5 VARANS s Responsibilities (cont ) Article 8, Atomic Energy Law The agency for radiation and nuclear safety is under the Ministry of Science and Technology and has the responsibility to assist the Minister in performing the following duties and authorities: 1. To develop draft legal documents on radiation safety and nuclear safety; 2. To organize for the registration of radioactive sources, radiation devices, nuclear material, nuclear equipment, and to license for conducting radiation activities in accordance with its competency; 3. To conduct and organize verification on radiation safety and nuclear safety; 4. To carry out inspection, checking; to handle violations against regulations on radiation and nuclear safety; and to suspend radiation activities in accordance with its competency; to recommend to the relevant State competent authority to suspend research reactor, nuclear power plant operation if suspecting there is unsafe element; 5. To organize for international safeguards related activities within its competency; 6. To take part in emergency response to radiation and nuclear incidents within its competency; 7. To establish and maintain the national information system on radiation safety and nuclear safety; 8. To organize and cooperate for professional trainings on radiation safety and nuclear safety; 9. To carry out international cooperation activities in radiation and nuclear safety.

11 Vietnam regulatory preparation for the first NPP Vietnam is a party to: Nuclear Nonproliferation Treaty; Safeguards Agreement; Convention on Early Notification of a Nuclear Accident; Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency; Comprehensive Test Ban Treaty; Bangkok Treaty; Regional Cooperative Agreements; Additional Protocol (signed).

12 Vietnam regulatory preparation for the first NPP International legal instruments to be studied and joined: Convention on Nuclear Safety; Convention on the Physical Protection of Nuclear Materials; Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management.

International Cooperation During the period from 28 September to 9 October 2009, the IRRS team came and worked with VARANS (and other relevant agencies) for the selfassessment activities for the first time. Vietnam regulatory infrastructure for radiation and nuclear safety has been reviewed; Conclusions and recommendations to improve the regulatory infrastructure for radiation and nuclear safety to comply with IAEA standards were drawn.

Conclusions VARANS has substantially developed in the last 3-4 years, especially in preparation for NPP Vietnam has prepared for NPP for over 10 years and is now at the stage for nuclear power development International cooperation plays an important role in strengthening VARANS capacities in particular and Vietnam capacity in ensuring nuclear safety in general
