Bose, Secretary Re: Quarterly Recomputation of Fuel and Lost and Unaccounted-for Percentages, Wyoming Interstate Company, L.L.C.; Docket No. RP19- Commissioners: Wyoming Interstate Company, L.L.C. ("WIC") tenders for filing and acceptance by the Federal Energy Regulatory Commission ("Commission"), Version 39 of Part II: Statement of Rates, Section 2 Fuel and L&U Rates to its FERC Gas Tariff, Third Revised Volume No. 2 ("Tariff"). Proposed to become effective on December 1, 2018, the tendered tariff record revises the fuel and lost and unaccounted-for charges applicable to transportation service on WIC's system. Background Section 13 of the General Terms and Conditions ("GT&C") in WIC's Tariff states that the Fuel, Lost and Unaccounted-for-Gas ("FL&U") Percentage(s) shall be recomputed every three months. In addition, Section 13.2 of the GT&C provides that WIC must file with the Commission supporting documentation for each quarterly recomputation of FL&U percentage(s). The FL&U reimbursement percentages contained herein are comprised of two components: 1) a projected FL&U requirement percentage and 2) an FL&U requirement adjustment, or true-up reimbursement, percentage reflecting the over- or under-recovery of quantities during previous data collection periods. The Projected FL&U Requirement percentages are determined based on a combination of historical and forecasted throughput volumes, Lost and Unaccounted-for-Gas ( L&U ) requirements, and fuel burned. To the extent actual FL&U quantities are more or less than the reimbursement percentages in effect at the time, WIC returns or recoups such quantities in the next period through a volumetric true-up reimbursement percentage or the FL&U Requirement Adjustment. This true-up mechanism keeps WIC and its shippers volumetrically neutral for FL&U.

WIC is proposing revisions to update its FL&U percentages as described in the tables below. 3 Federal Energy Regulatory Commission 3 October 31, 2018 Projected Fuel Requirement and Fuel Requirement Adjustment The fuel reimbursement rates proposed herein seek to recover fuel and other fuel gas consumption that will occur during the three-month period these rates will be in effect beginning December 1, WIC has forecasted the expected throughput and fuel burn for only the months these rates will be in effect. The support for the FL&U retention percentages for the Mainline System, Powder River, Medicine Bow, Piceance and Kanda Lateral systems, as shown above, is detailed in Appendices A through G included herewith. Mainline The total fuel retention percentage for the Mainline System decreases to 0.00% from the last quarterly FL&U filing (Docket No. RP ) total retention percentage of 0.33%. See Table A. The projected fuel requirement percentage is unchanged from the currently effective rate of 0.40%, because the forecasted fuel consumption and the expected throughput have both decreased in the same proportion for the time these rates will be in effect. The fuel requirement adjustment will change to a negative 0.40% from a negative 0.07% due to over-collected volumes from the rates established in Docket No. RP In addition and as further described below, the fuel requirement adjustment has been further reduced, or offset, by 135,000 Dth of over-collected L&U volumes. 1 Appendix A, Schedule 2, and the L&U Requirement Adjustment section of this transmittal letter provide more details on the over-collected L&U volumes. These adjustments result in a 0.00% total fuel retention percentage for the Mainline System. Powder River Lateral The total fuel retention percentage for the Powder River Lateral is set at 0.00%. From September 2017 to August 2018, the Powder River Lateral did not have any throughput. 2 In past filings, WIC assigned a portion of the Cheyenne Station fuel to the Powder River Lateral fuel rate based on the required horsepower increase associated with the Powder River Lateral expansion (see Docket No. CP , et al.). However, since no quantities have been transported on the Powder River Lateral during the recent past and none is expected during the time these percentages are in effect, fuel burned at the Cheyenne Station 3 should not be allocated to transport on the Powder River Lateral. Therefore, consistent with previous FL&U filings, WIC is proposing a projected fuel requirement of 0.00%, as well as a fuel requirement adjustment of 0.00%, for a total fuel retention percentage of 0.00%. 1 See GT&C Section 13.3 of WIC s Tariff. 2 See Appendix C, Schedule 1, line 3, columns (b) through (m) of this filing for throughput on the Powder River Lateral. 3 Appendix G, Schedule 1 shows no allocation from September 2017 to August 2018.

4 Federal Energy Regulatory Commission 4 October 31, 2018 Medicine Bow Lateral The total fuel retention percentage for the Medicine Bow Lateral will decrease to 0.27% from 0.43%. The projected fuel requirement percentage is unchanged from the currently effective rate of 0.43%, because the forecasted fuel consumption and the expected throughput have both decreased marginally in the same proportion for the time these rates will be in effect. The fuel requirement adjustment is decreasing to a negative 0.16% from 0.00% due primarily to being reduced or offset by 53,600 Dth of over-collected L&U volumes, as explained below. Appendix A, Schedule 2, and the L&U Requirement Adjustment section of this transmittal letter provide more details on the over-collected L&U volumes and the netting of these volumes against the fuel collected. This results in a total fuel retention percentage of 0.27%. Piceance Lateral The proposed total fuel retention percentage for the Piceance Lateral is 0.16% which is significantly lower than the total fuel retention percentage of 0.70% currently in effect. The projected fuel requirement percentage is unchanged from the currently effective rate of 0.41%, because the forecasted fuel consumption and the expected throughput have both increased in the same proportion for the time these rates will be in effect. The fuel requirement adjustment percentage decreases substantially to a negative 0.25% from a positive 0.29%. Due to the recent fuel requirement adjustment percentages in place, WIC has recovered the significant under-collected fuel volumes from prior periods and is now slightly over-collected. This fuel requirement adjustment will return the over-collected volumes to Piceance shippers during the time these rates will be in effect. As a result, WIC is proposing a total fuel retention percentage of 0.16% for the Piceance Lateral. Kanda Lateral On the Kanda Lateral, the total fuel retention percentage for the Diamond Mountain Compressor Station is proposed to be 1.54% which is lower than the 1.80% total fuel retention percentage currently in effect. The projected fuel requirement percentage is proposed to remain at 1.40%. Although volumes assessed Kanda Lateral Diamond Mountain fuel have been negligible in recent months, it is uncertain when these volumes may increase and begin incurring fuel. If the throughput were to increase without an associated fuel percentage or a lower fuel percentage than what is currently in effect, WIC would significantly under-collect until the time new rates would go into effect. Therefore, WIC is forecasting fuel burn and throughput similar to historical usage on Kanda to cover potential fuel burn and prevent severe under-collection during the time these rates are in effect. The fuel requirement adjustment will decrease to 0.14% from 0.40%. This decrease is due to the fact that there are fewer under-collected

5 Federal Energy Regulatory Commission 5 October 31, 2018 volumes, from the rates established in Docket No. RP for WIC to collect by means of the fuel requirement adjustment percentage than there were in the previous filing that set the fuel requirement percentage to 0.40%. As a result of these adjustments, WIC is proposing a total fuel retention percentage of 1.54% for the Kanda Lateral. Off-System WIC notes that off-system FL&U quantities are not included for recovery through WIC s projected fuel reimbursement rate. As addressed in Section 4.5 of the GT&C of the Tariff, all WIC shippers using the off-system capacity held by WIC, on either a primary or secondary basis, are directly assessed the FL&U charged by the third party transportation provider to WIC. Projected L&U Requirement WIC proposes to use the prior twelve-month data period for L&U and L&Urelated throughput to establish the projected L&U requirement portion of the L&U retention rates. Since L&U is unpredictable, using a twelve-month data collection period generally normalizes any anomalies that may occur from time-to-time. The twelve-month data collection period used to project the current L&U requirement is from September 2017 through August The projected L&U requirements for the Mainline and each of the laterals have remained the same or decreased slightly. The decreases were due to lower L&U experience included in the twelve-month data collection period. These retention percentages are detailed in Table A above. L&U Requirement Adjustment WIC is proposing to maintain, or increase slightly, the L&U requirement adjustments on the Mainline and each of the laterals, compared to the previous FL&U filing. See Table A for a complete listing of L&U Requirement Adjustment percentages. Consistent with the tariff, 4 135,000 Dth and 53,600 Dth of over-collected L&U volumes will be applied to the fuel volumes on the Mainline and Medicine Bow Systems, respectively. This results in lower Total Proposed Fuel and Total Proposed L&U reimbursement percentages of 0.00% for both systems. Even after applying the 135,000 Dth of over-collected L&U volumes on the Mainline, an over-retained amount of 34,500 Dth of L&U remains to be deferred to future filings. Additionally, 2,780 Dth of over-collected L&U volumes on the Kanda Other Pipeline system will be deferred to a future filing because the reimbursement percentage would otherwise impermissibly be less than zero. 4 See GT&C Section 13.3.

6 Federal Energy Regulatory Commission 6 October 31, 2018 Procedural Matters Inasmuch as this filing is fully described herein, the statement of the nature, the reasons and the basis for the instant tariff filing required by 18 C.F.R (a)(6) (2018) of the Commission's regulations is omitted. In accordance with the applicable provisions of Part 154 of the Commission's regulations, 5 WIC is submitting an etariff XML filing package, which includes the following: a. a transmittal letter; b. the clean and related marked versions of the tariff record; and c. workpapers under Appendices A-G in PDF format. WIC respectfully requests the Commission accept the tendered tariff record for filing and permit it to become effective on December 1, 2018, which is not less than 30 days following the date of this filing. With respect to any tariff provisions the Commission allows to go into effect without change, WIC hereby moves to place the tendered tariff provisions into effect at the end of the suspension period, if any, specified by the Commission.
