3 5 Services 5.1 Introduction Chapter 5 describes the services in the order they are regulated in directive 2001/14/ EG. The services are divided up into the following categories: - Minimum package of access services (train path) The minimum package is the equivalent of the service train path. This service includes the right to use the capacity that has been allocated (tracks and points) in accordance with the definition of train path (see section ), traffic management, required information etc. - Track access services and access to adjoining facilities In this category access to track capacity is included over and above what is covered by the minimum package, for example sidings and train formation, and access to adjoining facilities in the form of loading areas, station buildings etc. - Additional services This category includes services such as train formation services which Trafikverket offer adjacent to access services above, for example for train formation, transport conditions for exceptional transports etc. - Extra services This category includes for example services such as extra information and access to GSM-R. The services provided by Trafikverket are described in the chapter along with the requirements and conditions required to make use of the services. Information regarding who has the right to apply for access services is found in section section describes capacity prerequisites while section 4.3 indicates how to apply for capacity. Charges for the services provided by Trafikverket are described in Chapter 6. The terms and conditions that apply for traffic operation are described in Chapter 2. Chapter 3 describes where the services can be found. All contact details can be found in annex 1.1. Application for capacity takes the form of an application for services as per sections 5.2 and 5.3. When railway vehicles are used for contracted works on the railway infrastructure which Trafikverket is in charge of, they are classed as work vehicles. There is no charge for these work vehicles, the use of which takes the form of engineering works or transportation of work vehicles. See section

4 5.1.1 Information about others who provide services Trafikverket offers other Swedish infrastructure managers to publish their network statement on Trafikverket s website. There is also an Industry Register on Trafikverket s website, where operators that supply railway-related services to railway undertakings and traffic organizers can publish contact details with links to their own websites. Trafikverket is not however responsible for information in other infrastructure manager s network statements or for the content of services offered by other operators. 5.2 Minimum package of access services Trafikverket offers minimum packages of access services in the form of the train path service, which is divided into the following options: - train path for passenger traffic - train path for freight traffic - train path for service trains The service train path includes the entire movement from one place to another, from the time when the vehicle movement starts at the station of departure to when the vehicle has stopped at the terminal station.. In the train path, or between train paths in a train assignment, a maximum of a one hour (60 minutes) stop per intermediate place together with traffic exchange is included. See figure 5.1, train path alternative A. If a stop longer than one hour is needed per location, an application is required for the service holding, see section For movements across a station border, or between areas within a station, an application is required for a train path. See figure 5.1, train path option B. Operations management with quality charges only include train paths between different stations. See Figure 5.1, train path option A. 5 5.2.1 Train path for a passenger service If the transportation task includes transport of passengers, the application shall relate to a train path for passenger traffic. Applications for a train path are dealt with according to the allocation process described in Chapter 4. A train path for passenger traffic includes access to: 1. The infrastructure that is allocated for the operation of the train This refers to the right to utilise allocated capacity in accordance with the conditions laid down in the annual timetable, track access agreement, permits and licences, as well as current regulations. However, the right to utilise the allocated capacity is subject to decisions by Trafikverket s traffic control centre and official bodies that limit, alter or suspend utilisation. Such decisions may, for instance, be caused by disruptions, and their purpose is always to achieve safe and efficient utilisation of the infrastructure. 2. Overhead electricity, catenary This refers to the right to use Trafikverket s catenary on electrified lines. 3. Traffic control This refers to the right to make use, via Trafikverket s traffic control and communication system, of the operational information that is necessary in order to use the train path. Traffic control includes traffic monitoring and train dispatching, including information about train movements. See also section and Trafikverket s traffic control on sidings involves providing information about which shunting movements and A-skydd (traffic operation under specific circumstances) is taking place. The railway undertaking that are operating at the location are responsible for the coordination of these movements. 4. Traffic information to railway undertakings or traffic organisers (GRUND) Traffic information, called GRUND, includes information for railway undertakings and traffic organisers from the establishment of a train path as well as during and after the use of the train path. Here information means (beyond point 3) all other information needed to conduct or operate the service for which capacity has been allocated. Trafikverket supplies traffic information to the railway undertaking or the traffic organisers through various channels such as , Internet or via direct access to Trafikverket s IT systems or by phoning. Trafikverket is not responsible for the equipment necessary for making use of the traffic information GRUND. More information about traffic information GRUND is found in annex 5.1, section 1. For information on the operational rules, see section 2.4. For details provided before a train s departure, see annex

Traffic information to passengers The information ensures that passengers and third parties receive the information necessary to be able to make their journey, regardless of which railway undertakings or traffic organisers they are travelling with. The information comprises loudspeaker announcements, permanent and dynamic signage within the station area and publication of information on the Trafikverket website and in mobile services. The web-based traffic information may also be available on the railway undertaking s or the traffic organiser s own websites. More information about traffic information for passengers is found in annex 5.1, section 2. In section 2.4, describes how the applicant's advertising order will be processed. 6. Platforms for the exchange of passengers or for minor service This refers to the right to use, within an allocated train path, platforms with their associated platform equipment for the exchange of passengers and for minor servicing Train path for a freight service Applications for a train path are dealt with according to the allocation process described in Chapter 4. A train path for freight services includes access to the services described in Section items Train path for a service train The service train path for service trains are intended for the movement of towing vehicles or for passenger vehicles that are not in service. This may be in order to move vehicles for turnaround purposes, to a departure station or from an arrival station, or to or from a holding site, servicing installation or workshop. Applications for a train path are dealt with according to the allocation process described in Chapter 4. A train path for a service train includes access to the services described in section items 1 to 4. If the traffic duty requires access to a platform, the service in section item 6 is also included. 5

7 5.3 Track access services and access to adjoining facilities Use of catenary The use of overhead electricity line service is included in Trafikverket s minimum access package. See section item Fuel depots Trafikverket does not have any fuel depots. For information about the location of fuel depots, refer to the network statements of other infrastructure managers, to railway undertakings that offer the service or to other operators who own depots or who supply fuel in some other way. See also section Stations for passengers, including buildings and other facilities (platforms) The stations for passengers service comprises both a track access service consisting of track capacity adjacent to platforms, partly a service for access to platforms and a further service in the form of access to public areas for passengers Track capacity at platform Trafikverket supplies track capacity at platform as a part of the service train path, or in the form of the service holding. See section Access to the platform The service includes both accesses to platforms for the exchange of passengers as well as special service platforms. For access in connection with the use of the train path for passenger services, or in special cases a train path for a service train, the service is included in the train path. See section item Access to station buildings and public areas for passengers Trafikverket does not provide station buildings or public areas for passenger exchange. Many of the station buildings used for passenger exchange are managed by Jernhusen AB. However, Trafikverket does manage a number of stops and halts with varying amounts of platform equipment, such as wind shelters and benches. For access in connection with the use of the train path for passenger services, the service is included in the train path. For information regarding access to station buildings, contact Jernhusen AB or other operators who own or manage station buildings, see also section

8 5.3.4 Freight terminals A freight terminal is a delimited area that is connected to the rail network and is intended for loading and unloading freight and load carriers, or transfer from rail to a different mode of transport. There are two types of freight terminals: central terminals and loading areas. At central terminals, such as ports and combined terminals, freight including any load carriers is given the possibility to change transport types. Loading areas are a simpler type of freight terminal, with an ancillary loading dock Access to tracks within a combined terminal Trafikverket manages tracks at a number of combined terminals were other operators provide ground space, facilities and services. For the application of track capacity for holding in connection with the loading and unloading on tracks to these terminals, see section Access to tracks within a loading area Trafikverket provides loading areas of a basic standard where it is possible to load or unload freight to and from the means of transportation on the railways. Generally speaking, they are available for any kind of freight, but there are certain restrictions regarding the area around the loading areas, relating for example to pollution/contaminants and littering. At some locations, there may be restrictions on noisy operations. The service Capacity for loading includes tracks and a limited amount of land adjacent to the tracks (approximately 8 meters, measured from the outside edge of the nearest rail) made available for loading and unloading with own handling resources. At certain loading areas a loading dock is also included. The storage of goods is not allowed, but suitable surfaces adjacent to the loading areas may in some cases be available for lease. Annex 3.1 shows the locations where the service is offered. The following applies when allocating capacity on the tracks where the service is provided: - Capacity must be tied to an inbound or outbound train number - The capacity is made available only for loading and unloading - Capacity is allocated for periods of up to 12 hours. When the area is provided, the railway undertaking/traffic organiser assigned the service must ensure that - there is no remaining freight in the loading area - the loading area is cleaned/brushed clear of any traces of handling - waste collected when the cleaning is done is removed from the loading area - walkways along the track are cleared from obstacles - the railway infrastructure may on occasion be inspected (for example the rails, sleepers, fastenings and joints), which means that the facility must be cleaned from rubbish. 7

9 If the loading area is found in an uncleaned condition, the subsequent user must provide the previous user a reasonable period of time to clean the loading area. Please contact Trafikverket if the loading area, despite this, is not properly cleaned. Trafikverket will then hire a contractor, and the one who has made the mess will have to pay for the cleanup operation. Trafikverket is responsible for clearing the snow from the tracks, switches and crossings. If the rail-mounted vehicles are used, the snow may be piled up on the part of the loading area that is closest to the track. The user of the service is responsible for removing the snow and for sanding the loading area, and in some cases also on the access roads to the loading area. Snow that has been removed must be placed in an area that is suitable for the purpose. Those using the service are obliged to participate in the coordination organised by Trafikverket (in accordance with the Occupational Safety and Health Act). Such coordination may also provide an opportunity to coordinate the contractors which the users of the service employ for example for the removal of snow. If the user causes damage or abnormal wear and tear on the facility (land area, rail infrastructure or access roads), compensation will have to be paid to Trafikverket in accordance with the Network Statement s general terms and conditions. The service Capacity for loading includes access to 1. the tracks allocated for the loading area This refers to the right to utilise allocated capacity for holding of stationary vehicles in accordance with the conditions laid down in the annual timetable, track access agreement, permits and licences, as well as current regulations. However, the right to utilise the allocated capacity may be subject to a decision taken by Trafikverket s traffic control centre and an authority that limits, amends or revokes utilisation. Such decisions may, for instance, be caused by disruptions, and their purpose is always to achieve safe and efficient utilisation of the infrastructure. 2. traffic information to railway undertakings or traffic organisers Information to the railway undertakings or traffic organisers from the time the capacity for the loading area has been allocated, during, and after the use of track capacity. Traffic information includes a) conditions for the use of the loading area b) any deviations from the established annual timetable c) traffic events, information regarding action (if any) to restore track and traffic, as well as forecasts relating to this. Traffic information is supplied to the railway undertaking or traffic organiser through different channels, see section 5.2. If capacity is only required for holding on the tracks where the service Capacity for loading is offered, it can be allocated conditionally if no applications for the service have been submitted. The conditional holding ceases if the service is requested and is allocated to another railway undertaking. If this is the case, the railway undertaking that has been allocated conditional capacity will, within a minimum of 14 days notice, be told to hold their vehicles in a different location. 8

10 Trafikverket also offers the service Holding (without a loading area), see sections For more information about loading areas and conditions for access, see annex Marshalling yards The service marshalling yards include access to tracks and facilities within the marshalling yards. Information regarding the marshalling yards and the tracks belonging to each facility is described in section 3.8. The service includes access to: 1. the tracks, switchgear and facilities specific to the marshalling yards that have been allocated at the marshalling yards This refers to the right to utilise allocated capacity in accordance with the conditions laid down in the annual timetable, track access agreement, permits and licences, as well as current regulations. At the marshalling yards where Trafikverket or a service provider that Trafikverket has approved supplies train formation services, restrictions may occur. However, the right to utilise the allocated capacity may be subject to a decision taken by Trafikverket s traffic control centre and an authority that limits, amends or revokes utilisation. Such decisions may, for instance, be caused by disruptions, and their purpose is always to achieve safe and efficient utilisation of the infrastructure. 2. catenary and external electricity (heating) where present This refers to the right to use Trafikverket s catenary at electrified marshalling yards. In addition, the right to use electricity via heating posts is included. 3. traffic control This refers to the right to make use, via Trafikverket s traffic control and communication system, where possible, of the operational information. Trafikverket s traffic control on sidings involves providing information about which shunting movements and A-skydd (traffic operation under specific circumstances) is taking place. The operators that are operating at the location are responsible for the coordination of these movements. 4. traffic information to railway undertakings or traffic organisers This relates to information to the railway undertakings or traffic organisers from the time that capacity at the marshalling yards has been allocated, during and after the utilisation of the capacity. Traffic information includes a. conditions for the utilisation of the tracks and facilities at the marshalling yard b. any deviations from the set annual timetable c. planned arrival and departure times d. traffic events, information regarding action (if any) to restore facilities, as well as forecasts for this. Traffic information is supplied to the railway undertaking or traffic organiser through different channels, see section

11 The marshalling yards are facilities that are built for a specific purpose: to separate (divide), sort and form trains. On the allocation of capacity, applications which may be connected to marshalling services will be valued greater than others (for example holding services), see section Capacity at marshalling yards is allocated following a dialogue with the applicant. For the utilisation of Trafikverket s marshalling facilities, there may be educational requirements. For more information, contact Trafikverket, see annex Track or track area for train formation The service track or track area for train formation is a track access service intended to be provided at stations where Trafikverket sees a need to plan vehicle movements in detail on tracks that do not belong to the marshalling yards; they are reported in section 3.8. The scope of the service is described below. The service consists of the right to carry out vehicle movements during a specific time period in the operation station (depot) area. The service is available only to those that also have, or applies for, the holding capacity and then only for vehicle movements on or between these tracks. See figure 5.2. Because Trafikverket currently lacks planning support making it possible to allocate capacity to the infrastructure in sufficient detail, the service is not provided during the Timetable for This means that the preparation of trains and the movement of vehicles can take place operationally by the railway undertaking, for example, by requesting the switching routes needed for the movement. In this way, movement can take place outside the signal that separates the tracks where capacity for holding has been allocated. 12 For the service train formation, which is a track access service, access to the following is included: 1. the tracks and switchgear required for the task This refers to the right to utilise capacity in accordance with the conditions laid down in the annual timetable, track access agreement, permits and licences, as well as current regulations. However, the right to utilise the allocated capacity may be subject to a decision taken by Trafikverket s traffic control centre and an authority that limits, amends or revokes utilisation. Such decisions may, for instance, be caused by disruptions, and their purpose is always to achieve safe and efficient utilisation of the infrastructure. 2. catenary where present This refers to the right to use Trafikverket s overhead electricity line at electrified stations. 3. traffic control This refers to the right to make use, via Trafikverket s traffic control and communication system, where possible, of the operational information. Trafikverket s traffic control on sidings involves providing information about which shunting movements and A protection is taking place. The operators that are operating at the location are responsible for the coordination of these movements. 4. traffic information to railway undertakings or traffic organisers The service train formation includes a part of the traffic information GRUND. The parts that are included in points a-c, f and i. See section 5.2.1,point 4 and annex 5.1, section 1. Capacity for train formation is allocated in dialogue with the applicant Holding The service is divided into a track access service that comprises two types of holding service (sections to ), and a service that comprises access to the heating of rail vehicles (section ). If holding includes loading/unloading at a loading area where the service "Capacity for loading" (section ) is offered, such a service should be applied for Track capacity for holding Trafikverket provides track capacity for the holding of vehicles for short periods, in the form of the service "Holding". The "Holding" service must be applied for all holding of vehicles, in addition to the holding of one hour per intermediate location with traffic exchanges that may be included in the train path. Application for holding must primarily be designed based on the desired track length and the time for the holding not specific tracks. For more information see section A list of suitable tracks for holding services is available in annex

13 The holding service includes access to: 1. the tracks allocated for holding services This refers to the right to utilise allocated capacity in accordance with the conditions laid down in the annual timetable, track access agreement, permits and licences, as well as current regulations. However, the right to utilise the allocated capacity is subject to decisions by Trafikverket s traffic control centre and official bodies that limit, alter or suspend utilisation. Such decisions may, for instance, be caused by disruptions, and their purpose is always to achieve safe and efficient utilisation of the infrastructure. 2. traffic information to railway undertakings or traffic organisers This relates to information to the railway undertakings or traffic organisers from the time that capacity for holding services has been allocated, during and after the utilisation of the track capacity. Traffic information includes a. conditions for holding b. any deviations from the set annual timetable c. traffic events, information regarding action (if any) to restore track and traffic, as well as forecasts for this. Traffic information is supplied to the railway undertaking or traffic organiser through different channels, see section 5.2. As support for the application for track capacity for holding services in Stockholm, Trafikverket reports the guidelines for track usage, see section On the allocation of track capacity for holding services, vehicles which can be associated with train production (train paths) are given precedence over other vehicles. Track capacity for holding services of vehicles at platforms is normally only allowed for the boarding and alighting of passengers, provisioning and minor servicing operations. Track capacity for the holding of freight train vehicles in connection with adjoining facilities, for example access to facilities within a goods terminal, are normally only granted in direct connection to the utilisation of the facility in question. An applicant who during a period of one month has obviously not made use of the allocated capacity for holding services shall, at the request of Trafikverket, relinquish the capacity. From an electrical point of view, holding of vehicles is regulated by the electrical safety regulations (BVF 922), see section Track capacity for long-term holding The service long-term holding means that the track capacity is given over to the holding of vehicles on tracks with a low level of maintenance, which can become operational only after a pre-agreed period. The time limit is needed so that Trafikverket can inspect the tracks and make them trafficable. Long-term holding is not included in Trafikverket s infrastructure commitment, but may be allocated if the capacity is available. The purpose of the service is to 12

14 provide long-term holding on tracks with a lower maintenance level than average, at a reduced price. For information as to what is included in the service, see section point 1 and point 2. Based on a preliminary contact with the description of the need, Trafikverket suggests suitable locations and tracks for long-term holding. Thereafter, an application for the service is made, see section 4.3. In annex 3.1 certain sidings are presented that are none-trafficked. It may be possible to use these tracks for long-term holding. The information provides an overview of what Trafikverket has to offer and can be used when describing the need for long-term holding. Long-term holding is allocated for a maximum of one timetable. If the need for holding is greater than the period of one timetable, a new application must be presented to Trafikverket Access to electricity when holding of rail vehicles It is possible to connect the railway vehicles to electric current (for heating and cooling for example) via - train heating posts (1000 V) - loco heating posts (230 V) - diesel loco heating posts (400 V) - raised pantographs. The service is offered to those applicants who at the same time apply for a place for the holding of a vehicle on the adjacent track, see section Maintenance installations and other technical installations The maintenance installations and other technical installations service is divided into a track access service that comprises track capacity at such installations, and a service that comprises access to such installations Track capacity at maintenance installations and other technical installations Trafikverket supplies track capacity at technical installations in the form of track capacity for holding. See section Access to maintenance installations and other technical installations In Skandiahamnen, Göteborg (Gsh), on tracks 31-35, Trafikverket provides a brake testing facility for the recharging of air pressure to the trains braking systems, to check for leaks and conduct brake tests. Training is required in order to use the facility. 13

15 For a description of the facility, see section For more information about training, please contact Trafikverket, see annex 1.1. Trafikverket neither owns nor manages workshops. There are train washing installations adjacent to certain major stations in Sweden, but they are not managed by Trafikverket. Nor does Trafikverket own faeces emptying installations, though they are available at certain stations. Other specialized companies can provide the service. For more information see section Additional services The supply of traction electricity Trafikverket purchases traction electricity and offers this service to railway undertakings and traffic organisers at cost price. Trafikverket purchases electric power generated by hydro power for 100 %, which is certifiable for Bra Miljöval ( Sound Environmental Choice ). If an applicant requests electricity produced in some other way, for instance Bra Miljöval EL, it can be ordered from Trafikverket; the extra costs involved will be borne by the applicant. A pre-requisite is that the product can be purchased on the electricity market. Trafikverket can on request provide a price forecast before the order is placed. A forecast price for traction electricity is presented in Trafikverket s electricity price report. The price is marked up to allow for losses in distribution and conversion. This mark-up varies from one vehicle to another; see section In addition to the forecast price for traction electricity, there is an additional cost for electricity certificates. The law requires all consumers of traction electricity to purchase, during 2012, electricity certificates corresponding to 17.9 percent of their consumption. The forecast price is calculated with a reasonable margin so that it will not normally be exceeded. The price should only be regarded as indication about the price level. Vehicles with regeneration receive full compensation from Trafikverket for regenerated energy. Application for traction current is included in the application for the services holding, marshalling yards and tracks and track areas for train formation The provision of fuel Trafikverket does not supply fuel. Fuel depots are not part of the infrastructure, but railway undertakings can gain access to them by signing contracts with the company operating the fuel depot at the place in question. A number of oil companies may also supply the service. See section

16 5.4.3 Train servicing Trafikverket does not service trains. Applicants can sometimes gain access to such services, for instance cleaning, provisioning and repair services, through contracts with railway undertakings that offer the service at a charge or other companies that offer such services. See section Train formation services Train formation services refers to shunting, switching and other related services for the planning and coordination of vehicle movements, to separate and form trains at train formation locations (see section 3.8.1). At train location formations, Trafikverket s role on the allocation of capacity, is to ensure that the infrastructure can be utilised safely, efficiently and without affecting competition. At train location formations that have several interested parties, Trafikverket will conduct a continuous dialogue with the parties, both during the annual timetable process and during the annual timetable period; this is to ensure that the above objectives can be fulfilled and that operations at train formation locations can be carried out in accordance with the intentions that formed the basis of the allocation. Stakeholders should act jointly to find the most appropriate procedures for train formation, for example by purchasing services from each other or by finding another joint service provider. Deliveries shall include the ad hoc process described in section Trafikverket may however involve external suppliers in order to provide the necessary services. The services provided should be announced at least 3 months in advance and will be charged at cost price. The results of the stakeholders actions are reported when the working timetable is determined. Train formation services are expected to be introduced for the Hagalund station Services relating to exceptional transports and dangerous material Conditions of carriage and transport permits for exceptional transports An exceptional transport is a shipment that exceeds one or other of the technical standards specified in Chapter 3. Exceptional transports are broken down into: - Shipments without special conditions of carriage for heavy and large loads that exceed load profile SE-A, but do not exceed the maximum axle load and/or metre weight for the track. - Shipments without special conditions of carriage for heavy and large loads that exceed the maximum axle load and/or metre weight for the track and that possibly exceed load profile SE-A. - Shipments with extensive terms and conditions that exceed load profile SE-A, exceed the maximum axle load and/or metre weight for the track and require temporary measures in the infrastructure in connection with the movement of the shipment (such as transformers and wind turbines). 15

17 Exceptional transports may be conducted on the condition that Trafikverket has received the application and has taken a decision about (in the following order): 1. transport conditions, 2. capacity, 3. transport permit(s). The railway undertaking is responsible for ensuring that exceptional transports are carried out in accordance with the transport conditions and transport permits. Address details for questions about transport conditions and transport permits for exceptional transports, see annex 1.1. Transport conditions Transport conditions describe the conditions under which a transport may be carried out. It may for example include that the vehicle may only travel on certain tracks, or that it should proceed at a limited speed on a particular route. Application for transport conditions for exceptional transports must be made in the system Spektra via the link Specialtransporter i Spektra. The routes in the transport conditions are regularly monitored with regard to accessibility. The processing time is normally five (5) working days. For heavy shipments, the processing time is normally 15 working days. In the case of a shipment with more comprehensive terms and conditions, the processing time may be extended further. Transport conditions are dealt with during non-holiday weekdays between the hours Transport conditions cannot be transferred to another. However, the undertaking that has received transportation conditions may allow another to carry out the transport on its behalf. A decision on transport conditions remains valid until further notice. If the conditions for a decision regarding transport conditions change, the decision can be revoked immediately. Capacity See chapter 4.7. Transport permit The transport permit is an acknowledgement that the applicant can perform the exceptional transport. An application for a transportation permit shall specify the valid decision regarding the transport conditions and an indication of the capacity that is assigned for the exceptional transport. An application for the authorization for an exceptional transport must be made in writing and the form Application for a transport permit for exceptional transports should be used. In addition, transport of hazardous goods is registered in accordance with section Other additional services Trafikverket does not provide other additional services. 5.5 Additional services Telecommunication networks Through Trafikverket ICT, Trafikverket offers services that are adapted to Trafikverket s communication network. For more information, see Trafikverket s website. Network and telecommunication services are also provided by other operators. GSM-R Access to Trafikverket s mobile network, GSM-R (see Sections and 2.7.1) can be offered in two ways: - The applicant signs a subscriber agreement with Trafikverket ICT. - If a railway undertaking has a GSM-R-subscription on another country s GSM-R network, this subscription can also be used for access to Trafikverket s network if an agreement (a roaming agreement) has been entered into between Trafikverket and the operator of the GSM-R network in the country in question. 19 5.5.2 Provision of supplementary information In addition to the Traffic information package GRUND and Traffic information to passengers, see section 5.2.1, Trafikverket offer services with extra information to railway undertakings and transport organisers Extended traffic information via announcements and information boards The service content is based on what is in demand and on the possibilities of Trafikverket to meet these demands. The services are developed and designed between Trafikverket and the contractor and are then offered in a nondiscriminatory way to all applicants. For more information about contact routes, see Annex Exchange of traffic information The service allows Trafikverket s contract customers via a standardised interface to receive and submit railway-related information in the form of raw data. The information received can be used for own business applications. The exchange of information is handled via a standardised interface based on the TAF-TSI (European railway standard for the exchange of information). The transfer of data is based on XML files being transferred to and from Trafikverket via Web services. It is possible to receive information via subscription or by asking questions. Information available includes - timetables (24-hour timetables for trains, including updates can be delivered a number of days in advance.) - traffic incidents (incidents which are estimated to have an impact on train operation) - forecasts (manually reported calculations of trains arrival and departure times in the event of disruptions in traffic ) - time records (time when a train has arrived, left or passed a station) - current train formations - announcement information. With regard to the possibility of presenting information, the service can be used to report details prior to a train s departure, see section To receive data, a Web service is required in accordance with specifications from Trafikverket. 20 5.5.3 Technical inspection of vehicle The train path includes information in the form of raw data from the detector installations along the track, see section When vehicles pass a detector installation, the measurement value is provided in real time. In the event of an alarm, the driver of the vehicle in question is informed. Alarm reports are also sent by to the railway undertaking or the traffic organiser. Information described in this paragraph is included in Traffic information GRUND, see section Access to extended information via detectors The service provides the possibility to inspect and sort measurement values that have been registered in connection with own vehicles passing detectors. Trafikverket stores the information for 2 years, but it can also be downloaded for storage in own systems. The service is ordered via Trafikverket s website Other additional services Test running of vehicles Test running of vehicles is offered according to the conditions set out in section The application for conditions for test running vehicles must be made in writing to Trafikverket on the form: Application for conditions to test run. In the application, technical data regarding vehicle or vehicle combination is described, as well as its intended operation and functional test of the vehicle. Trafikverket must evaluate the consequences of the test run in order to decide the conditions for it. All documentation must be received by Trafikverket at the latest one month before the test run. Application for capacity for test run takes place in accordance with the same routines as for a train path with a exceptional transport, see section The conditions issued for the test run are then compared with decisions regarding transport conditions. For address details for the test run, see annex Measurement values for vehicle noise measurement The service means that Trafikverket provides measurement values for dampening and surface smoothness. The measurement values are measured in accordance with TSD Buller (Commission decision 2010/229/EU) on the stretch of line used to measure noise, see section This service does not include putting the track in order in order to fulfil requirements for reference tracks; only the measurement values which indicate the current status of the track. The measurement values can be used for the approval of vehicles with the Swedish Transport Agency. Noise measurements are also permitted on lines that do not fulfil the requirements for reference tracks. For approval of vehicles according to TSD Buller, Trafikverket s measurement values for surface smoothness must be 19

21 measured no later than 3 months before or after the time the noise measurement is carried out. Measurement values for dampening must be measured no later than 12 months before or after the time the noise measurement is carried out. Trafikverket delivers measurement values in accordance with the agreement with the undertaking that will use the service and with due consideration to the planned date for noise measurement.
