1 Broad Job Requirement for : Handling of filled and empty pallets by Electric Forklifts in respective ware houses of different Industrial Products in warehouses of Caprolactum-I &II, Melamine & Nylon-6 plants 1.0 PREAMBLE: This job requirement is fork lifting, shifting & stacking of empty and filled pallets of final products of Caprolactam, Melamine and Nylon-6 in respective bagging ware houses by Electric Forklifts at GSFC complex at Fertilizernagar. The proposed contract is planned for 5 years period. 2.0 BRIEF DETAILS OF OPTIOS FOR PROPOSED CONTRACT: 2.1 The proposed contract will be considered for either of following two options: Option I: Electric forklifts to be arranged by contractor with peripheral facilities like chargers, spare battery, spares, consumables, tools, tackles etc with operation and maintenance set up including supervision. Option II: Electric forklifts with charges and spare batteries to be arranged by GSFC. Contractor to make arrangement of the Operation & Maintenance set up including supervision and arrangement of spares, consumables, tools, tackles etc. 3.0 SCOPE OF WORK: 3.1 General scope of work and points applicable for warehouses of all Plants, viz. Caprolactam-I & II, Melamine- I & II and Nylon-6, is defined here below Common scope of work (A) Contractor shall have to carry out following activities with the help of Electric Forklift for the job to meet with the plant load conditions for handling production, dispatch, filled and empty pallets as per plant / logistic requirement. The specific requirements pertaining to individual warehouses are placed at para Electric Forklifts will be of 3.0 MT capacities each and shall be maintained in good running condition all the time. (B) The brief description of activities to be performed in each ware house are mentioned below: (i) Filled pallets are to be lifted, shifted from production point to the stacking area and to be stacked up to three tires. (ii) Lifting of filled stacked pallets from stacking area, shifting and placement to truck loading point for dispatch. (iii) Empty pallets are to be lifted, shifted and stacked up to three tires at empty pallet stack area. (iv) Empty pallets are to be lifted, shifted and placed at finished product loading point. (v) Reshuffling of the stacked empty / filled pallets within the ware house and to be restacked as and when required. 1

2 These activities shall be carried out in consultation with and as per instruction of Shift-in-charge of respective plants (logistic & operation). (C) Lifting, shifting & stacking of production is not required during annual shutdown and other shutdowns. (D) The forklifts in the respective ware house can be deployed in other ware house if required provided the operations in the subject ware house are not getting disturbed. (E) The operators deployed should possess LMV Licence and shall be approved by GSFC before deployment after conducting the practical test. Non approved operators shall not be allowed for deployment. (G) The forklift operations may have to be continued beyond normal shift timings specified for respective warehouses occasionally to meet the work load as per instruction of shift in charge of Logistic Dept. without any extra cost to GSFC Specific Plant Related Requirements : Sl. You shall have to deploy sufficient supervisors, operators, mechanics, and helpers to take care of relieving arrangement of the shift duty as per statutory requirement. Your quotation shall clearly spell out the proposed manpower deployment, which shall be adhered to. 2

3 (b) The maintenance set up is suggestive. However, proper adequate maintenance personnel shall be ensured to take care of maintenance activities in any of the warehouses. (c) For Night Shift operation, requirement of mechanic is not specified viewing the proper maintenance expected in day shifts. However, if required the same is to be arranged whenever required. (d) Deployed manpower shall be properly designated. (e) The service of operators is not restricted to single warehouse. His services can be utilized in other warehouse with permission of the Logistic Officer of deployed warehouse. (f) To achieve uninterrupted availability of the Electric Forklift, the maintenance of Electric System of Forklift, Battery & Chargers to be done religiously by skilled Auto Electrician. (g) One overall Supervisor is required for day-to-day report, inter warehouse coordination, to co-ordinate maintenance activities etc in General Shift. (h) The number of forklifts mentioned is the number to be maintained in working condition all the time. 4. O SPECIFIC DETAILS OF OPTIONS: 4.1 OPTION I: Scope of work shall be as follows: The Contractor shall have to meet the job requirement of all the warehouses detailed at Para & and those specified hereunder Job requirement includes arrangement of Electric Forklifts of 3.0MT capacity in requisite numbers in good working condition along with forklift operations, battery chargers, stand-by battery with charger, consumables, spare parts, tools & tackles, maintenance inclusive of supervision of operation and maintenance activities by deploying adequate manpower The Contractor shall have to deploy Electric Forklift Trucks with following specification : a) Capacity 3.0MT at 500mm load center. b) Maximum Fork 3900mm. c) It should be equipped with Head Light and Tail Light, Reverse Horn, Load Back Rest, Overload Protection, Rear View Mirror, Hand Brake, Hour Meter, etc d) Charger for each deployment point/forklift at all warehouses. e) Spare Battery with charger for each operating forklifts deployed in different warehouses. 3

4 f) The year of manufacture of fork lifts shall not be earlier than 2007 and the deployed fork lift shall not be used beyond 05 years of year of manufacture If any of the Forklifts deployed is not found adequate from capacity, safety and operation point of view, the same shall be immediately withdrawn from the service and replaced by better and higher capacity machine to meet with pallets handling requirements. You shall arrange for additional forklift, if any of the Forklifts is out of order/not available or any reason within 8 hours time, provided the Forklift operations are not getting affected. All accessories mentioned above shall be maintained in good working condition The contractor shall have to arrange chargers at all ware houses to take care of charging of the spare battery and the forklift simultaneously when they are not in use. The spare batteries shall be kept in charged condition all the time. 4.2 OPTION-II: Scope of work shall be as follows: All requirements of deploying forklifts, batteries and chargers will apply same as Option-I. Operation & maintenance set up to carry out forklift operations and related maintenance activities shall be in the scope of Contractor GSFC shall deploy the requisite number of Electric Forklifts of 3.0 MT capacity with spare battery and adequate number of chargers to facilitate simultaneous charging of battery on Forklift and stand by battery in each warehouse as per requirement Consumables such as oil, grease, spare parts for daily/ preventive/routine & overhauling/major repairs & other maintenance activity to be arranged by contractor The deployed forklifts shall be maintained in good running condition all the time. You shall have to maintain the deployed battery chargers and maintain spare battery in charged condition to make it available for replacement as and when required. Expected battery life with recommended maintenance is 2 1/2 years. In case any of the batteries is not operable / workable earlier than this period, Contractor shall make his own arrangement of battery / batteries to ensure meeting operational requirements of forklifts Contractor s deployed maintenance staff has to carry out the daily, routine and preventive maintenance of all forklifts, chargers, all batteries including the attending the problems observed in consultation with Engineer In charge including major repair and overhauling. To arrange the services of OEM engineer if required The major repair maintenance/ overhauling whenever required to be done in consultation with Engineer In-Charge including the arrangement for spares You shall arrange for additional forklift, if any of the Forklifts is out of order/not available for any reason within 8 hours time, provided the Forklift operations are not getting affected Viewing the working and system of Electric forklift, importance of day to day checking & maintenance is must for optimizing the life of battery, control panel, charger. The following activities are required to be performed : 4

5 (a) Daily checking of the condition of charging of the battery adhering to the guidelines of the battery manufacturer & Forklift OEM in each shift for the installed & stand by batteries. (b) To organize the timely replacement frequency of the installed battery to charged battery viewing battery life is defined on number of charging frequency (c) The operation & maintenance of deployed chargers to be carried in line with the operating & charging recommendations of manufacturer of charger. (d) Cleaning of forklift, battery set, and battery charger panel by using air. (e) Cleaning of electrical/electronic control panel, cleaning / checking of contactor contacts. (f) Checking of cable / wire of power / control circuits for tightness. (g) Checking of output voltage / ampere of battery chargers. Battery charger conditions float / boost position. (h) Checking of spare battery set condition i.e. voltage, specific gravity of electrolyte and electrolyte level of each cell. (i) To check the working of following and keep them operative by attending in case of any problem - Head Light and Tail Light Reverse Horn Overload & Over hoist Protection. Rear View Mirror Brakes Hour meter (j) To check all forklift operations (k) To check the oil leakage sources and if required to attend. replacement of hydraulic hoses The operators/ supervisor have to follow the operating instructions of OEM for safe operation of Electric Forklift. It is the responsibility of contractor to maintain all the deployed forklifts in operating condition observing safe operation and following good maintenance practices by deploying skilled, experienced & qualified staff for operation and maintenance with good supervisors You shall maintain and submit the daily records for which format shall be provided: (a) Attendance of the manpower duly certified by the Logistic Supervisor. (b) Operating hrs of the each forklift. (c) No. of pallets handled in each warehouse for (1) Handling of Production, (2) Stacking of the production, (3) Dispatch of the material, (4) Handling of empty pallets, & (5) miscellaneous activities (d) Daily check reports for forklift, chargers and stand by battery. (e) Charging record/history battery wise Heavy penalty will be charged in case of abuse of Forklift is observed due to lapse on the part of contractor for poor maintenance and careless operation and cost of repairing will be recovered from the Contractor Penalty will be charged for the non availability of minimum manpower specified in the enquiry and the damage caused to filled bags, pallets due to faulty operation of forklift as per GSFC norms. 5

6 5.0 The following details to be submitted duly supported by documents for proper evaluation over & above the details furnished in the vendor evaluation format Indicate total number of Forklifts owned by the contractor and details of manpower setup available with the contractor for operation and maintenance Indicate number of Forklifts to be deployed continuously and number as standby forklift arrangement considered to meet breakdown and other maintenance requirement List of the identical job contracts in progress and executed in recent past with documentary evidence along with the name of contact person and addresses and copy of performance report and the company s profile with last three years financial reports Details of the Forklifts planning by contractor which shall be exclusively deployed for the above referred contract, with its make, model, capacity, year of manufacture, RTO registration number Manpower planning for Option-I & Option-II Copy of PIN No., PF registration number, labor license, Insurance policy. Financial statement for last three years, Service Tax Registration No. and Service Tax registration head under which the subject services are registered etc The contractor shall have to ensure continuous operation of handling of final product to meet the production/dispatch requirement. In case of any failure or delay on contractor s part to perform the job, a penalty of Rs. 10,000/- per shift or part thereof shall be levied. In case GSFC has to make an alternative arrangement for Forklift operations, all the cost incurred for the purpose shall be recovered from the contractor over & above the penalty charged. 6.0 OTHER TERMS AND CONDITIONS: 6.1 You shall, at your expense, comply with all safety, labour and industrial laws and such other acts and statutes as may be applicable to the contractor in respect of contractor s employees employed by them in connection with work of GSFC. 6.2 The scope of work has been detailed out on broad basis, However, any small activity to complete the job in toto shall be carried out by the contractor within the scope of work and no extra amount shall be payable. 6.3 No sub contract shall be allowed for the job, unless permitted by the Ordering Authority. 6.4 The contract shall be for minimum period of one year, which may be extended up to Five years to the sole discretion of GSFC upon satisfactory performance. However if performance of the contractor is not found up to the mark during contract period, the contract may be terminated. XZXZXZXXXZX 6
