3 SECTION B: TRIP GENERATION In Table 2-A, provide an estimate of the total number of vehicle trips generated during the PM peak of the adjacent street traffic using the regression equation or average rate (whichever is more appropriate) from the most recent edition of the Institute of Transportation Engineers (ITE) Trip Generation. The applicant may use the attached table or provide a separate analysis containing the elements listed in Table 2-A. If ITE does not provide information for the land use being analyzed, consult with Municipal Development staff for an appropriate methodology. For mixed use developments with two or more land use/zoning classifications, provide an internal capture analysis consistent with Article III, City of Marianna Land Development Code and report the results in Table 2-A (and Table 2-B, if applicable). Provide support information to show that internally captured trips balance. If applicable, provide an analysis for pass-by-traffic consistent with the guidelines established in Article II, City of Marianna Land Development Code and report the results in Table 2-A (and Table 2-B, if applicable). Provide support documentation to justify all pass-by reduction. SECTION C: TRIP DISTRIBUTION & ASSIGNMENT/ STUDY AREA/ ROADWAY SEGMENT ANALYSIS In Table 3 and on a map, provide the PM peak project distribution and assignment (two-way project traffic) consistent with the requirements identified in Article III, City of Marianna Land Development Code. The information provided by the applicant under this section shall clearly indicate the following: Establish the study area and distribute project traffic on concurrency roadway segments consistent with the criteria identified in Article III, City of Marianna Land Development Code. Format Table 3 to show separately the impact of each major land use category, as well as the cumulative project impacts on each segment in the study area. Any mid-segment trip attenuation should be explained. Provide a separate map for each proposed major land use category illustrating the project distribution (% distribution and trips). Evaluate the roadway segment capacity consistent with the criteria identified in Article III, City of Marianna Land Development Code. For submittal the applicant may use the attached table or provide a separate analysis containing the elements listed in Table 3. Provide the basis of the assumptions used in the project traffic distribution and assignment. SECTION D: INTERSECTION ANALYSIS (IF APPLICABLE) Consistent with Article III, City of Marianna Land Development Code, an intersection analysis shall be performed for any signalized or unsignalized intersection, corresponding to an endpoint of a defined segment in the Transportation Concurrency Network where the total peak hour traffic demand (existing demand, committed traffic demand, and proposed project traffic demand) on one (1) or more roadway segments forming a leg of the intersection is projected to equal or exceed ninety percent (90%) of the maximum service volume at the adopted Level of Service standard for any phase of a proposed land development project. 3

4 Using approved intersection analysis procedures/software, for each intersection analyzed, report the level of service (LOS) and delay (in seconds) by approach for existing conditions, existing plus committed traffic and existing + committed + project traffic. Summarize the information in Table 4. (Attach more tables as needed.) 5 Standard) Overall LOS Northbound Southbound Eastbound Westbound Scenario LOS Delay LOS Delay LOS Delay LOS Delay + Committed + Committed + Project SECTION E: MITIGATION PLAN (IF APPLICABLE) Based on the results of the roadway segment analyses in Section C and the intersection operation analyses in Section D, the applicant shall identify in Table 5 all roadway and intersection deficiencies along with a mitigation plan identifying the strategy(ies) for addressing each deficiency to maintain the level of service standard. These strategies may be addressed through the Transportation Mitigation Proportionate Fair-Share Program as specified in Article III, City of Marianna Land Development Code. (Attach more tables as needed). 6 SECTION F: SITE CIRCULATION AND ACCESS MANAGEMENT Consistent with Article III, City of Marianna Land Development Code provide documentation and analysis to support the following site circulation and access management issues: 1. Driveway Separation and Site Access Show in Exhibit 2 (or in a separate exhibit if necessary) that the proposed site driveways meet the City requirements for sufficient driveway separation. Summarize findings below and provide any support documentation in the Appendices, including a completed driveway permit application. 2. Auxiliary Turn Lanes For each of the site access points provide an analysis to determine whether exclusive left and right turn lanes are warranted to accommodate entering project traffic. Use the following reports to address auxiliary turn lane needs: Left Turn Lane Analyses: Highway Research Record Report 211. Right Turn Lane Analyses: National Cooperative Highway Research Program Report

7 If auxiliary turn lanes are warranted, use FDOT guidelines for determining deceleration and storage (queuing) requirements (FDOT Design Standards Index 301 and FDOT Driveway Handbook). Summarize the results below and provide support documentation in the Appendices. 3. Adequate Site Distance For each access point regardless of whether the access is provided to a roadway in the Transportation Concurrency Network, the applicant shall provide an analysis and supporting documentation to show that adequate sight distance is provided to facilitate safe egress from the site driveways in accordance with FDOT Design Standards Index 546. Summarize results below and provide support documentation in the Appendices. 4. Driveway Throat Length The applicant shall demonstrate that two-minute stacking for each driveway access during critical peak hour(s) is provided without obstruction to parking or internal access aisles. The following formula is to be used to calculate the two-minute stacking analysis: S=(VT/60 min.) x T x 25 feet Where: S = Turn lane storage (in feet) VT = Turning volume (vehicles per hour) V = Storage time in minutes (2 minutes) Note: Round up to the next whole number before multiplying by 25 feet. 7

8 For example: VT = 80 S= (80 vehicles / 60 minutes) x 2 min. x 25 feet = 1.33 vpm x 2 min. x 25 ft. = 2.66 vehicles (round up to 3 vehicles) x 25 feet S= 75 feet Provide the calculations for the two-minute stacking analysis below and demonstrate that the site plan meets the calculated criteria. SECTION G: TABLES/EXHIBITS / APPENDICES (IF APPLICABLE) Based on the analyses required, the applicant shall provide support data (where applicable) to provide justification for assumptions or data used in the transportation concurrency analysis or to supplement data found in the City of Marianna Transportation Concurrency Management System (CMS). Provide a list below of the tables, exhibits and appendices attached to this report. SECTION H: SUMMARY AND CONCLUSIONS Provide a summary and any recommendations below based on the findings of the analysis. 8
