2 Subject : Tender 34/2013 for Beit-Jala Library Building PV-Grid Connected Photovoltaic System You are kindly invited to bid for design, supply, delivery and installation of grid connected Photovoltaic system specified in relevant tables attached in Beit-Jala Library Building. The design and construction of the PV system shall be in accordance with the latest appropriate I.E.C. roles and standards. All the materials shall be of the best quality and suitable for tropical conditions. Tenders should be valid for at least two months. The tendered shall fill in all blanks in the tender and schedules to the specification,and shall submit with their tender a complete set of detailed drawings and catalogues. The company is at liberty of ordering parts of this tender, or changing the quantities required and does not bind itself accept the lowest or any tender. A bank certified check or a bank guarantee of 5% of the total tender valid for 45 days,to be submitted as a bid bond,otherwise,quotation will be neglected -. Quotation should be enclosed in a sealed envelope and handed over to the " tender committee "by the representative of the bidder or their agent not later than August 3 rd 2013, 12:00 Noon. The Bid Package should include three separate envelopes for: Offered prices, Bid Bond, Catalogues. Any bid package without the above will be neglected. 3 1.0 SCOPE : شركة كهرباء محافظة القدس المساهمة المحدودة 1.1 This specification provides for the design,engineering,assembly, installation and operation of grid connected PV system in Beit-Jala Library Building in Bethlehem District. 1.2 It is not the intent to specify completely herein all the details of design and construction of equipment.however the PV-System shall conform in all respects to the highh standard of design & workmanship and be capable of performing in continuous commercial operation up to bidder's guarantee in a manner acceptable to purchaser,who will interpret the meanings of drawing and specification and shall have the power to reject any work or material which in his judgment are not in accordance with requirements.the equipment offered shall be complete with all parts, necessary for their effective and trouble free operation.such components shall be deemed to be within the scope of supply,irrespective whether they are specifically brought out in the commercial order or not. 1.3 Consideration may be given by the purchaser to alternatives which the supplier considers advisable by reason of his own manufacturing requirements and experience,provided descriptive matter is submitted pointing out the recommended device or arrangements equal to or superior to that required by the accompanying specification with full justification. 2.0 STANDARD : All materials and equipment shall comply in all respect with the requirements of the latest editions of the relevant IEC Standards.Alternativelyy all materials and equipments shall be designedd and manufactured in accordance with IEC or TÜV Standards. 3.0 GENERAL TECHNICAL REQUIREMENTS : 3.1 The PV-System power The Total system PV System power ranged about KWp. depends on the Module type and efficiency. The total surface area for the PV system is about 126 sq m on the southern side of the building roof, as shown in the illustration. The Panels mount structure will be installed on the building roof (Not connect the roof s concrete, Not digging in the roof), with 22 degrees tilt angle and 0 degrees inclination angle.

4 The bidder is requested to send a bid for all the system components including the system design. The module manufacturer should be accepted and registered on JDECO -Tables SMA, Kaco, Power-One or Refusol, grid-inverter with total nominal power output of 17 KVA, include communication system for PV-data transfer. The device should be registered on the JDECO Inverter-Tables. Solar panel support aluminum structure should be designed based on specification and requirements of the construction engineer and maximize the utilization the roof area and should be calculated according to the international standards and with wind speed up to 100 Km/h. For DC and AC use, Inside and outside the building based on the PV-system requirements Weather proof J-box includes over current protection based on IEC requirements Bosh circuit breaker or equivalent with relevance to IEC requirements Bosh circuit breaker or equivalent with relevance to IEC requirements The lightning protection system should be designed to protect the PV-system from damage due to lightning strikes by intercepting such strikes and safely passing their extremely high currents to ground. The lightning protection system should include air terminals, bonding conductors, and ground electrodes to provide a low impedance path to ground for potential strikes. In relevance to IEC requirements All the system components including the metal frames should all be bonded to the earthling system in the building. The grounding system should be based on IEC requirements The bidder is requested to send the system design including the no of string and no of module per string. The system installation should be done based on IEC requirements with max safety requirements.

5 4.0 QUALITY ASSURANCE PLAN : شركة كهرباء محافظة القدس المساهمة المحدودة The Bidder shall invariably furnish the following information along with his offer,failing which the offer shall be liable for rejection.information shall be separately given for individual type of equipment offered. 5.0 DOCUMENTATION : All drawings shall conform to International Standards Organization.All drawings shall be in ink and suitable for microfilming.all dimensions and data shall be in S.I.Units The Bidder shall furnish four setss of following for equipments along with his offer without which the offers are likely to be ignored. Circuit diagram of equipments. Dimensional drawing of equipments. List of components with ratings. Installation and maintenance manual. Test Reports :All test reports of tests conducted during manufacturing shall be submitted. 6.0 PACKING & FORWARDING : Equipment shall be packed in suitable crates so as to withstand handling during transport and outdoor storage during transit.the Supplier shall be responsible for any damage to the equipment during transit,due to improper and inadequate packing.the easily damageable material shall be carefully packed and marked with the appropriate caution symbols.wherever necessary,proper arrangement for lifting such as lifting hooks etc,. shall be provided. Each consignment shall be accompanied by a detailed packing list containing the following information : A. Name of the consignee. B. Details of consignment. C. Destination. D. (Total weight of consignment.e (Sign showing upper/lower side of the crate.f (Handling and unpacking instructions.g (Bill of materials indicating contents of each package.

6 The Supplier shall ensure that the packing list and bill of materials are approved by the Purchaser before dispatch. 7 11.0 Technical Specifications : The Technical Schedules shall be filled in and completed by the Bidder,andd submitted with the Bid. All documentation necessary to evaluate whether the equipment offered is in accordance with this Specification shall be submitted with the Bid. All data entered in the Schedules of technical Guarantees are guaranteed values by the Bidder and cannot be departed from whatsoever. All data entered in the Schedules of Informative.Data are also guaranteed values by the Bidder. These data may only be altered following the Engineer's written consent. 8 The Library building exist from threee roofs. The PV-system will be installed on northern roof with a total surface of about 600 squer meters.
