12 Next Steps supports a harmonised European Approach for Safety Certification and Vehicle Authorisation wishes to see a sound agreement between the European Parliament and the Council by June 2013 and the approval of the 4 th Railway Package proposes to favor the negotiation of the Technical Pillar of the 4 th Railway Package, with the main focus on Interoperability Directive and Safety Directive 12
