1 Promotion of the Albanian Strategy for Service Development of NMHS Tirana, Albania, 17 October 2016 Regional Stakeholders Workshop to Implement the World Meteorological Organization Strategy for Service Delivery for National Meteorological and Hydrological Services in South-East Europe Tirana, Albania, October 2016 INFORMATION NOTE On local arrangements for participants Meeting background WMO published the WMO Strategy for Service Delivery (WMO-No. 1129) to guide the National Meteorological and Hydrological Services (NMHSs) in the development and improvement of their capabilities in serving the user communities including the public. As part of implementing the Strategy, the Public Weather Services (PWS) Programme, which led the preparation of the Strategy, has run a number of in-country training workshop for the staff of NMHSs. In order to introduce the Strategy and its Implementation to a wider number of Members in South East Europe, a Regional Stakeholder s Workshop is being planned in cooperation with the Regional Office for Europe with selected participants from Albania, Bosnia & Herzegovina, Bulgaria, Croatia, Kosovo (UNSCR1244), The former Yugoslav Republic of Macedonia, Moldova, Montenegro, Romania, Serbia and Slovenia. The workshop will allow the staff from those NMHSs to conduct a self-assessment and determine the current level of service deliver. They can then decide on the next higher level of service delivery they would like to be at and look at resources required to get there. The end result will be an Action Plan prepared with the help of the experts, who will be part of the WMO team, to guide the development of Service Delivery.

2 Meeting venue On the kind invitation of the Government of Albania, and with the support of the World Meteorological Organization and the World Bank Group/Global Facility for Disaster Reduction and Recovery, the above specified events will be held in: Tirana International Hotel Scanderbeg Square Nr.8, (City Centre) Tirana, Albania The meeting rooms: Promotion of the Albanian Strategy for Service Development of NMHS, planned for 17 October 2016 will be done in the Consortium meeting room, located on the I st Floor of the Hotel. The Regional Stakeholders Workshop to Implement the WMO Strategy for Service Delivery for NMHSs in SEE, planned for October 2016 will be conducted in the Teuta Meeting room, located on the same floor. Wi-Fi availability The Hotel will provide Wi Fi facility with a password protected access according to the meeting room. Requirements to participants All participants are invited to deliver presentations. The Albanian stakeholders are encouraged to recall the outputs of the Workshop on Service Delivery, held in 2015 in Albania, in order to facilitate further discussions. Participants, who are coming from NMHSs only, are invited to prepare in advance by consulting their national stakeholders and including in the presentations the stakeholders positions and views, in particular on the following: 1) how the sector is impacted by the weather; 2) how they get information and services from NMHSs, and 3) what improvements in NMHSs services they require. In addition, the participating NMHSs are invited to prepare a list of the most important stakeholders in their respective countries and list the requirements from each stakeholder (to be prepared in advance in consultation with their national stakeholders). The delegations representing both NMHSs and stakeholders, should allow the stakeholders to answer these questions. In this connection, NMHSs are kindly requested to contact the stakeholder coming to the meeting and make sure these questions are posed to them. With the view to facilitate the Workshop discussion and practical session, the participating NMHSs are kindly requested to get familiar with the WMO Strategy for Service Delivery ( to carry out a selfassessment and to provide WMO with the results of the self-assessment in advance. A template is attached.

3 Transportation The Tirana International Hotel is 20 km from the Tirana International Airport. By taxi, it is reachable in 20 minutes and a one way transfer will costs you 14 euro. By public transport, a shuttle bus is available to transfer you from the Tirana International Airport to the city centre and back. It goes every 60 minutes until 19:00 and one way takes minutes that will cost you 5 euro. Accommodation Tirana International Hotel, located on the above listed address, has been preliminary reserved to accommodate all participants. A single Bed & Breakfast room costs 82 euro per night. The hotel check in time is: 14:00 and the hotel check out: 12:00. Your room reservation will be confirmed, by including your name in the hotel rooming list, upon the receipt by the WMO Secretariat of your Registration Form and upon the availability of your travel details. Travel, accommodation, meals and qualified incidentals for the selected participants from Bosnia & Herzegovina, Bulgaria, Croatia, Kosovo (UNSCR1244), The former Yugoslav Republic of Macedonia, Republic of Moldova, Montenegro, Romania, Serbia and Slovenia will be directly covered by the World Bank (WB). WB will make all the necessary administrative arrangements in this regard. The magazine Tirana In your pocket with all the points of interest in Tirana, will be made available upon arrival. Electricity The Type of power sockets is of European model, type F as on the picture below: Currency in Albania is Albanian Lek (ALL). Euro is the most used currency in Albania but the payment in the restaurants and bars is in the local currency. Currency exchange is 1EUR=140 ALL, 1USD=105ALL. Currency exchange may change during the period of the activity.

4 The Emergency number in Albania: Due to the Single Call Handling Platform and the Unified Interconnected Dispatch System there is only one emergency number to remember: 112 for Ambulance, Fire emergency, and/or Police. Calls to the emergency number are free.
