2 Road haulage is key to the UK economy three quarters of all freight is moved by road. Safe and efficient transport should be at the heart of every business. Most companies, whatever their size and whatever sector they're operating in, will send and receive goods by road. Delays and disruption to the transport chain benefit no one.

3 Problems on the road network often started in a workplace

4 Most people don t go to work to deliberately make mistakes or do something wrong Accidents tend to happen as the end result of a chain of events. The start of this chain is usually something minor Everyone in the transport chain has a part to play in making sure the operation is carried out safely

10 Responsibility The consignor is whoever has put the load onto the vehicle (usually a company) It does not matter whether the consignor, operator, or someone else has then secured the load, but there must be an agreed plan The consignor is usually considered to be the primary dutyholder

11 Road Traffic Act 40A Using vehicle in dangerous condition etc. A person is guilty of an offence if he uses, or causes or permits another to use, a motor vehicle or trailer on a road when (a) the condition of the motor vehicle or trailer, or of its accessories or equipment, or... (d) the weight, position or distribution of its load, or the manner in which it is secured, is such that the use of the motor vehicle or trailer involves a danger of injury to any person.

12 The Health & Safety at Work Act S2 - It shall be the duty of every employer to ensure, so far as is reasonably practicable, the health, safety and welfare at work of all his employees. This means that employers have to plan and manage the way their company operates to make sure their employees are safe.

13 S3 - It shall be the duty of every employer and the self-employed to conduct his undertaking in such a way as to ensure, so far as is reasonably practicable, that persons not in his employment who may be affected thereby are not thereby exposed to risks to their health or safety. This means that employers have to plan and manage the way their company operates to make sure that anyone else who comes into contact with them is kept safe. This could mean: Drivers they don t employ Members of the public Unloading staff at the load destination

14 S7 - It shall be the duty of every employee while at work (a)to take reasonable care for the health and safety of himself and of other persons who may be affected by his acts or omissions at work; and (b)as regards any duty or requirement imposed on his employer or any other person by or under any of the relevant statutory provisions, to co-operate with him so far as is necessary to enable that duty or requirement to be performed or complied with. This means that drivers and loaders should follow their company procedures, including using safety equipment provided.

15 Common factors in incidents No or inadequate risk assessment Poor or non-existent communication in the transport chain Poor loading No or inadequate load securing Lack of edge protection and/or suitable access Dutyholders not aware of requirements Use of unsuitable or defective equipment Time pressures These are all basic issues but it means that even small improvements can significantly improve safety

16 We expect dutyholders to have: Assessed the risks of their activities Provided appropriate equipment and training to control the risks Provided information so that drivers can be sure their load is safe

17 Load securing is very straightforward: Anything that is transported on or in a vehicle must be secured so it doesn t move relative to the vehicle whenever the vehicle changes speed or direction. HSL: HSE s Health and Safety Laboratory Crown Copyright, HSE 2016

18 Securing a load for transport is normally achieved through a combination of: The vehicle structure Stanchions, bulkheads, fold-up sides Blocking, dunnage, chocks, cradles Lashings (webbing, chain) & equivalent Friction matting This is called the load securing system

19 The load securing system must be capable of restraining a force equivalent to the: Entire weight of the load forward Half the weight of the load to the side Half the weight of the load to the rear This is a minimum standard for normal driving on the road.
