SESE Tour 2018 Toulouse May 22 Why Relating ILS* to the System Life Cycle? by Christophe Ducamp

ILS Stakes Key ILS Challenges Why use ILS? Why Relating ILS* to the System Life Cycle? What are the ILS standards/norms? AGENDA What are the roles of the ILS Stakeholders? What are the ILS elements? French DoD In-service Feedback ILS network : Reminder on last French AFIS interactive day «JT SLI» Open discussion 2

ILS Stakes Why Relating ILS* to the System Life Cycle? ILS is too often considered as a minor or negligible process in system development ILS is a key Design Process strongly linked and embedded in safety, dependability, and many other speciality engineering disciplines. The majority of total life-cycle costs are not incurred during the early acquisition stages.. By the end of the Development stage, up to 80% of the total cost of a project has been committed, whilst less than 20% has actually been spent. example : Cost of disposal is becoming more and more significant with the introduction of environmental legislation 3

The key ILS Challenges To develop an ILS specification which shall outline an approach which can be adopted by all levels of the industries To demonstrate that ILS activities have been performed in accordance with a robust and consistent methodology which provides confidence in system design verification. To produce robust ILS solutions throughout the full system lifecycle including all operations. 4

Why use ILS? Why Do It? The successful operation and use of a Product, depends to a great extent on diligent planning, proper management and successfully providing logistics support to achieve the required level of performance throughout the entire Product life cycle By analyzing the product support requirements in a structured manner it is possible to identify and then reduce major cost drivers and risks for In-Service support. Using ILS will improve supportability, optimize Through Life Cost and improve availability. In simple terms, it is to provide better and cheaper support to the product user. 5

Why use ILS? What Is ILS? ILS is the management and technical process through which the logistics activities (eg, supportability and logistics support considerations of materiel (hardware or software) solutions) and elements of logistics support are planned, acquired, implemented, tested and provided in a timely and cost-effective manner 6

What are the ILS standards/norms? (ASD/AIA S-Series, ISO 16091, others ) 7

What are the roles of the ILS Stakeholders? The target audience includes: Prime contractors, Subcontractors, Original Equipment Manufacturer (OEM), Suppliers, Application vendors, Customers. Business cases and requirements are subject to changes throughout the Product life cycle. The customer needs to manage these changes in coordination with the prime contractor and/or the OEMs. Stakeholders can have different roles as buyers or sellers, depending on the contractual framework in which they interact. Typically the prime contractor acts as seller for the customer, but as a buyer for the suppliers. 8
