1 Capability Statement Introduction and company overview Our primary business objective is to assist port and terminal executive teams in improving port management capabilities and in optimising their operational/strategic processes. Based in Australia, we differ from other consultancy firms due to our decades of hands-on port experience coupled with relevant professional qualifications. In addition to operational and strategic experience across all facets of port operations, our previous high level associations with relevant Australian government departments can assist port and supply chain projects in matters involving strategic development, logistics and transport, environmental considerations and protection, operational processes, regulatory approvals, and port security. Additionally we are able to assist in better managing port risks with focused enterprise risk management inputs tailored to your organisational needs. Core competencies and achievements The company s principal Captain Vic Justice has extensive prior experience in managing client projects, as demonstrated by his past performance and organisational achievements: Captain Vic Justice was owner-operator and part-owner of two previous maritime management firms Pelagian Holdings and Marine Services WA. In addition his former roles include Harbourmaster and port Operations Manager at the Port of Dampier, CEO of Broome Port Authority, and startup CEO of the Kimberley Ports Authority. Extensive experience in evolving a successful maritime support hub for the WA offshore oil and gas industry, and in providing logistics support for major NW Australia resource industry projects. Established and set to work a major port's initial vessel traffic management and information technology/communications systems then recruited, trained and managed the VTS operators. Provided extensive maritime simulation inputs for a major resource company s operator training purposes, port engineering projects, and maritime accident investigations.

2 Provided maritime expertise towards the construction of a major port s Bulk Liquids Wharf and dedicated navigation channel, and set the facility to work after extensive studies and trials incorporating maritime simulation. Saved the project significant expenditure by identification of unnecessary navigation aids. Brought four ports into operational, safety, security, and regulatory compliance and implemented new working and safety procedures at each to maximize efficiency and optimise OHS&E levels. Resolved an underperforming port's wasteful finance and governance issues to achieve a 30% cash flow improvement within six months, maiden profitability in two years, and an eight-fold increase in gross revenue over seven years. Brought a Port into operational, safety, security, and regulatory compliance and installed new working and safety procedures to maximize efficiency and increase OHS&E levels. Subsequently the port was used as an online case study by the state government in demonstrating how quickly unsafe practices might be reversed under proactive management. A port under Captain Justice management received major awards for OHSE leadership one in 2007 for WA public sector Safety Leadership, another in 2008 from Shell (a major customer) for their Asia-Pacific region global awards; and two from IFAP (Industry peak group) for safety achievement. The Port was a finalist in the WA 2008 and 2011 Premier s Awards for Strengthening the Regions and also received a 2013 award for training excellence. Commended by a major port authority for handling Australia s largest ever export cargo (264,700 tonnes) as both the loading master and pilot this record stood for twenty years. Developed innovative loading programs and procedures for very large dry bulk carriers such as the Bergeland, using cargo handling equipment designed for smaller Cape Size vessels. Developed improved towage procedures and influenced the introduction of an escort towage plan at a major port. Implemented a range of change procedures that significantly reduced ship and shore downtime and added to terminal effectiveness and efficiencies. Resultant performance outcomes included a reduction in missed tide sailings, increased tonnage cargoes, better coordination between the business units, and safer maritime operations. Introduced night pilotage and ship movement operations at two resource industry export terminals, which reduced ship turnaround times and demurrage costs. Proficient emergency management capabilities as demonstrated by successful management of a ship s engine-room fire, barge and vessel salvage operations, introduction of avoidance measures to prevent and respond to ship groundings, and oil spill response management, including four Tier One releases and cleanups. Successfully managed and guided a major port through six successive cyclones in with minimal business disruption and excellent safety outcomes as a consequence was presented with an award in recognition from the port authority Board. As Harbourmaster, was influential in gaining Dampier the title of Port of the Year in 2007 after managing the intermodal transfer of very large pre-assembled units from heavy lift vessels for 2

Management profile Port and Terminal Management s principal is Captain Vic Justice. A port authority HR management appraisal identifies Captain Justice s strong leadership and business achievement outcomes, sound judgment and good governance observance, ability to promote and market a port or terminal, demonstrated people skills, sound and reliable strategic and operational management capabilities, coupled with high level and innovative troubleshooting accomplishments and budget management skills. Vic s key qualifications include: Master Mariner (Australian Certificate of Competency). MBA Maritime & Logistics Management (Distinction) Graduate Diploma in Maritime Studies - Marine Safety. Graduate Diploma in Maritime Management. PHD candidate (University of Tasmania) port and terminal risk management (ongoing). Vic has presented at multiple national conferences on port and terminal operational and security topics. Teaching and lecturing audiences include port managers, port operators, marine pilots, tug masters, VTS operators, and university post-graduates. Written numerous handbooks and manuals including port operation guides, development plans, emergency response plans, safety plans, and shipmaster guides for port entry. Vic s port-related research work has been presented at national and international forums, and he has written several journal articles. In an earlier career Vic served as a diving, mine warfare and bomb disposal officer, in both the RAN and RN. He taught associated skills at an Australian and a UK training schools as senior instructor, and was appointed as Australia s first maritime terrorism countermeasures staff officer. Major diving tasks include the search for missing Prime Minister Harold Holt, the search for vessels sunk during Cyclone Tracey and recovery of lost crew members, two successive Barrier Reef crown of thorns starfish reef 3

4 investigations, and clearing WW2 mines and bombs along the route of the Cairns to Port Moresby submarine telecommunications cable. Vic saw active service in Vietnam and the Far East Strategic Reserve. Vic is associated with other services provider organisations when required for mutual projects, and can network with these enterprises in order to source other skill sets, and to expand the size of a project management team.
