Introductions (All) 2. Final Rule on Statewide and Nonmetropolitan, and Metropolitan Planning Brief Discussion of Implications on Freight (All) The Final Rule on Statewide and Nonmetropolitan Transportation Planning; and Metropolitan Transportation Planning was published in the Federal Register on May 27, 2016, with an effective date thirty days later. This long awaited rule was initiated with a Notice of Proposed Rulemaking on June 2, As has been the practice with transportation planning, the rule is issued jointly by the Federal Highway Administration and Federal Transportation Administration. It was initiated in response to new legislative requirements for MPOs and state DOTs in Moving Ahead for Progress in the 21 st Century (MAP-21). The final rule also incorporates changes that are responsive to the Fixing America s Surface Transportation (FAST) Act, passed in December This rule will guide much of the work of New York State s MPOs. RSG is currently reviewing the rule and will provide a synopsis to the NYSAMPO Directors. I-95 Corridor Coalition Freight Performance Measures White Paper (Guarino) This report looks at feasibility of measuring supply chain performance with a focus on five specific supply chains: retail (Target), auto (GM), food products (Perdue), agriculture (Soybean), and electronics (Panasonic). The case studies focus on the domestic portion of the supply chain. National/NYS Freight Data Presentation (Sherman) RSG has worked with a variety of data sources made readily available to New York s MPO through Federal or statewide sources. The presentation (see attached) goes through data sources for road/highway, rail, water, air, and pipeline modes and includes notes and caveats regarding each source. Any comments, questions, and clarifications regarding the information presented can be directed toward Christine Sherman at Christine.Sherman@rsginc.com. NYSDOT is also happy to address any data inquiries. 5. MPO Freight Plan Updates (All) Capital District Transportation Committee (Bauer) CDTC s Policy Board adopted the Freight and Goods Movement Plan in March. New York Metropolitan Transportation Committee (Sherman - on Behalf of Geoff Rick) NYMTC is currently working on Task 4 Identification and Assessment of Needs of the NYMTC Freight Plan. NYMTC s objective is to determine the deficiencies requirements and limitations of the NYMTC regional freight transportation system. As such, NYMTC is currently performing QA/QC of the TRANSEARCH Database. NYMTC found that the TRANSEARCH Database showed higher growth rates than originally anticipated. Working in partnership with NYSDOT, NYMTC will thoroughly review the Database for any other items that need to be flagged. NYMTC, NYSDOT, and IHS agreed to have IHS, the vendor for TRANSEARCH, rerun the database in early June. NYMTC has also been soliciting feedback for our Long Range Plan Plan NYMTC is still in the process of soliciting comments; freight is one of our sections of Plan Please look at the website and provide comments. regional-transportation-plan Greater Buffalo-Niagara Region Transportation Council (Guarino) International Trade Gateway Organization (ITGO) is trying to establish a logistics center in NY and recently held a meeting, which included participants from the Port Authority of New York and New Jersey, the Kansas City Smart Port, and others. The meeting included a discussion of how the Kansas City Smart Port got off the ground. They faced similar difficulties and challenges as the ITGO group. The Kansas City Smart Port provided insight on how they overcame the challenges and acquired the data that they needed to generate investment from corporations. From that, Buffalo hopes to conduct a follow up study to the recent Freight Plan that answers some of the freight questions that Kansas City noted to help support investment for the new facility. Statewide Freight Plan Updates (Saari) The New York State Freight Plan (NYSFTP) is still in the data stage. RSG is plugging through TRANSEARCH, and the data is undergoing QA/QC from IHS, the vendor. NYSDOT received comments from MPOs and others on the products of the NYSFTP thus far and are incorporating these comments. The freight data analysis will result in a series of significant statewide freight corridors. NYSDOT is concurrently conducting stakeholder interviews by phone and in-person. They are in the second phase of this task and will verify and incorporate findings. Then NYSDOT will take the results of the stakeholder engagement and the analysis tasks to a series of regional meetings in the fall (October or November) to obtain feedback on all findings, gaps/needs, and potential early action items/next steps going forward in the study. NYSDOT anticipates completion of the NYSFTP in early spring. 7. FHWA Updates (FHWA) No Updates from FHWA at this time. 8. Roundtable Discussion (All) GBNRTC (Guarino) Rich Guarino attended the FHWA freight round table in Syracuse. The meeting outlined the changes to the FAST Act and freight provisions. The meeting included a large group of stakeholders both private industry and public agencies. FHWA and NYSDOT were both present. The discussion provided perspective on supply chain issues and bottlenecks, particularly what is important to stakeholders. Automated Technology (Plumeau) Peter Plumeau noted that there are various pilot projects using automated vehicles for freight, including truck platooning, on the streets right now. What if anything are the MPOs in New York doing in their long term or TSM&O planning efforts that considers automated vehicles? Jody Binnix noted that GTC has a discussion on connected vehicles in the long range plan s Eemerging Issues and Opportunities and TSM&O sections. It s high level. Information. 9. Schedule (All) Freight Working Group members can anticipate the call for content for the Freight Working Group Newsletter in Mid-July. The next Freight Working Group is tentative for Wednesday, August 17, in Albany and may include site visits on the Erie Canal and the Port of Albany. Based on current attendance confirmation, there is a sufficient number of attendees. NYSDOT supports the proposed agenda.
