1 4009. Application for Cargo Discharge Permission Procedure Code DNC Procedure Name Application for Cargo Discharge Permission

2 1. Procedure Outline Apply for permission to discharge cargo for the B/L to which ("SPD") is sent as the Prior Notification of Risk Assessment Result. DNC procedure divides the process into smaller processes and processes them internally. The internal processes register the Application for Cargo Discharge Permission. 2. Carrier, Shipping Agent 3. Limits The maximum number of B/Ls that can be entered in one procedure is Input Conditions (1) verification [1] The implementer is a user already registered in the system. [2] If the implementer is a Carrier, the implementer is the user for the Carrier Code entered. [3] If the implementer is a Shipping Agent, the consignment relationship with the carrier using the ship is registered in the system in the port of discharge entered. (2) Input field verification (A) Individual field verification See "List of Input Fields" and "System Design Specification for NACCS Online Procedures". (B) Data linkage verification See "List of Input Fields" and "System Design Specification for NACCS Online Procedures". (3) Internal process (A) Advance Cargo DB verification If the "Advance Cargo Registration (AMR)" procedure or the "Update Registered Advance Cargo (CMR)" procedure is done for the B/L to be applied, check the following. [1] The input Vessel Code, Voyage Number, Carrier Code and Port of Discharge Code are registered. [2] The departure date is registered by the "Departure Time Registration (ATD)" procedure. [3] "SPD" is registered by the "Completion of Screening & Prior Notification (CDN01)" procedure. [4] DNC procedure did not apply for the Application for Cargo Discharge Permission. (B) Cargo DB verification Check the following if the AMR procedure or CMR procedure is not done for the B/L to be applied. [1] The B/L to be applied is registered in the Cargo DB. [2] The input Vessel Code, Carrier Code and Port of Discharge Code entered are registered. [3] The B/L to be applied is registered as "New B/L Number" by Association of Registered B/L Numbers (BLL) procedure

3 [4] "SPD" is registered by the "Completion of Screening & Prior Notification (CDN01)" procedure. [5] Application for Cargo Discharge Permission by DNC procedure has not been done for the B/L to be applied. 5. Processing Details (1) DNC procedure (A) Input data verification If the above-mentioned input conditions are met, the Process Result Code should be set before proceeding to the steps that follow. If the above input conditions are not satisfied, which means an error, output the Process Result Output after setting a code other than in the Process Result Code. (For error details, see List of Process Result Codes.) (B) Application forwarding public office determination process The customs station office that controls the port of discharge is the office to which the application is sent. (C) Application for Cargo Discharge Permission Number issuing process The system issues the Application for Cargo Discharge Permission number. (D) Application for Cargo Discharge Permission DB process Register the Application for Cargo Discharge Permission Number and the entered information issued by the system. (E) Output process of output information Process the output information (described later). For details on the output field, see "List of Output Fields". (F) Internal procedure starting process Divide the process into smaller processes, and process them internally. (G) Output process of warning message Output ("An internal process is being done") as a warning message to the Process Result Output. (2) Internal process (A) Input verification If the above-mentioned input conditions are met, do the following processes. If the above input conditions are not satisfied, which means an error, output the Process Result Output after setting a code other than in the Process Result Code. (For error details, see List of Process Result Codes.) (B) Advance Cargo DB process Register the Application for Cargo Discharge Permission information for the B/L to be applied if the AMR procedure or CMR procedure is performed. (C) Cargo DB process If "SPD" is registered for the B/L to be applied, register the Application for Cargo Discharge Permission information. (D) Application for Cargo Discharge Permission DB process Register the B/L for which the discharge permit is applied. (E) Output process of output information

Special Notes (1) Correction of the application contents The contents applied by DNC procedure cannot be corrected. If they need to be corrected, perform DNC procedure again after either of the following is done by the customs station. [1] Requirement Notice for Re-application by Selectivity Completion for Applied Cargo Discharge Permission (CDE01)" procedure. [2] Withdrawal of the Application for Cargo Discharge Permission (2) Required re-application When the customs station examines the application and finds inadequacy in the Application for Cargo Discharge Permission, "Re-application is required" is registered. If the re-application is required, the implementer must check the B/L and application contents, correct the contents and perform DNC procedure again
