3 Strategic Plan Does your port have a strategic plan for handling niche cargo? The Port of Baltimore developed the strategic plan for niche cargo in The plan identified specific goals and made commitments on how to best reach those goals. Page 3

Have a commitment to the funding necessary to transform your facilities for new cargo types. Have a commitment to develop partnerships with companies of similar goals. 5 Terminal Infrastructure Does your facility have the berthing/pier capacity to handle niche cargo? Water Depth, Pier weight limitations, on dock rail Does your facility have available open storage, well paved, close to the berth and flexible in uses? Does your facility have versatile shed space on dock to handle niche cargo? Does your facility have adequate rail capacity as well as functional working rail yards to handle various operations? What is the layout of the truck gate? Is it able to handle multiple cargo types? Page 5

6 Experienced Labor Force Niche cargoes are very different than lifting 20 /40 containers with a modern container crane. Does your port have experienced terminal operators and vessel stevedores to handle niche cargo? Does your port have the means to train a labor force across various jurisdictions to handle niche cargo? Page 6

7 Choice of Service Providers Do you have multiple service providers that can handle this cargo giving your customers options? Do you have local riggers that know FRA rules for securing railcars? Do you have export packers on or near the terminal to support project cargo business? Do you have experienced automobile processors on terminal? Page 7

8 Choice of Inland Carriers Is your terminal served by multiple rail carriers? Does your port have a good supply of quality Specialized Carriers? Does your port have cooperative agreements with local jurisdictions on permitting and routing of niche cargo? Page 8

10 Availability of Specialized Equipment Does your port have an on dock heavy lift crane? Does your port have access to a floating crane? Do you have the ability to move railcars with a Track Mobile/Rail King? Are there local trucker/vendors that can provide transport equipment? Page 10
