2 Incidents 2015: 72 (commercial shipping 49, passenger shipping 5, fishing vessels 23) 2016: 82 (commercial shipping 47, passenger shipping 1, fishing vessels 35) From them: - Barents Sea 8 (machinery damage/failure 4, grounding 1, death 2, collision with submerged subject - 1) - Kara Sea 1 (machinery damage/failure) - Norwegian Sea 1 (machinery damage/failure) - Arkhangelsk port - 3 (fire 1, death 1, collision 1) - Murmansk port 1 (machinery damage/failure) - Dudinka port - 1 (collision) Source: State Sea and River Supervisory body

5 Incidents Reasons of incidents - Navigation: failure of navigation shift organization on board the vessels; wrong shipping; bad weather conditions in shipping area. - Machinery damage/failure: failure of upkeep and technical maintenance and service instructions. - Death and injures: OHS violations. 6 Coordinative roles - All issues related to emergency prevention and response are organized within the Unified State System of Emergency Prevention and Response / EMERCOM; - emergency assistance at sea subsystems / Ministry of Transport / Armed forces; - the SAR distribution of functions and shared responsibility in Russia.

9 Coordinative roles - Organizational structure changes drastically in the emergency mode and is transformed into a more linear structure; - this emergency-mode structure resembles the simple structure configuration consisting of the strategic apex and operational core; - the strategic apex is represented by the emergency commission of RosMorRechFlot, that appears in particular in emergency situations; - the operating core remains functionally sectoral but is unified through the emergency commission; - the formal and informal mechanisms are complementary.

10 Maritime Rescue Service/MorSpasSluzhba - The fleet is been modernized and renewed; - the commercialization of MorSpasSluzhba.

11 Northern navy fleet - SAR function is not a primary one; - information on resources is not always available.

12 - Very limited navigation area; - less experience in SAR operations in the Arctic; - air resources in Saint- Petersburg. EMERCOM

13 Northern rescue expeditionary - The Northern rescue expeditionary force bears the heavy load of SAR operations; - the fleet manufactured in the 20 th century. detachment

15 - Need for unified analysis of incident statistics; - need for 3-dimensional SAR system which involves air support; - further development of emergency resources needed; - location of SAR resources close to potential emergency sites; - SAR development priorities to be set; - need for a centralized scientifically and economically grounded organization of the maritime SAR preparedness and response system in Russia.
