KIRKPATRICK/CAP/DO Operations CAP AIRCRAFT MAINTENANCE MANAGEMENT CAP Regulation 66-1, dated 14 September 2015, ICL July 2017, ICL June 2018, is supplemented as follows: 4. Responsibilities. 4.1 (Added). Ohio Wing Headquarters shall manage major maintenance (Centralized Maintenance Management Program); the unit shall notify the Wing Aircraft Maintenance Officer (DOM) and the Wing Director of Operations (DO) of the need for maintenance. Where an emergency exists, advanced authorization must be obtained from either the Ohio Wing CC, CV, DO, or DOM. Wing/National Headquarters funds will not be spent on emergency maintenance performed if this procedure is not followed. 4.2 (Added). Notwithstanding the authority of the Wing Commander, in Ohio, the DO is responsible for the overall management of the corporate air fleet, monitoring fleet utilization, and making changes as required. The DOM is responsible for all aircraft maintenance and accountability of aircraft. Group and Unit Commanders with corporate aircraft assigned are responsible for ensuring that aircraft assigned to their units are maintained in a safe, compliant, clean, and operable condition. Custodial Unit Commanders must provide the proper supervision, adequate control, and management of CAP aircraft. 4.3 (Added). The commander with custodial responsibility of the aircraft or designee shall ensure that maintenance is performed on schedule. Scheduled maintenance with the centralized maintenance provider (CMP) will be scheduled through the Wing DOM. Before the scheduled maintenance, custodial units will submit, to the Wing DOM, the Maintenance Item Request Form (OWF-2001) listing known items to be repaired or inspected 7. Scheduled Maintenance (Added). The custodial unit shall upload the completed CAP Form 71, Aircraft Inspection Checklist, to the applicable aircraft folder which is contained in the WMIRS annual A9 mission for OHWG. CAP Form 71 inspections are required as a minimum: Annually in January of the current year. Suspense date is 31 January. Upon retrieval of the aircraft from maintenance by the pilot retrieving the aircraft. 10. Required Equipment. All corporate powered aircraft assigned to Ohio Wing shall be equipped with survival equipment and maintained appropriately for the season. The weight of the equipment shall not exceed 30 pounds. Survival kit items will initially be provided by Ohio Wing. Survival kit item replacements or additions will be the responsibility of the custodial unit. At a minimum, the following items shall be included in the survival kit: Survival manual (USAF Pamphlet 64-5 Aircrew Survival or equivalent) Survival blanket Fire starter and waterproof container with strike anywhere matches Signal mirror First aid kit which includes trauma dressings Leatherman/Gerber-style multi-purpose tool/knife Whistle Light marker or distress strobe Lensatic compass Leather work gloves (Added) The survival kit shall be weighed and the weight shall be attached to the kit's exterior in plain view. The items in the survival kit and first aid kit shall be inspected semiannually in January and June of the current year. Those items found to expire prior to the next inspection date shall be replaced (Added) The completed inventory checklist shall be uploaded by the custodial unit to the applicable aircraft folder which is contained in the WMIRS annual A9 mission for OHWG. The suspense date on the completed inventory of the survival kit and first aid kit is 31 January and 30 June respectively. After the suspense date, non-compliance will result in suspended non-mission critical flight operations until the inventories are completed and documented (Added). All corporate powered aircraft assigned to Ohio Wing shall be equipped with the following items: Tie down ropes or nylon straps (IAW CAPR 66-1, para 15.2) Auger style anchors Wheel chocks A minimum of two quarts of oil will be carried aboard the aircraft. Proper tools will be carried aboard to dispense oil as needed. Additional quarts may be carried if the aircraft is going to be away from its home base over an extended period of time. Approved window cleaner and appropriate window cleaning cloth Cleaner, non-abrasive sponge and towel appropriate for wiping-down aircraft exterior Tire pressure gauge Flashlight Fuel calibration stick (Added) These required items shall be kept in a plastic storage container and placed in the baggage compartment. The storage container and required equipment will initially be provided by Ohio Wing. Required equipment replacements or additions will be the responsibility of the custodial unit (Added) The container shall be weighed and the weight of this container shall be placed on the container's exterior in plain view. NOTE: The flashlight may be placed into a seat back pocket so as to be readily available to the pilot. 11. Marking and Placards.

3 CAPR 66-1 Supplement 1 12 October (Added) Faded or damaged CAP specific decals shall be replaced at the next scheduled repainting of the aircraft unless otherwise directed. 12. Records (Added). 5 CAPR 66-1 Attachment 2 Supplement 1 12 October Attachment 2 Aircraft Cold Weather Starting Procedures The following aircraft Cold Weather Operating Requirements shall be followed by all Ohio Wing Personnel: 1. Pre-heating of Ohio Wing CAP aircraft engines is required anytime the ambient air temperature has been below +20 degrees Fahrenheit in the preceding 2 hours. Exception: If aircraft has been in a heated hanger for at least 2 hours. Exception: Aircraft POH requires preheating for a higher ambient air temperature. 2. Cold Weather Operation Checklist in POH will be used to assure proper pre-flight, engine start and operating procedures. Exception: Manually rotating the propeller shall not be performed. Should battery power be insufficient to rotate engine, external power shall be used. This is an extension of CAPR 70-1 prohibition of "Hand Propped" starts (Reference: CAPR 70-1, Para 9.4.5). 3. A qualified pilot shall be at the controls during starting. These minimums are requirements for safe operation. In the event the Aircraft POH has requirements that are more restrictive, they shall supersede those in this attachment. Custodial Units or airports may have additional requirements in addition to those listed in this attachment. The more restrictive requirements shall apply.
