1 -1894 phone ,fax , INVITATION FOR BIDS SODIUM HYPOCHLORITE WLSSD BID #1389 Sealed bids for Sodium Hypochlorite will be received by Western Lake Superior Sanitary District (WLSSD) until the BID CLOSING time of 2:00 pm January 31 st, 2019 whereupon the bids will be publicly opened and read aloud. Bids received after the bid closing time will be returned unopened. 2 1.0 BACKGROUND INFORMATION The provides solid waste management and wastewater treatment services for an approximately 500 square mile region around St. Louis and Carlton Counties. It is governed by a nine-member citizen Board of Directors. The wastewater facility treats an average flow of 40 MGD. Bleach disinfection occurs continuously from April 1 st to October 31 st. For the 2018 disinfection season WLSSD signed an agreement with DPC Industries at a rate of $.906/gallon (delivered). 2.0 SCOPE OF SERVICES In accordance with the specifications and general conditions stated in this document, the selected vendor shall provide and deliver an uninterrupted and continuous supply of sodium hypochlorite to WLSSD within five (5) standard business days after receipt of order, throughout the term of the Agreement. While WLSSD staff will strive to give adequate notice to the vendor to meet this requirement, there will be certain times when shortened lead times for multiple daily or weekly deliveries are required due to extraordinarily high usage. 2.1 Delivery. WLSSD will accommodate deliveries by liquid bulk carriers between the hours of 7:00 AM to 7:00 PM 7 days per week. It is assumed that full tanker loads consist of approximately 4500 gallons. All deliveries shall be freight pre-paid to: WLSSD-Operations The selected vendor must supply all equipment necessary to off load the product into WLSSD s on site tanks. 2.2 Quantity. The estimated usage of this product for the Agreement period is 450,000 gallons or 100 deliveries. The total quantity, while based on sound estimates, should not be construed as a minimum or maximum and WLSSD will not guarantee any specific quantity. Orders are typically placed weekly. 2.3 Pricing. Please indicate the price per gallon on the Bid Form (Section 5.0). Price must include all freight and miscellaneous charges. 2

3 3.0 SPECIFICATIONS 3.1 Specifications. Sodium Hypochlorite by weight, 11.9%-13.5% or available chlorine by weight 11.0%-13.0%. Vendor must provide a Certificate of Analysis of the caustic soda used during the manufacturing process, specifying the following items: 1.1 Mercury levels with detection limit (DL) no greater than 1 ppb 1.2 Lead with DL <5ppb, 1.3 Cadmium with DL <5ppb 1.4 Chromium with DL<5ppb In addition, the Certificate of Analysis must indicate levels of NaCl (salt), chlorates, carbonates, and sulfate concentrations. Copies of the analysis must be provided with each delivery. 3.2 Other Specification requirements. Caustic soda as an ingredient for the sodium hypochlorite must be manufactured using the membrane cell process. 4.0 GENERAL TERMS AND CONDITIONS 4.1 Safety Data Sheets. A copy of the proposed product s SDS must accompany this bid. 4.2 Performance Bond. The selected vendor will be required to provide a performance bond made payable to WLSSD in the amount of $20,000 as surety for the execution of the Agreement. 4.3 Certificate of Insurance. The selected vendor will be required to provide a Certificate of Insurance, indicating proof of general liability and property damage insurance with the following minimum coverage limits: a) General liability aggregate limit: $2,000,000 b) Vehicle combined single limit: $2,000,000 c) Property damage, each accident: $1,000,000 d) Spill/hazardous clean-up or pollution coverage $1,000, Term of Agreement. The length of subsequent Agreement will be from March 18, 2019 through October 31, Firm Pricing. Pricing shall remain firm for the full extent of the Agreement period (3/18/19 10/31/19). 4.6 Safety. Safety of the vendor, its employees and WLSSD plant staff is of paramount importance. All delivery drivers shall wear Personal Protective Equipment (PPE) while dispensing this product. Minimum basic PPE consists of 3

4 hardhat, face shield, chemical resistant gloves, steel toed shoes and reflective vest. Any spills must be reported immediately to WLSSD staff. Each tank truck delivery shall have a numbered seal on the tank outlet valve which corresponds with the bill of lading. This seal will be used by WLSSD staff to verify the contents of the tank truck to ensure it is offloaded into the proper WLSSD storage tank. 4.7 Termination. If Seller fails to meet the shipping date(s) or time(s) specified by District for any Sodium Hypochlorite order or installment thereof, or if Seller fails to perform any other provision of this Agreement or fails to prosecute the work so as to endanger performance of this Agreement in accordance with its terms, then District may make or procure, upon such terms and in such manner as District deems appropriate, other Sodium Hypochlorite meeting the specifications for the Sodium Hypochlorite or performing the function of the Sodium Hypochlorite. In such event, Seller shall be liable to WLSSD for all reasonable costs caused by such failure which WLSSD incurs during the time WLSSD is without Sodium Hypochlorite, and for any excess cost of Sodium Hypochlorite above the prices and volume stated herein. 4.8 Invoices. Invoices will be paid within 30 days of receipt. All invoices must reference a WLSSD purchase order number. Invoices should be sent electronically to apinvoices@wlssd.com. 4

5 5.0 BID FORM The undersigned has read and fully understands the nature of the product and services requested and can meet the stated specifications, Terms and Conditions stated herein. Note below any exceptions or alternatives to these requirements.
