9 MOTIVATION Reviews of maintenance invoices reveal high maintenance costs due to unfavorable contracting arrangements & inadequate inhouse maintenance support; Responses to a recent survey indicate a lack of local or regional maintenance expertise; Poor maintenance posture negatively impacts public transportation service: Recent survey results indicate some vehicle down-time rates of 40%; Excessive maintenance expenses limit ability to enhance services; and Poor maintenance practices result in collateral damage to vehicles and reduced vehicle service life; and

10 MOTIVATION Other state DOTs have successfully established RTAP centers in the state university system to improve maintenance in the public transportation fleet: Florida University of South Florida s Center for Urban Transportation Research (CUTR) is currently developing Repair Time Standards for Transit Vehicles; and Illinois has incrementally increased the involvement of Western Illinois University from knowledge-sharing, thru resource coordination, to the development of regional maintenance centers, including vehicle loan and engine/transmission replacement programs.

11 Project Overview Summary of Project: Support regional public transportation maintenance efforts Key Activities: identify, document, and share best practices in maintenance coordination develop maintenance performance measures provide material and other support for coordinated regional maintenance efforts

12 Project Overview Objective: Improve public transportation fleet readiness to raise the level of service provided to passengers. Impacts: The project supports TxDOT s mission to work cooperatively to provide safe, effective, and efficient movement of people. There are also environmental benefits thru improvements in vehicle emissions and maintenance facility operations.

13 PROJECT AREA Resource Coordination University Staff (Supply) Theoretical Framework e.g. e.g., identify and assess resources (facilities & equipment) TxDOT & Public Transportation Agencies (Demand) Resources Assessment e.g. e.g., shop equipment lists, specs, appropriate geographic distribution of maintenance facilities Field Work e.g., identify maintenance resource shortfalls and match with potentially-available available resources Decision Making Models e.g., economic models (cost sharing) and establishment of regional resource-sharing sharing practices Pilot Project e.g., establish regional garages supporting public transportation Maintenance Quality Plan e.g., improved diagnostics & maintenance posture, reduced vehicle down-time
