2 Article 16 Availability of qualification, accreditation and certification schemes 1. Where a Contracting Party considers that the national level of technical competence, objectivity and reliability is insufficient, it shall ensure that, by 15 March 2020 certification and or accreditation schemes and or equivalent qualification schemes, including, where necessary, suitable training programmes, become or are available for providers of energy services, energy audits, energy managers and installers of energy-related building elements as defined in Article 2 (9) of Directive 2010/31/EU, as incorporated and adapted by the Ministerial Council Decision 2010/02/MC-EnC. 2

3 Georgian Accreditation Centre (GAC) GAC uses the following accreditation schemes: a) Accreditation Scheme for Testing and Calibration Laboratories b) Accreditation Scheme for Medical Laboratories c) Accreditation Scheme for Product Certification Bodies d) Accreditation Scheme for Personnel Certification Bodies e) Accreditation Scheme for Bodies Performing Audit and Certification of Management Systems f) Accreditation Scheme for Inspection Bodies For each accreditation scheme there are given: - Accreditation Criteria - GAC Rule/Procedure - Applicable Guidance in Accreditation Area 3

11 Providers of energy services Training Center SCHNEIDER ELECTRIC - TELASI In August 2009 was signed a trilateral Letter of Intent between Georgian Technical University ( Tbilisi Distribution Company TELASI ( and SE on New Education Center establishing based on Schneider Electric equipment. The Center creation was supported by SE Russia with all related education courses materials. TELASI had been sponsored all SE demo equipment, desks/computers and Center labs new design. 11
