Introduction This Manual has been prepared as an updated version of the Fifth Manual of Procedures based on the changes and updates made to the requirements of Department of Licensing, Tariff and Customer during the previous period in line with the needs and requirements of the customers and in a manner inuring sto the benefit of the Emirate of Abu Dhabi and Abu Dhabi Vision This Manual will enable the facilities operating in the Emirate of Abu Dhabi to be familiar with the procedures, requirements and fees of the services provided by the Department of Licensing, Tariff and Customer at the Center of Waste Management - Abu Dhabi (Tadweer) and the methods and channels of official communication with recycling which contributes to increasing customer satisfaction and happiness. 2. Definition of Licensing s Manual s of the Department of Licensing, Tariffs and Customer are all services that enable licensees to operate in the field of waste, obtain the necessary licenses and permits to conduct their business in the Emirate of Abu Dhabi, and enable waste producers to calculate the volume of waste and pay annual waste charges of the license. Such s are classified into 12 main services, which will be explained in detail in subsequent Sections of this Manual.

5 Objectives of the s Manual Document and limit the services provided through the service delivery channels in Tadweer (The Center of Waste Management - Abu Dhabi) for various customers. Identify and describe the services provided by the Department of Licensing at The Center of Waste Management - Abu Dhabi. Classify and categorize. Determine the terms and conditions of obtaining the service. Determine the procedures and steps for submitting applications. Determine service delivery channels and services provided by each channel. Determine the time required to obtain the service. Customers Classification in the Manual The objective of the classification is to identify and classify the categories of affecting and affected customers of the Center of Waste Management in order to identify their current needs, expectations and future aspirations, develop goals and set targets, design strategies and work programs that respond to the specificity of their needs and keep pace with the various changes in their expectations and aspirations. The main classifications are divided into: Waste Producers Environmental Providers All licenses issued by the Emirate of Abu Dhabi, in relation to any of its activities that is defined by Tadweer as a waste producing activity, such as maintenance, contracting, trade, industry, etc., and require the waste producers to pay the waste tariff annually. All licenses issued by the Emirate of Abu Dhabi, which include an activity registered in the list of activities of waste management profession practicing, such as waste transfer activities, waste trade, waste treatment and recycling, cleaning activities and control of public health pests, and the facility must obtain a profession practicing license issued by Tadweer as a condition of licensing and practicing the profession. 3

Definition Card The s Manual includes a table containing a list of standard services divided as follows: Code Name Description Structure Customer Category Delivery Number of Steps and Time Required Documents Fees Correlation Terms of Main Deliverable of It is an identification code composed of special letters and numbers for each service to distinguish it from other services (as described in service lists). The name is used to identify the service and to distinguish it from other services. It is a simplified and accurate explanation of the service that enables customers to understand the type and nature of the service. It is the determination of the type of service, whether major or subsidiary. The category that benefits from receiving this service, e.g. government, individuals, business and if more than one beneficiary category, it shall be identified. A means of communication between customers and entities through which services are provided (e.g. face to face, phone, smartphone, , etc.) The number of steps and time varies depending on the different service delivery channels Example: Traditional Channel: This is done through the number of steps the customer has taken to accomplish the service and the time it takes to receive the service. Digital Channel: The number of clicks made by the customer to achieve the digital service and the time it takes to receive the service. The documents that the entity requests from the customer to obtain the service. It is the amount that the customer pays for the service. The service correlation to services or approvals from third parties (e.g. obtaining a building permit requires obtaining approvals and services from third parties such as Abu Dhabi Sewerage s Company). They are the requirements and laws determined by the entity relating to obtainment of the service (e.g. the requirement to reach the age of 18 for a driving license). It is the final product obtained by the customers after completion of the required procedures.

9 7 5-1 Wastes Tariff s s - Application for NOC (New / Renewal) - Application for a NOC to add an activity Pursuant to Law No. (21) of 2005 on Waste Management in the Emirate of Abu Dhabi and Federal Law No. (24) of 1999 on the Environment Protection and Development and in implementation of the decision of the honorable Executive Committee No. 15 C 2010/21 in relation to the system of tariffs on waste in the Emirate of Abu Dhabi, the tariff on all waste producers in the Emirate (from commercial, industrial, tourist, craft, etc.) is required. Accordingly, the license of the facility to work in the Emirate of Abu Dhabi requires payment of the waste tariff and obtaining a No Objection Certificate ( NOC ) issued by Tadweer (The Center of Waste Management - Abu Dhabi) according to the volume of waste produced in the facility. Such tariff equals AED 225 per ton of waste per year. Waste Tariff is one of the most widely adopted methods to reduce the volume of waste and encourage reduction of waste. This aims to protect the environment from the negative impact of the increasing waste production and toxic gas emissions and for a sustainable environment for future generations and contribution to reducing the cost borne by the Emirate of Abu Dhabi for the safe and proper disposal of generated waste. Objectives of Tariff System on Waste Producers in the Emirate of Abu Dhabi: Ensure the proper and sustainable use of natural resources to promote the reduction of waste production in its origin. Create a database on waste volume, sources and disposal methods that support strategic decisions and set future plans for waste management in line with Abu Dhabi Plan Use the best and latest technologies in the field of waste management to preserve the environment and contribute to sustainable development. Encourage waste producers to reduce, reuse or process waste to reduce random practices. Minimize waste disposal operations in landfills and depletion of land and natural resources. Encourage constructive ideas that contribute to environmental conservation through waste recycling and reuse. Contribute to reducing the cost borne by the Emirate of Abu Dhabi for the safe and proper disposal of waste.

Issuance of No Objection Certificate for Waste Producers (New / Renewal) Code CWM01 Name Application for Issuance of No Objection Certificate for Waste Producers (New / Renewal) This service aims to issue a No Objection Certificate for the licenses registered Description in the Emirate of Abu Dhabi in order to complete the procedures of issuing or renewing the license at the licensed entity after paying the annual waste tariff. Required Documents Formal letter of activities not counted by number of workers (e.g. number of rooms for hotels, number of beds for hospitals and medical centers, number of students for educational activities and training, number of seats for cinemas, area for drilling activities, number of vehicles for driver training activity). Waste Management Report for facilities whose waste production estimate exceeds 250 tons per year, and includes: - Waste Management Plan. - Contract executed with Environmental Providers. - Electronic Manifest. - Fees are calculated at the estimated waste production volume (from AED Fees 225 to AED 50,000, maximum). - Fine to be imposed for non-compliance with waste management requirements by major waste producers (0 to AED 45,000) Correlation Correlated Uncorrelated Documents shall be provided through a CD, provided that the size of the documents does not exceed 50 MB. Terms of The application shall be submitted by the owner of the facility or his representative who shall submit a formal authorization letter. The application shall be signed by the owner himself or his representative under an attested power of attorney only. No Objection Certificate, the procedures shall be electronically completed with Main Deliverable of Abu Dhabi Business Center for DED licenses without having to print the certificate. 12 Environment Licenses s s - Application for a license to practice a waste management profession - Application for renewing the license of practicing a waste management profession - Application for amending the license of practicing a waste management profession - Application for issuance / cancellation of waste transfer vehicle permit - Application for adding landfill entry credit The Center of Waste Management - Abu Dhabi - Department of Licensing Department issues licenses to practice environmental service providers in the Emirate of Abu Dhabi in the fields listed in the following table. All facilities that desire to engage in activities of environmental service providers in the Emirate of Abu Dhabi must obtain a license from the Center of Waste Management - Abu Dhabi as a condition for practicing the activity in the Emirate of Abu Dhabi. No facility is entitled to practice the waste management profession without obtaining a prior license from the Center. Otherwise, the facility will be legally interrogated by the Center and other concerned bodies.

Waste Transfer: An official statement of vehicles issued within 30 days maximum, a true copy of the vehicles title deeds, in addition to the requirements related to hazardous waste transfer licenses, including: emergency plan for dealing with hazardous waste, training certificate for drivers and technicians working in the field of hazardous waste transfer, and a contract executed with a treatment plant licensed by the Center. Required Documents Pest Control License: Copies of the university degrees of agricultural engineers specialized in the control of public health pests, copy of passport and residency permits on the same facility, an explanation of the types of materials used in the control and work plan of disposal of empty containers, copies of secondary education certificates for technicians and certificates of employment, copies of passports and residency permits (two, at least), an undertaking not to use aluminum phosphide, a true copy of the title deed of a single vehicle, minimum, and a photo of the vehicle from four sides, a lease contract, a site map and photos of the pesticide store. Waste Treatment and Recycling License: The file of the facility includes: mechanism / methods of waste disposal, operating procedures manual indicating the adopted technology and the complete description of the treatment process including (quantity of waste for each type, diagram of the treatment process, capacity of each operating unit, details of storage and details of waste resulting from treatment process, a valid permit issued by the Environment Authority (Treatment Licenses), a bank guarantee issued in an amount of AED 250,000 (Please refer to Annex 4 ), availability of a waste treatment plant, compliance with the HES system approved by the competent authority (if the

15 facility is nominated by the competent authority), an electronic scale that is linked to BOLISATY system and conforms to the requirements of Abu Dhabi Quality and Conformity Council. Waste Trading: Warehouse lease contract, warehouse location map, an undertaking to not transfer waste outside the Emirate unless a permit is obtained, a commitment to abide by BOLISATY system in accordance with the form adopted by Tadweer (Please refer to Annex 3 ), and a civil defense certificate. Fees Correlation Terms of Main Deliverable of Cleaning: If the number of workers is 100 or more workers, it is necessary to provide copies of cleaning contracts. AED 100, i.e. Application fee in addition to license fees and vehicle charges (Please refer to Annex 1 ) Correlated (Licenser) Uncorrelated Documents shall be provided through a CD, provided that the size of the documents does not exceed 50 MB. The application shall be submitted by the owner of the facility or his representative who shall submit a formal authorization letter. The application shall be signed by the owner himself or his representative under an attested power of attorney only. The facility is not entitled to exercise activity in case of initial approval. The profession of the worker mentioned in the statement issued by the Ministry of Human Resources and Emiritization. Commitment to use the electronic system (BOLISATY). The vehicle must be licensed by the Drivers and Vehicles Licensing Department and registered with Tadweer in the name of the same environmental service provider. Adherence to the requirements listed in the following technical manuals: Containers requirements according to the Container Sector Organization Manual. Facilities Inspection Manual. Guide to licensing requirements for environmental service providers working in the field of transfer, treatment and recycling of wastes. Adherence to updated technical manuals issued by the Center of Waste Management - Abu Dhabi and federal and local laws and regulations. The activities recorded in the license shall match the activities licensed by Tadweer. License to practice a permanent profession and a vehicle permit (Aber Card) for the transfer of waste, or preliminary approval depending on the nature of the transaction. You can pay the fees safely and easily through the electronic services system: elicensing.tadweer.ae using any of the credit cards permitted in the United Arab Emirates Customers can pay the fees through the payment terminals at the Customer Centers using the credit card.
