2 CONCLUSION OF THE COMPONENT 5: EVALUATION OF POSSIBLE SCENARIOS OF THE INTERMODAL NETWORK SYSTEM AND PILOT TESTING OF THE MODEL The component 5 is the final point of the Backgrounds project research. The main result of the Component is the construction of project scenarios that, on one side respond to the needs of port systems (and local territories) involved, and from the other side is an opportunity for public consultation of local actors, among them, producers and logistics operators. This consultation has finally provided the project partners to ensure the necessary feedback and reconsider the correctness of the solutions to be implemented. In the text that follows, each partner (describing the construction of the project scenario) pointed out the phases of public consultation, the project objectives and expected results. Sicily Region The port of Palermo is the reference framework for the construction of this scenario. As has been said several times, "Palermo port system" means the complex system of basins of the port of Palermo and Termini Imerese and port infrastructure for mobility and exchange goods that supply the entire functional scope. In this sense, in the construction of the scenario, reference is made to: 1) the infrastructure processes in place and the project activity in progress, which, in various ways, are strengthening this area; 2) the manner in which it is upgrading the infrastructure system that serves the whole catchment area as a whole and the links (ie link) to Palermo port system. In the formulation of the pilot project it was important to take into account three different areas of interest: - framework I: the analysis and description, with respect to the context of the port of Palermo, the infrastructure processes underway and the overall system of planning (at various scales) and existing projects; - framework II: processing of data relating to macro-corridors and the use of instrumentation developed by the GIS CERTH; - framework III: consultation of the needs and demands of the local production system of the Catchment area. This project scenario is the result of the comparison and elaboration of the elements of the three areas just mentioned. Project solutions that make the scenario have been subjected to local stakeholders in different occasions: -through video-interviews to clarify the needs of those interviewed and to collect useful feedback to modify and refine the project. -at a public seminar, which involved the Port Authority of Palermo and different stakeholders in local production and logistics. These consultations were very useful for the final formulation of the project scenario.

3 FEPORTS Along the Component 5 it has been shown that the catchment area of the Valencian Region port system represents about 1/3 of the Spanish GDP, with a value close to 380,250 Mˇ in 2008, what gives an idea of its importance in the national economy. The main economic sectors are: agriculture and food, especially citric sub-sector; automotive; ceramic and natural stone; textiles; and furniture. Due to an excellent prizing in foreign markets, Valencian brands are associated to high quality and prestige. Road mode dominates the export flows, but on the other hand maritime transport is gaining ground mainly due to the emergence of new markets, other than the traditional ones (Europe and North Africa). Therefore, the role of ports becomes more important in the logistics chain and the regional economy, highlighting the Port of Valencia which generates a GVA higher than 900 Mˇ (1.65% of total regional) and 19,800 jobs. However, shipping still needs to improve some aspects that still represent an obstacle to its development, including the complexity of the documentary process associated to it, considered as "tortuous" by stakeholders. Thus, the proposed scenario involves the implementation of a Port Community System in smaller ports to facilitate shipping administrative procedure, which is being well received by their port communities, as demonstrated by the recent presentation of the Port of Alicante PCS, in service on March CERTH-HIT Through a well structured series of activities including surveys to local production clusters, interviews with key stakeholders of the supply chain and also two technical seminars and a series of dedicated communications, CERTH-HIT, at the framework of Component 5, identified three types of proposals aiming to strengthen current co-operations and improve local exporting activities through the ports of Thessaloniki and Patras. The scenarios categories include: - the establishment of new direct maritime connections with other Mediterranean Ports, - the cargo clustering initiative - the improvement of railway exploitation and services at the examined ports and their Catchments Areas The initial stakeholders' appraisal was quite positive for most of the scenarios, while the detailed evaluation revealed useful recommendations for the most optimum and realistic implementation of the proposed solutions/ initiatives.

4 Marseille FOS A development model improving the export process The globalization process will lead economic actors to create new logistic schemes. One of the key factors is the information transfer. Port information systems should not be centered only on the port area: Port Information Systems have to become Cargo Community Systems (CCS) and should be open to the economic actors of their hinterland. In this way, innovative solutions should be proposed in order to anticipate the transfer of information and accelerate the exports process. From this perspective and in the frame of the project, the Port of Marseille- Fos proposed a development model aiming at: Improving the information level of the shippers/exporters, Improving the tracking of road transportation added to an appointment system for trucks in the port terminal, Simplifying customs procedures for road transportation as it is already the case for high volume inland transportation (river and rail). The main expected results: The improvement of the quality of road services (transit time ), A better tracking of goods and a better tracing of the hauler route, The simplification of customs declarations, The reduction of greenhouse gas emissions. Luka koper Cross-fertilization through the pilot Activities carried out in the framework of the Component 5 of the Backgrounds project brought interesting results that were presented to the port community during a national workshop that was held in Koper on the 5th of March 2012 that attracted over 50 experts and representatives of institutions. The study on the effects of the port sector on the Slovenian national economy indicated that the so called multiplier in Slovenia is very much similar to the Belgian one. About 360 enterprises in Slovenia are involved in the port sector, which produce from 160 to 200 million Euro of added value. Altogether it is estimated that they employ over people. The multiplier on the number of employees is evaluated to be about 2.6, while the multiplier on the added value is about 2. Backgrounds gave the opportunity to interview over 150 Slovenian producers that were contacted through a phone survey. 94% of the producers which are exporting or importing goods from overseas stated that they are using the Port of Koper, which is a very positive feedback for the Slovene transport and logistics sector. The pilot project instead gave us the opportunity to count the traffic and congestion situations at the entrance and inside the Port of Koper. While it seems that congestion situation is difficult to predict, since it does not have any regularity, the informatization of truck arrivals would bring great benefits to operators and also the inhabitants of the Municipality of Koper.

5 EVENTS Capitalization Conference: Transnational Co-operation in Ports and Intermodal Transport. Valencia, 29th September 2011 Joint activities organised by MED projects in the field of transport FEPORTS, as a partner of a number of MED projects in the field of transport, organised a Capitalization Conference on 29th September 2011 in Valencia. The subject of the conference was Transnational Cooperation in Ports and Intermodal Transport. The Capitalization Conference brought together different transport related projects under the MED Programme (Terconmed, Memo, Transit, Porta, Securmed Plus, Maremed, Seatoland, Losamedchen, Backgrounds) and also under the SUDOE Programme, to discuss and analyse the results in the following fields: Environment and safety Transport and logistics There was an exceptional interest on the part of the institutions of the Region of Valencia, as the Conference was opened by Mrs. Bonig, Minister of Infrastructures, Spatial Planning and Environment of the Valencian Regional Government and it was attended by different representatives of the Valencian Regional Government in the field of European Cooperation, and also a representation of EU DG-Regio and the Joint Technical Secretariat of the MED Programme. The conference main conclusions were: There is a great interest in all the subjects addressed, A better mutual knowledge of the different projects, as one's results may be used by others, It is necessary to establish networks for a better capitalization of results. The presentations of this conference were published on the event web site: and they will remain accessible for a certain period. Backgrounds Final Conference, Palermo 21st March 2012 The Final Conference of the Project will take place on 21st March 2012 in Palermo, with the attendance of all the partners. The public of the conference will learn about the conclusions of the Backgrounds Project, that will be presented by each activity responsible, and also the use of these conclusions in the Mediterranean ports. One of the main results to be presented is the GIS, a basic tool to facilitate the traffic of goods and passengers in port regions.
