Exchanging experiences at Olkiluoto STORY BY ELINA HEIKKILÄ PHOTOS BY ANNE NIEMI The seminars TVONS arranges at Olkiluoto provide meaningful and mutual experience exchange. In October, representatives from Leningrad NPP, the Radiation and Nuclear Safety Authority (STUK) and TVO exchanged experiences concerning the improvement of operational safety and the working methods followed during the operation of a nuclear power plant. The seminar was part of the regional cooperation between Finland and Russia. new nuclear power plant units are under construction in Leningrad and they are expected to be completed in 2017 and Alexander Chebotarev gave a presentation on the experience from Leningrad, while STUK s local inspector at Olkiluoto, Jukka Kallionpää, presented experience from OL3. Kallionpää also gave a presentation on the local inspection activities at Olkiluoto. The seminar especially focused on construction-time experiences. Project Manager Tommi Virtanen from TVO talked about the experience gathered during the expansion of the Spent Fuel Interim Storage. It was completed at Olkiluoto in late Spent fuel is stored for approximately 40 years inside water-filled storage pools at the interim storage of Olkiluoto, after which it will be finally disposed of in the bedrock. Experience from the construction of a nuclear power plant was also a hot topic, since new nuclear power capacity is under construction at Olkiluoto and in Leningrad as well. The commercial operation of the Olkiluoto 3 plant unit is expected to begin in slightly over three years. This schedule is an estimate from the plant supplier Areva-Siemens. 6 Risto Himanen, Manager of TVO s Nuclear Safety Engineering. Nearly forty and feeling great STORY BY TUULA HEINONEN PHOTOS BY HANNU HUOVILA 6 TVO s Olkiluoto Nuclear Power Plant employs the principle of continuous improvement. The plant is maintained in a modern and safe state by means of modernisation projects and safety improvements. Safety always comes first at a nuclear power plant nothing is left to chance in terms of nuclear safety. The Olkiluoto 1 and Olkiluoto 2 Nuclear Power Plant units have been generating electricity safely and effectively for over 35 years. The capacity factors of the plant units have continuously been among the best in the world. The excellent statistics have not come for free they are the result of systematic work during the operation of the power plant. Therefore, as the time for renewing the operating licences of the plant unit is at hand, they can be said to still be in excellent condition. The operating licence applications will be submitted next year The operating licences for OL1 and OL2 must be renewed in The application will be submitted to the Ministry of Employment and the Economy a couple of years earlier. The operating licence application for Olkiluoto 3 will also be submitted during next year. OL3 is scheduled to start in late According to Risto Himanen, the Manager of Nuclear Safety Engineering at TVO, the renewal of the operating licences has been carefully prepared for. - The work has been started immediately after the interim safety review in 2009, or rather, it is a continuation of the safety programme that led to the interim safety review. At this time, we responded to the requirements that the Radiation and Nuclear Safety Authority (STUK) presented in the interim safety review and tried to keep all documents up to date. Everything was done while taking into account the operating licence renewal. The plant units have been systematically improved throughout their service life. With a view to the operating licence renewal, the plant units have undergone modernisations, investments for energy efficiency and safety improvements.

7 The plant units have undergone modernisations, investments for energy efficiency and safety improvements. - In any modification project, it is important to ensure that all analyses and documents are absolutely in the same state as the plant unit itself, Himanen says. STUK s new safety requirements for nuclear facilities, or YVL Guides, were published in late 2013, and they also influenced nuclear safety planning and the operating licence renewal project. The new YVL Guides are stricter than before The new safety requirements for nuclear facilities are stricter and more detailed than before. They cover the design and operation of a nuclear power plant, the safety of the plant and its surroundings, nuclear materials and waste and structures and equipment. Economy. The new guides will be directly applied to newly constructed nuclear power plants. The operating plant units at Olkiluoto meet the conditions of the new YVL Guides well. According to Himanen, there are several plant modifications under way that prepare for the renewal of the operating licence in One of these is the construction of an auxiliary control room for OL1 and OL2. Nuclear power plants must withstand even harsher natural phenomena and situations where all of the plant unit s redundant electricity supply systems fail for some reason. To this end, systems and equipment are being installed at the plant units that ensure the availability of cooling water and electricity supply for pumping water into the reactor. This autumn, STUK issued separate decisions concerning the application of the requirements to operating plant units. The compliance assessment of the OL3 plant unit is submitted to STUK at the latest when the operating licence application for OL3 is submitted to the Ministry of Employment and the 7
