2 First,just a little overview of OKI and what we do OKIawards approximately $40 Million/year in multi-modal surface transportation improvements that improve the movement of people and goods. My position at OKI is as a transportation planner, so I m going to provide my regional transportation planning perspective as to the challenges and Call to Action or opportunities related to this conversation. So my focus is on OKI s MPO role. And when I discuss the river, it s in relation to the movement of goods or freight. 2

3 Every metropolitan area with a population of 50,000 or more has an organization like OKI This map shows the MPOs along the Ohio River from Evansville to Huntington along with the KY Area Development Districts or (ADDs) and Regional Planning Commissions You ll note the eight county, tristate, OKI region is highlighted in red cross hatchings and represents over 2 million people Lots of potential partners to work with in regards to our river network. 3

4 To be partner,you ve got to have some shared or mutual interests. OKI s interest in the RIVER comes from our federal mandate to address these critical transportation issues Riverborne freight helps us address every single one 4

6 Between June 1 and Sept 11, staff put each application through OKI s PrioritizationProcess it s a data-driven process of scoring projects to determine those having the greatest positive benefit for addressing transportation concerns. 6

9 Soas a means of Calling to Action I thought I d highlight some of the work OKI has done in terms of supporting waterborne freight activities in our region At the heart of all this work is our tremendous partnership with our private barge terminal operators and associated maritime industries. CORBA spell out The port district contains over 70 active marine terminals all privately-owned. 9

10 Our first accomplishmenttogether along with leadership from the Greater Cincinnati Redevelopment Authority was the redesignationof the former Port of Cincinnati which was about 26 miles in length to the new Ports of Cincinnati and Northern Kentucky which encompasses miles of the Ohio and Licking rivers and 15 Kentucky and Ohio counties combined. Immediately following the redesignation, CORBA spear-headed the formation of the Regional Maritime Committee which includes representatives from all 15 counties to identify issues and projects for further collaboration. OKI hosts the bi-monthly meets of the Committee at our offices. 10

11 The Ports of Cincinnati and Northern Kentucky is the #1 inland marine port in the United States with more than 43 million tonsof domestic cargo transported each year. This is equivalent to nearly two-million truck loads! 11

12 OKIhas an incredible staff and resources of software and data, lots of data! So the second major project we ve partnered with CORBA on is CORIS interactive mapping tool CORIS has been in placefor two years, we conducted our first update this year and the plan is to re-survey each terminal annually to ensure the most current data available is being shared through this interactive mapping tool Prior USACE 2009 most recent information This is just a screenshot, I encourage you to visit the website and play around with the interactive map to learn more about the Ports of Cincinnati and Northern Kentucky 12

13 OKI had this software available, the data available and offers it to our freight partners and the general public for whatever use they may have if there s one thing an MPO has it s TONS of DATA we just often don t know what to do with it all, so putting it out there we saw as an easy first step in potential new opportunities AIS receivers 13

14 MORE DATA, Work with our state DOTs,Ohio just conducted a Maritime System Study for the state. And alittle Known Fact: OhioRiver ports carry more tonnage than the Ohio Great Lakes ports at over THREE TIMES the value! Stressing the Economic Value of the river and the prosperity it brings to our communities. 14

16 The last thingi was going to highlight in regards to OKI s partnership with CORBA, is how this working relationship keeps expanding. We welcome our universities and other regional partners to bring their resources and know-how to improve the river freight industry. Our regional partnerships continue to expand across the tri-stateto use the information and data we have collected to market the river for economic development By providing this data, we ve spurred conversations across our region and states with economic development professionals These folks have brought a fresh, new perspective to our view of maritime freight which has led to our current joint endeavor the development of a regional Port Snapshot So I ve highlighted all this river freight stuff OKI has done, so what? My first Call to Action or Suggestion: We need to continue these types of partnerships and continue to challenge ourselves to consider and welcome new opportunities. Support one another to create more of these opportunities THE CHALLENGE: Different political jurisdictions and tactics: Example: State of Indiana and the Ports of Indiana. Jan 2017, the fourth Indiana Port was announced in Lawrenceburg, IN within the OKI region. First step is environmental clean-up of the former Indiana Michigan Power Tanners Creek coal plant Indiana chose not to join the membership of the redesignatedports of Cincinnati and Northern Kentucky for the overall economic health of the river network, we welcome partnership with Ports of Indiana so that current waterborne freight services are not duplicated at the future, new port, but rather the new port s activities compliment and enhance existing businesses. 16

17 Especiallyin light of our current and future FREIGHT TSUNAMI! Repeat again the UNDERUTILIZATION OF THE RIVER FOR FREIGHT TRANSPORT Waterborne freight has the lowest projected growth (for the OKI region) than all the modes Source: 2011 OKI Regional Freight Plan Coal volumes continue to decrease.water industry is looking for new opportunities As far as challenges, One of the founding members of CORBA just Monday shared at a Northern Kentucky Chamber event on logistics that only 29% of the Ohio River is being utilized. That leaves A LOT of ROOM for growth!!! Overall ability of the Ports of Cincinnati and Northern Kentucky to handle more freight. 17

18 The twenty-footequivalent unit(teu) is an inexact unit of cargo capacity often used to describe the capacity of container ships and container terminals. It is based on the volume of a 20-foot-long (6.1 m) intermodal container, a standard-sized metal box which can be easily transferred between different modes of transportation, such as ships, trains and trucks. Primary challenge is SPEED or lack thereof. Today the trip from New Orleans to Cincinnati is about 22 days. How can time be cut down? These are questions we re asking along with member of CORBA. In the future, if speed could be increased it would provide a viable option to trucks and trains. What if the river could serve the U.S. Supply Chain with floating distribution centers, where staff could be sorting and filling trucks with orders for trucks to roll-off/on at designated Smart Ports up and down the river? 18

19 But the Ports of Cincinnati and Northern Kentucky are not alone! NO INLAND U.S. PORT CURRENTLY HANDLES INTERMODAL FREIGHT it s all hauled in trucks and on trains So my second Call to Action or SUGGESTION: The fact that there s no intermodal freight handled on US inland waterway network (only coastal ports) is a HUGE OPPORTUNITY worth examining. 19

20 What are America s Marine Highways? America s Marine Highways are navigable waterways that have been designated by the Secretary of Transportation and have demonstrated the ability to provide additional capacity to relieve congested landside routes serving freight and passenger movement. Each marine highway has a corridor designation that reflects the congested landside route it parallels. For example, M-95 stretches from Maine to Florida and is the designation for the shipping lane along the Atlantic Coast paralleling interstate highway I-95. Marine Highway Benefits same as OKI s regional goals $$$ available to maintain RELIABLE RIVER NAVIGATION AND ECONOMIC PROSPERITY Aug 8, 2018: Maritime Administration Awards $4.8 Million in Grants for Six Marine Highway Projects Throughout the U.S. Of interest: Paducah-McCracken Riverport Container-on-Barge Service (awarded $251,927). Sponsored by the Paducah-McCracken County RiverportAuthority, the grant funding will be applied to an 18-month demonstration of container-on-barge services that would stretch across three states and three marine highways. Specifically, the funds would be utilized for leasing and/or purchase of shoresidecontainer handling equipment. Call to Action/Suggestion: Have projects ready for application-the Ports of Cincinnati and Northern Kentucky through CORBA are working hard to identify a potential Marine Highway Project for submission in the next round. OKI has funding that can be used on the land for transportation-related improvements that work to reduce emissions/mitigate roadway congestion that have a clear public benefit. Challenge: needs Lots more $$$, this very competitive 20

21 Oh yeah, final Call to Action:We MUST invest in the maintenance and/or improvement of our lock and dam network to ensure reliable and efficient freight transport along the US inland waterway network. 21
