2 INVITATION TO BID Sub: Invitation to Submission of bids from the Original Manufacturer and Supplier or Authorized Dealer or Agencies for Repair (one time) of 80 KVA and Comprehensive Annual Maintenance Contract of 40 KVA and 80 KVA UPS System installed at Mahatma Mandir. Dear Madam/ Sir Mahatma Mandir, a Convention cum Exhibition Centre, has been inspired from and reflects the life and philosophy of the Father of the Nation- Mahatma Gandhi. Within Mahatma Mandir, the Convention Center and Exhibition Center are designed to meet with the requirements for organizing Meets, Conventions, seminars, and conferences, exhibitions of both national and international level with the state of art facilities. For organizing the events at Mahatma Mandir, in built support systems are installed at the venue which includes LEDs, Audio Video systems etc. Pre-qualification Criteria: 1. The bidder either should be an original equipment manufacturer (OEM) or authorized by the OEM. (Copy of Authorization letter to be enclosed) 2. The bidder must have an average annual turnover of at least 5.0 Lakh ( Five Lakh Only) in the last three financial years. (Profit & loss and balance sheet for last FY , & ). 3. The bidder should have satisfactorily completed and executed similar works with at least ONE client for a value more than 2.5 Lakh ( Two Lakh Fifty Thousand Only). (Attach documentary proof). Definition of Similar work: Annual Comprehensive Maintenance of UPS Systems with central/state Govt. offices /PSU/Private units under a single order/ contract. Scope of Work One-time repair of one 80 KVA faulty UPS system and comprehensive AMC of 40 KVA UPS (02 No s) and 80 KVA UPS (02 No s) systems installed at Mahatma Mandir. The comprehensive AMC will cover maintenance, repair and replacement of all parts including control cards, AC&DC meters and other accessories of the UPS systems. The Contractor shall be fully responsible for fault free working of the UPS systems to the entire satisfaction of indextb authorities. All the four UPS system including one faulty (80 KVA) UPS systems may be inspected at site before quoting the tender. Bidder may inspect the units before quoting the rate. 3 Quantum of Work: The UPS systems shall be taken in to Comprehensive AMC excluding batteries as per BOQ (Bill of Quantities). One-time repair is to be done for the faulty UPS systems and then to be taken into Comprehensive AMC. For working system, they are to be taken as per contract. The AMC is comprehensive and the contractor has to bear the cost of all components that becomes faulty during AMC. The total maintenance charges to be borne by the Contractor shall include cost of all the spares required for the comprehensive maintenance. Control cards, AC&DC meters and other accessories of the UPS systems are also covered under AMC. 2. Required diagnostics, documentation tools & test equipment for maintenance shall be brought by the Contractor at no extra cost. 3. Routine maintenance shall be carried out by the successful Contractor on all the systems, on quarterly basis. It includes: i) Deep Cleaning of UPS system. ii) Checking the functionality of different meters and units. iii) Batteries status checking. iv) Service Report for all the UPS System must be submitted at the end of each quarter in original duly signed from site-in-charge along with the invoice. 4. Normal failure/complaint of any system / peripheral will be communicated to the contractor on telephone and contractor is expected to attend the problem within 24 hrs. A record of complaints shall be maintained by the contractor, which shall contain date and time of reporting the problem, date and time of clearing the problem. This report shall be enclosed along with quarterly bills for payment. 5. The contractor will arrange his own transportation means for visiting faulty UPS system. indextb shall in no case be responsible for any loss of person or vehicle or material during execution of contact at Mahatma Mandir site. 4 6. Classification of faults and duration for repair: a. Major faults: Total failure of UPS is termed as Major fault and should be rectified within 48 hours. b. Minor faults: Fault in a card etc which is not affecting the service is termed as Minor fault and should be rectified within 4 days. The contractor is supposed to provide an alternate system in case of total failure of system and not rectified within 48 hours. 7. PENALTY: a) Major faults: Major faults if not rectified and not provided standby system within 48 hours of reporting and not provided alternate system, an amount of 300/- per day will be charged as penalty subjected to a maximum of AMC charges of the system per year. b) Minor faults: Minor faults if not rectified within 4 days of reporting, an amount of 100/- per day will be charged as penalty subjected to a maximum of 3000 per system. Submission of bids Offers are invited in two bids: Envelope-1: Bidders must submit the documentary proof in support of meeting the prequalification criteria. All the documentary proofs must be enclosed in a separate envelope marked as Documentary Proofs for Pre-qualification Criteria Envelope-2: Priced bid in a prescribed format in a sealed envelope. Sealed Envelope should be titled as Price Bid for Repair (one time) of 80 KVA and Comprehensive Annual Maintenance Contract of 40 KVA and 80 KVA UPS System installed at Mahatma Mandir The Envelope-1 and Envelope-2 should be enclosed in Single main envelope. The Price bid of only pre-qualified acceptable bidders shall be opened. 5 indextb shall not be responsible for any costs or expenses incurred by the bidder in connection with the preparation and delivery of bids, including costs and expenses related to visits to the site etc. Payment Schedule Bills payment will be made quarterly in normal procedure after submission of Bills with Service Reports of all UPS systems and on rendering satisfactory services. The tenders will be evaluated based on the price quoted for all the items (sum of repair charges and CAMC Charges) and the L1 will be decided for all the items together. Validity of Contract CAMC will be awarded for one year and will be extended for 2nd year based on the performance of 1st year. indextb reserves the right to extend the maintenance contract Period up to one year (i.e. 2nd year) or till the finalization of next tender whichever is earlier with the same rates, terms and conditions. No separate charges to be made for transportation of the material to Mahatma Mandir Our Financial Proposal shall be binding upon us subject to the modifications resulting from Contract negotiations, up to expiration of the validity period of the Proposal, i.e. 90 calendar days from the last date of submission of this Proposal.
