2 HELCOM MARITIME MEETING Meeting of HELCOM Maritime took place in Klaipėda on November It was agreed on the initiative for designating a NOx emission control area (NECA) in the Baltic Sea in parallel with the North Sea from the 1 January The Meeting also agreed that: a synchronized submission and process for the Baltic and North Sea NECA applications is strongly recommended; a meeting between the North Sea and Baltic Sea countries during spring 2016 to discuss the elements of Tier III technology, experiences within the North American ECAs and the NECA applications could be considered; decisions on how to proceed with the NECA issue agreed by the Meeting to be taken by the HELCOM HOD/Helsinki Commission meetings.

3 Lithuanian Shipping Company Files for Bankruptcy LSC has been piling up losses since In November 2015 the company filed for bankruptcy for the second time. All five vessels were auctioned and sold by the company s bankruptcy administrator. Difficult financial position has had adverse effect on company safety performance 2 detentions in 2014, 4 in LMSA had limited ability of to involve since LSC was a stateowned company (56% of company shares owned by state). About 250 jobs lost.

4 EC/EMSA INSPECTION EMSA visited Lithuania on 7-10 March 2016 to check the implementation and enforcement of Directive 2009/18/EC (establishing the fundamental principles governing the investigations of accidents in the maritime transport sector). Inspection did not go particularly well a number of observations (9) and findings (10) were recorded. Main findings: Insuficient independency and impartiality of Investigative Body (IB); Qualification of investigators; Investigations have not been launched in all cases of very serious casualties; Not all investigations in conformity with Common Methodology; System of sanctions.

5 CHANGES IN ORGANIZATIONAL STRUCTURE OF THE ADMINISTRATION From the 21 st of March 2016 Director of Administration is assisted by two deputies: Mindaugas Česnauskis Coordinates activities of Vessel Traffic Monitoring Division Business Entities' Activity Supervision Division Hydrography and Aids to Navigation Division As Head of Shipping Standards division he was replaced by Paulius Juozapavičius Linas Kasparavičius Coordinates activities of Maritime Safety Division Ships' Registration Division Training and Certification Division Recreational Navigation Division As Head of Maritime Safety division he was replaced by Rimvydas Jakštas

6 Possible changes to the Law on Maritime Safety LMSA proposed to initiate amendments to the Law on Maritime Safety. Main objectives: Open up lighthouses to the general public (possibly for a small fee). Introduce navigation dues for use of navigational infrastructure installed on public waterways, as well as for information services provided by LMSA to ensure maritime safety. Set revenues to partially cover funding of navigational / hydrographic infrastructure / equipment.

7 Implementation of SOLAS requirements for Verified Gross Mass of Packed Containers Coordination of the implementation of SOLAS amendments on VGM in Lithuania. Main actions on this: two meetings on the subject with stakeholders last year and early this year to discuss challenges lying ahead, more specifically need for documental evidence (weighing certificate); suitable weighting equipment; sitautions where VGM is missing or actual weight clearly differs from declared VGM; need of introduction of changes to Port Community System (PCS) related to VGM.

8 Implementation of SOLAS requirements for Verified Gross Mass of Packed Containers (2) Klaipėda Port regulations approved by the Minister of Transport and Communications have been amended: port terminals now have legal obligation to refuse to load containers with missing VGM information aboard ships. Order of the Director of LMSA covering weighing methods and tolerable weighing error, recognition of VGM established abroad, etc. has been adopted. Changes to Port Community System (KIPIS) have been made allowing: forwarders (on behalf of shipper) to declare VGM s to container terminals, to sort containers with or without VGM s at gates, to restrict of loading containers without VGM s on board of ships.

9 PLANS TO UPGRADE HYDROGRAPHIC EQUIPMENT 2 nd attempt to join FAMOS (Finalizing Surveys for the Baltic Motorways of the Sea) project using CEF facility transport funding was successful. The FAMOS project aims at improving safety of navigation in the Baltic Sea by increasing hydrographic survey efficiency. The FAMOS is planned to cover the period from 2014 to 2020, and is to be implemented in three phases: FAMOS Freja , FAMOS Odin , and FAMOS Thor Together with partners from Baltic region LMSA participates in the 2 nd phase ( ) of the project (FAMOS Odin). The total budget/financing of FAMOS Odin is 11 M EUR. LMSA intends to update existing hydrographic, cartographic and geodetic equipment, and partially offset the costs incurred in connection with the hydrographic measurement of major shipping lanes.

11 SHIPPING REGULATIONS 2016 Includes overview of shipping conditions in Lithuania seaports, in Būtingė oil terminal and in shared waterways in the Baltic Sea. Also a concise information about Klaipėda and Šventoji seaports harbour waters, Būtingė oil terminal waters is provided. For the first time this edition includes information about environmentally sensitive sea areas (ESSA). Lithuania established two such areas last year: Biosphere polygon of Sambija plateau and Biosphere polygon of Klaipėda- Ventspils plateau.
