3 1. Present State of Green Certification System in Domestic and Foreign Regions

4 Buildings (Foreign) Building area is the area that is most closely approached by consumers (users) Compared to other construction products, and because they are eco-friendly products, Visible effects are great, leading to sudden increase in consumption globally. For this, Green Certification System, which is the construction guideline that considers energy and environment, expanded. Eco-friendly Certification System ; BREEM(England), LEED(United States), Green Star(Australia), CASBEE(Japan), Certified as Eco-friendly Construction(South Korea] Title and Evaluation Content of Eco-friendly Certification System differ for every nation, But the core content of the measurement items are equivalent Important Evaluation Criteria that signifies Green Buildings are divided into 5 kinds which are 1Energy Efficiency, 2Quality of Inner Environment, 3Efficiency of Water Circulation, 4 Material Efficiency,5 Construction Process In case of Green Buildings it has been reported that 1Energy Consumption reduces 30 50%, 2CO2 Emission Decreases by 35%, 3Amount of Wastes decreases by 70%, 4Amount of Water Usage Decreases by 40% Meanwhile, only an average of 5% in additional fees for construction

5 Buildings (South Korea] Green Certification System for Domestic Constructions include a eco-friendly Construction Certification System operated by MLTM and ME(Ministry of Environment) 4 Benefits of Certification System includes Mitigation of Environmental Improvement Charges (greatest 50%), Alleviation of Acquisition Fees Registration Fees(greatest 15%), Mitigation of Construction Standard(Greatest 12%), Special Support(Only within Seoul) Procedures for Design Phase Procedures for Approval Procedures for Maintenance

6 Green Certification for Products Green Certification for Technology and Corporations Domestic Carbon Labeling System Target: All products excluding primary field livestocks and forest products, medication and medical appliances Benefits: Eco-friendly Image of the Company s brand is enhanced, Government Recommendation Support for Public Relation by Media Foreign Carbon Labeling System Introduced in England, France, United States In foreign countries, the objective is to provide amount of CO2 by marking it on products than focusing on benefits of incorporation Green Certification System Targets - Green Technology Certification: 10 areas, 60 focused areas - Certification as Green Manufacturer: Increase in sales by30% through Green Technology and certified as Green Company to corporate that accomplishes the goal Method: Green, Technology, Marketability are evaluated and if over 70 points out of 100 points, will be turned over to review committee to make final decisions Benefits: Currently, details are being decided about direct and indirect benefits - For example: National R&D points, Preference of Limited Export Guarantee, etc.

7 American Greenroad Certification System (Evaluation System) Greenlites Magnitudes of Certified Class(NY) Greenroads certification system is rated the Silver, Gold, Evergreen by evaluating the road projects which are designing and under construction. Silver is between 40-50%(43-53points) level and granted when volunteering eco-friendly activities are conducted Gold is between 50-60%(54-63points) level of overall Evergreen is granted when activity takes up 60% of overall activities (64 points) In addition, when it is between 30~40% level of overall the overall points (32-42 points), Certified level is granted Application level of Greenroads Certification Ranking of Greenroads Certification

8 Registration for Certification Applicant Are divided into general class, levels, maintenance business type, owner alignment type, construction alignment type, and others select from one of the 5 review packages Assigned to certified Greenroad reviewer after inserting the project information Certification Registration Pay certification fees after receiving the manual and screening consent Certification Audit If conditions of individual credits are ready while progressing the project, related documents are inserted on Greenroads Certification Organization Post Management After Certification, progress of the business should regularly be reported to Greenroads Certification Organization (recommended) After certification, report should be submitted after 5 years (required) greenroads Certifying Process

9 CEEQUAL of England CEEQUAL of England is the eco-friendly certification system that emphasizes the environmental and functional sustainability in civil engineering and public sector projects Targets of Certification are the overall SOC facilities and It is formed of evaluative functions and divided into 4 rankings on the stage right before construction The desire for sustainability is stronger than eco-friendly application Certification is granted if more than 25% are attained out of 2,000 points formed of 208 questions. (best ranking 75%) CEEQUAL Evaluative System Evaluative Formation : Applicant, Evaluator(Substitute for Applicant fills out evaluation chart), Formed of verifier(ceequal substitute that certifies the filled out evaluation chart) Evaluative Criteria: Project Management(10.9%), Land Application(7.9%), Landscape(7.4%), Ecosystem Management(8.8%), Historical Background(6.7%), Water Resources and Water Environment(8.5%), Energy and Carbon Emission(9.5%), Material Application(9.4%), Waste Management System(8.4%), Traffic(8.1%), Influence of surrounding environment(7.0%), Community(8.1%)

10 AGIC of Australia Australian AGIC is an eco-friendly certification system that takes Englands CEEQUAL as its motive and adds social and economical elements bring in sustainability Certification targets are the overall SOC facilities and are possible to be evaluated during the stage before construction It is not as activated as Greenroads of United States or CEEQUAL of England Specific Evaluation System or Manual do not exist yet In AGIC Evaluative Criteria, there are 7 criteria and 23 specific criteria Evaluative Criteria : Project Management and Policies, Economical Analysis, Utility of Resources, Amount of Exhausted Waste, Ecological Management, Influence on the Community, Construction Workers and working environment

12 In terms of highway construction projects, development of Greenroads Certification and manual based on this criteria is under developmental plans Index is set so that Greenroads Certification can be utilized when selecting construction or contractors Simple and Quantitative Evaluation Non-evaluators will easily decide the evaluative range and criteria Alimentation of qualitative evaluation Made Simple and Clear so that non-professionals can easily understand Evaluative criteria is constructed so that it can be evaluated quantitatively Maintaining Compatibility With United States Compatibility with American Greenroads Certification is applied on evaluative criteria and index Only criteria that does not fit domestic law was suggested for exchange Minimizing Efforts Used for Evaluation Form that is necessary for evaluation is developed, and made so that it can be written in minimized amount of time Existing form should be applied to the maximum for document submitted for evaluation. Efforts put into producing new forms should be minimized

13 By considering compatibility with Greenroads Certification of United States, evaluative criteria is set in equivalent terms necessary criteria and 38 additional criteria (6 criteria, 38 items, 118points) However, detailed items of Voluntary Credits are partially adjusted to fit domestic law. 14 3. Results of Pilot Project

15 Site of Pilot Project : Construction in Line 600 of Highway in Outer ring of Busan (6 th area) Project Period : (1,500 days) Expenses : billion won(including taxes), Payments of Materials (17.3 billion won) paid separately Purposes Part of the project of constructing 9 th floor lines in nationwide main roads Through the processing of bypass in traffic of Gimhae and Downtown Busan, it is part of the highway (L=48.8km) in outer ring roads of Busan, and the total extension is 4.735km, 4 lane roads [Tunnels: About 4.3km] Activation in interaction between Busan and East-West Kyung Nam area is set as the goal Through this project, Green Highway will be established in large cities through elimination of delays and holdings Improvement in Accessibility in Gimhae of Kyungnam area and Busan of East- West decentralization, Activation of Regional Development and Promote discovery of Tourism Resources

18 Based on the results of pilot projects on construction (6 th area) on the Line 600 Outer ring of Busan, only 5 out of 11 requirements were satisfied, resulting as uncertified ranking In order to becoming certified as Greenroads, all 11 requirements must be implemented and documented. Voluntary Credits (VC) had 32 points and if all of the requirements were accomplished, it will be certified as Greenroads Results on Pilot Project

20 This construction acquired 10 out of 21 points for the criteria of environment and water There were efforts in constructing eco-friendly highways, but partial criteria were insufficient Criteria of Acquired Scores : Environment Management System, Runoff Quality, Site Vegetation, Ecological Connectivity, Light Pollution Criteria for Scores not Acquired : Runoff Flow Control, Stormwater Cost Analysis, Habitat Restoration Evaluation Results of EW

21 This construction acquired 5 out of 30 points for the criteria of Access & Equity Efforts were put into constructing eco-friendly highways, but partial criteria were insufficient Criteria of Acquired Scores : Scenic Views, Cultural Outreach Criteria for Scores not Acquired : Safety Audit, Intelligent Transportation System, Context Sensitive Solution, Traffic Emissions Reduction, Biological distinction between straight traffic passage and flow traffic, Single-purpose roads for vehicle cargo and design and constructing crossroads, Transit Access Evaluation Results of AE

22 This construction acquired 4 out of 14 points for criteria of construction activities Out of the criteria of construction activities, plans were established for areas related to institutional regulations such as quality and environment However, plans for detailed practical criteria was relatively insufficient Criteria of Acquired Scores : Quality Management System, Environmental Training, Site Recycling Plan Criteria for Scores not Acquired : Fossil Fuel Reduction, Equipment Emissions Reduction, Paving Emissions Reduction, Water Tracking, Contractor Warranty Evaluation Results of CA

23 This construction acquired 12 out of 23 points on criteria of materials and resources Out of the evaluation criteria of materials and resources, plans were established from designing stage for most criteria If there are application regulations, design and plans were established according to the guidelines of the regulations Criteria of Acquired Scores : Pavement Reuse, Recycled Materials, Energy Efficiency, Regional Materials Criteria of Scores not Acquired : Life Cycle Assessment, Earthwork Balance Evaluation Results of MR

24 This construction acquired 1 out of 20 points for the criteria of pavement technology For the evaluation criteria of pavement technology, various technology considered the environment before being applied on the design, but it was not in the level to acquire scores design Thus, expanded application of various pavement technology are necessary Criteria of Acquired Scores : Pavement Performance Tracking Criteria for Scores not Acquired : Long-Life Pavement, Permeable Pavement, Warm Mix Asphalt, Cool Pavement, Quiet Pavement Evaluation Results of PT

25 In this Final Report on Pilot Project, additional efforts that are need in order to gain points for unaccomplished criteria are included. The criteria where points can be earned with relatively minor efforts are marked and distinguished as potential acquisition scores These criteria can be input with small efforts and without paying additional fees, so scores can be acquired by conducting additional documentation or analysis Through 46, these potential acquisition scores can be certified as silver ranking of Greenroads Scorecard of Pilot Project Point Totals A = Achieved by this project P = Potentially achievable with low additional effort M = Maximum achievable regardless of additional effort Certification Levels C = Certified (All PR s Met + At Least 32 Points) S = Silver (All PR s Met + At Least 43 Points) G = Gold (All PR s Met + At Least 54 Points) E = Evergreen (All PR s Met + At Least 64 Points)

26 Scorecard of Pilot Project Scores and Ranking that can be certified through investment of additional fees and maximized efforts are included in the EverGreen ranking with 81 points

27 4. Future Directions

28 Additional Conduct Of Pilot Project By conducting 2 more demonstrated projects, criteria not fitting with domestic laws should be exchanged, eliminated, or implemented after making changes on standards Set Indicators to meet Objectives of Certification Ranking of Evaluation scores Just like the United States, it is necessary to implement with objectives such as public promotion and regional economic activation as well as differentiation in index Constructing Korean type of Greenroads Certification or when selecting construction corporation, index will be set in order to be utilized organization and services (designer or contractor) is mixed, so fixation is needed In terms of the index mutually offset from the detailed evaluation criteria, alternative index is used and score ranking is being planned (For example,long lasting pavement, mesophilic asphalt, permeable pavements, pavements with little noise cannot be implemented at the same time so when score is acquired from one criteria, it is impossible to acquire score from others.)
