Paul Broadbridge Improving efficiency across the entire health system GS1 Healthcare User Group Australasia (NZ Chapter) 15 September 2015, Auckland New Zealand 1 National E-Health Transition Authority

WE ARE NEHTA A corporate entity owned by the Australian Federal, state and territory governments, to identify and jointly develop the necessary foundations and services for a national ehealth capability Identifiers Authentication Terminology Secure Messaging Clinical Documents Supply Chain 2 National E-Health Transition Authority

Why is Supply Chain important to ehealth? Patient Safety A lack of standardised and unique product and location identification has slowed the uptake of system change We need to be able to: o scan and record within clinical systems a product, the patient, the caregiver o track and trace surgical instruments, medical devices, implants, medications o use the information available to reduce adverse events o efficiently remove recalled products Unique products flow across the healthcare eco system Reduce Wastage Reduce stock outs by better inventory management Have visibility across the health system Have the right product to be in the right place at the right time for the right patient 3 National E-Health Transition Authority

Our Supply Chain Program Through NEHTA s strategic partnership with GS1 Australia and our membership with IHTSDO, a framework is now in place Recallnet National Product Catalogue (NPC) Locatenet Australian Medicines Terminology (AMT) eprocurement Our national infrastructure is enabling patient safety and waste reduction programs 5 National E-Health Transition Authority

National Product Catalogue (NPC) Unique Product Identification Data synchronisation service for suppliers to provide standardised and accurate product and price data to buyers In use by both public and private hospitals and now adopted by the Pharmaceutical Wholesalers through National Pharmaceutical Services Association (NPSA) which has extended out pharmacy data (PBS pack, schedule, dates, formulary allocation code, generic/branded) + AMT CTPP Provides a single mechanism to communicate structured/standards based product and price data to many health customers General products attributes includes description, GTIN, supplier product code, price and price type, volumetrics, hierarchy Healthcare specific information includes: ARTGID, PBS/RPBS, GMDN, TGA risk classification, Latex content etc 6 National E-Health Transition Authority

National Product Catalogue (NPC) Unique Product Identification Product data is common to all - Price data is customer specific 7 National E-Health Transition Authority

Locatenet Unique Location Identification Use of standards for location identification: Global Location Number (GLN) Centralised repository for location information Enables trading partners to electronically share information Provides ability to assign different attributes to locations e.g. bill to, ship to, ward, dock door, and to build a hierarchy Key to electronic transfer of information GLNs can be used for location analysis across systems e.g. purchasing/theatre. Enhancements finalised for secure location management and outbound machine to machine integration 8 National E-Health Transition Authority

eprocurement Based on AS5023, uses the GS1xml standard, and includes PO, POR, POC, ASN, INV, RA NPC data (GTIN / GLN) is key to minimising exceptions in the process. Enables unique product identification to be exchanged including batch expiry 9 National E-Health Transition Authority

Recallnet Inefficient recall processes risk patient safety and are an increased cost of doing business Standardised industry-driven communication tool utilising secure and efficient electronic processes for real time product recall and withdrawal notifications Enables electronic notification from sponsor to the health service, and supports accreditation through significantly improved recall process tracking Sponsor Health Service Sponsor Recall / Advice Issued Received Workflowed Action taken Reporting Action Advice Reverse Logistics Reporting 10 National E-Health Transition Authority

The Value Chain Enablers National Product Catalogue 355,458 GTINs (Global Trade Item Number) An increase of 45% in the past three years. Represents 1/3 of the Healthcare GTIN s within GDSN globally. 478 organisations connected 449 Data Publishers (representing over 90% of the top 100 suppliers), 29 Data Recipients Locatenet 6,723 GLNs (Global Location Numbers) An increase of 89% in the past twelve months 219 Subscribers Publishing Recallnet 140 entities subscribed 74 recalls/alerts this FY taking notification time from weeks to minutes Note: Figures above correct as at 7 September National E-Health Transition Authority

Our strategic focus to support the value chain Positive Patient Identification Support PPID projects through unique product identification, adoption of GS1 standards, vendor and industry support/guidelines Continued Uptake of Products Recallnet integration Automated exchange of location information Increased uptake of eprocurement Interoperability Broader integration into clinical systems Inventory management, reduction in stock outs Analytics, real time, exception reporting Track and Traceability (medical device, pharmaceutical) End to end visibility Data Governance Establish industry working groups Review data architecture, operational use, extended use 12 National E-Health Transition Authority
