areas of specialist: Road Transport, Rail Transport and Postal Services. 2.2 The Institution Accredited to Perform this Course of Study The Polytechnic of Rijeka performs the Specialist Graduate Professional Study of Transport. The study is carried out within the Transport Department of the Polytechnic of Rijeka. 2.3 Length of the Study The Specialist Graduate Professional Study of Transport with the courses of Road Transport, Rail Transport and Postal Services is organized and performed as full-time and part-time study. The study lasts four semesters. Lectures are held during three semesters, the first and the second semester being identical for all the three courses, while the third semester is specialized for a particular course. The fourth semester is reserved for a specialist professional internship and application for a specialist graduation thesis. During the studies the students are granted 120 ECTS credits. 2.4 Admission Requirements General admission requirements into specialist graduate professional study are regulated by the Law on Scientific Activities and Higher Education and by the Regulations of the Polytechnic of Rijeka. Those wishing to apply for enrolment into the Specialist Graduate Professional Study of Transport must have completed an adequate three-year professional study or an undergraduate university study; they must meet the terms of competitive enrolment in the first year of specialist study published in the press. 2.5 Profession Description Specialist Graduate Professional Study of Transport will be carried out at the Transport Department of the Polytechnic of Rijeka, at 58 Vukovarska Street in Rijeka.

7 Polytechnic of Rijeka, Specialist Graduate Professional Study of Transport, Program of Study, Specialist Study the course of Road Transport educates and qualifies students to work as: - urban, interurban and international transport official - motor fleet official - transport safety official and organizer - combined transport, multimodal transport and forwarding official - driving teacher-instructor and road transport inspector - in-house transport, storage and terminals official - official of town garages and parking lots traffic at rest - project manager Specialist Study the course of Rail Transport educates and qualifies students to work as: - main train dispatcher - railway carriage-office chief - railway station assistant chief and chief and perform tasks of: - exploitation in railway transport - multimodal transport organization Specialist Study the course of Postal Services educates and qualifies students to work as: - post office head - post area head - program manager - project manager - self-reliant technologist - senior technologist. 2.6 Professional Title and Degree On completing the studies, the students of Specialist Graduate Professional study of Transport, courses of Road Transport, Rail Transport and Postal Services are awarded the professional title of: Road Transport Specialist Railway Transport Specialist Postal Services Specialist The professional titles will be coordinated with the Law on Professional Titles after its enactment.

Knowledge bases. Computer networks and products. Internet. E-business running. Information support: to processes and transport. Forwarding and agency business. Computer planning methods in transport. Role of information technology and communications in transport and logistic flows. Computer managed warehouse-transport centers. Basic processes in transport depending on the type of transport. Intelligent transport systems (ITS). European and global designs in ITS programming. ITS navigational devices (satellite positioning, robot devices). Bravo business-information system in transport. Laws, regulations (conventions), institutions (organizations), participation of the public and other entities in process of designing and application of plans and other important documents: levels of local districts, regions, state, international levels particularly the European Union. Elaboration of particular chapters, i. e. thematic fields regarding transport and sustainable development and space: transport infrastructure, i.e. designing of traffic networks, - instruments of policy of development and planning of traffic and space, taking into consideration the principles of a sustainable development, - examples of evaluation of the influence of traffic and transport infrastructure on the environment, - sustainable development indicators system, -application of multicriteria analysis, Delphy and other methods Introduce students to essential aspects of very complex interacting among transport infrastructure, space and influence on the environment; develop in them the capability to assess as objectively as possible various standpoints and arguments in the integral decision making process, in accordance with sustainable development principles. Plan draw-up process: assignment of operational and transport document processing staff, and transport itinerary planning. Plan evaluation: functional and economical. Project planning: project evaluation, project plan risks and uncertainty, transport project evaluation cases. Simulation and simulation models: simulation model possibilities and limitations, simulation by the random number table, simulation model, data organizing, simulation statistics-related fundaments. Simulation languages: features, GPSS, SIMSCRIPT, and SLAM. Queuing and service rendering simulation: arrival distribution, service rendering process, analytical approach to queing theory, simulation approach to queing theory. Simulation in transport: motorway pay toll model, bus departure and arrival model, urban public bus transport model, urban traffic flow simulation, port-transport system model and economic indicators. Familiarization with planning and programming basic features and their implementation in the transport system. Business plan and programme draw-up, natural and financial indicator estimate by the project. Mathematical models and optimizing methods: introduction, basic phases in mathematical modeling, models building, motivation problems. Theory of graphs: introduction and basic terms, matrices in theory of graphs, application of theory of graphs on some traffic regulating problems. Transport network: definition and basic terms, transport problem in the network, network simplex method, maximum flow through transport network, problem of the shortest way, optimization on the network.
